Pursuant to the provisions of part 105.7 - Public Participation in
Water Pollution Control under the Federal Water Pollution Control Act, and
to the provisions of Sections 3-16-2, 3-16-4, and 66-28-308, 66-28-703,
Colorado Revised Statutes 1963, as amended,
NOTICE Is hereby given that the Colorado Water Quality Control Division will
hold public hearings for the purpose of presenting the :
COMPREHENSIVE WATER QUALITY MANAGEMENT PLAN
SOUTH PLATTE RIVER BASIN
The date , location , and time of the hearings is given below. In gen-
eral , only that portion of the Plan affecting these counties or portions of
counties indicated will be discussed at each of the hearings.
Upper South Platte Basin Hearing August 27, 1974, Blue Flame Room,
Peoples National Gas Building , 429 Wilcox, Castle Rock, Colorado
7:30 P.M. (Gilpin , Clear Creek, Park, Teller, Douglas , Elbert,
El Paso, Lincoln Counties) .
Larimer - Weld Area Hearing August 28, 1974, Auditorium, Northern
Colorado Water Conservancy District, 1250 N. Wilson , Loveland,
Colorado 7:30 P.M. (Larimer and Weld Counties) .
Lower South Platte Basin Hearing August 29, 1974, Community Room,
Security State Bank, 3rd and Ash, Sterling, Colorado 7:30 P.M.
(Morgan , Logan , Washington , and Sedgwick Counties) .
At the hearings an opportunity will be provided to the persons and
organizations interested or affected by the Plan to participate in discus-
sion and evaluation of said Water Quality Management Plan and afford these
parties the maximum opportunity to present testimony before the Water
Quality Control Division. A reproduced copy of the entire text of the

Water Quality Management Plan shall be available for inspection at the
following places :
- Denver Regional Council of Governments , 1776 S. Jackson , Denver,
Colorado.
- Larimer -Weld Regional Planning Commission , 201 E. 4th Street,
Loveland, Colorado.

- Northeast Colorado Health Department, 700 Columbine, Sterling ,
Colorado.
- Colorado Department of Health , Water Quality Control Division ,
4210 E. 11th Avenue, Denver, Colorado.
Any person wishing to submit a statement who is unable to appear and
participate in person at the public hearings may submit written comments
within thirty (30) days of publication of this notice directed to the
Division through the Director, Frank J. Rozich, Colorado Department of
Health Water Quality Control Division , 4210 East 11th Avenue, Denver,
Colorado 80220. A summary of the findings , conclusions , and recom-
mendations of the Plan is attached and incorporated in this notice.

SUMMARY
FINDINGS AND CONCLUSIONS
Important findings and conclusions developed during the study include :
1 . Population in the study area is currently estimated at 275 ,000 and
is projected to increase to 780,000 by the year 2000; an increase
of nearly 300%.
2. Future infiltration control measures are expected to be effective
such that M & I waste water flows will only double by the end of
the study period.
3. Todays municipal and industrial (M&I) use of approximately 117,000
af/yr is only 5% of the total use. The M & I use is projected to
increase by the end of the study period to about 261 ,000 af/yr but
increased agricultural water use is still expected to be the pre-
dominate use in the study area.
4. The surface and ground waters of the study area are in a state of
continued degradation in terms of dissolved minerals , such that
it does not appear possible that the State standard of maintaining
salinity at or below present levels can be met without deminerali-
zation projects.
5. The Cache la Poudre River, between Fort Collins and its confluence
with the South Platte is a water quality limited segment with
respect to ammonia toxicity.
6. The headwaters of the Big Thompson River, below Estes Park, are water
quality limited with respect to phosphates.
7. All other streams and River segments analyzed were found to be
effluent limited.
8. Non-point sources of pollution, of which agriculture is the most
important, are much more significant than point sources. No non-
point source control plans were developed in the recommended water
quality management plan as this was beyond our scope of study.
9. Land treatment of secondary effluent for the purpose of nitrificaion
was found to be feasible and cost competitive with conventional
facilities. Problems associated with water rights are a major dis-
advantage at this time.
10. The recommended plan will cause water rights impairments at Timnath
Reservoir (1 ,240 acre-feet per year) near Fort Collins and to Farmers
Ditch near Loveland (less than 700 acre feet per year) . Impairments
to Boxelder Ditch can be mitigated by construction of an inter-
connector, and impairments to Ogilvie Ditch downstream of Greeley can
be eliminated by allowing Greeley to discharge to the ditch intermit-
tently.

11 . There is a definite layN<, of water quality information and existing
monitoring programs are9kt coordinated or adequate.
RE6MMERDATI0NS
In general , the recommended water quality control plans for the Upper basin and
Plains area includes continued localized treatment and disposal with upgrading
of existing and future facilities to meet secondary level discharge requirements.
In the Larimer-Weld region, however, the recommended plan includes consolidation
r,f facilities in the Fort Collins , Loveland, and Greeley areas. Nitrifying
facilities are required at Fort Collins and Windsor, and the Greeley area second-
ary effluent is discharged to the South Platte River. Advanced treatment, consisting
of phosphorous removal is also required for proposed consolidated discharge in the
Estes Park area.
The total capital cost of the recommended plan for the 25 year study period is
approximately $100,000,000 and serves a year 2000 population of 780 ,000.
