RE: APPROVE ROUND TWO (2) FOR 2022 ALLOCATION OF COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR CITY OF DACONO GLEN
DALE AVENUE WATERLINE REPLACEMENT PROJECT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the U.S. Department of Housing and Urban Development, Office of
Community Planning and Development, awarded Weld County with Community Development
Block Grant (CDBG) funds for fiscal year 2022, and
WHEREAS, the Weld County Community Development Block Grant Advisory Committee
(CDBGAC) has been charged with evaluating project proposals and making recommendations to
the Board of County Commissioners of Weld County, Colorado, and
WHEREAS, the CDBGAC has recommended the Board allocate $241,225.00 to the City
of Dacono for the Glen Dale Avenue Waterline Replacement Project, and
WHEREAS, after review, the Board deems it advisable to approve said award allocation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Community Development Block Grant (CDBG) award, be, and
hereby is, allocated as follows: $241,225.00 to the City of Dacono for the Glen Dale Avenue
Waterline Replacement Project.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 6th day of February, A.D., 2023.

The Weld County CDBG Advisory Committee recommended 4-0 at their Jan. 4, 2023, meeting to
recommend to the Board of County Commissioners award of $241,225 of the remaining 2022 CDBG
funding to the City of Dacono for their proposed Glen Dale Avenue Waterline Replacement Project.
The Glens of Dacono is a 1970s -era manufactured housing subdivision. The current watermain pipes are
constructed of cast iron and are nearing a useful lifespan of 50 years. As the system ages, general
maintenance repairs have become more frequent and expensive to the City and water loss is a concern.
The Glen Dale Avenue project is among the last sections in The Glens requiring the replacement of
water main lines.
The Board may recall the revised 2022 Annual Action Plan set aside $310,000 in unawarded 2022 grant
funds for an unnamed grant project. Staff has been working with communities on projects to allocate this
funding. On Nov. 14, 2022, the BOCC passed a resolution to award $68,775 of these funds to Weld
County for the 60+Ride On -Demand Transportation Services project, which left a balance of $241,225.
The Dacono waterline project would program the remaining 2022 funds to be awarded.
Options for the board:
1. Approve awarding the remaining 2022 funds to the City of Dacono for their waterline project.
2. Deny awarding the remaining 2022 funds.
3. Schedule a work session.
Recommendation to the board:
In concert with the CDBG Advisory Committee, staff recommends the Board approve the Weld County
CDBG Program grant award to the City of Dacono for their waterline improvement project.
