HomeMy WebLinkAbout20231114.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, APRIL 19, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 19, 2023, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio • MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of April 5, 2023, as printed. Commissioner Ross seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of Hearings conducted on April 5, 2023, as follows: 1) USR23-0004 - Shannon Kemp. Commissioner James seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion and it carried unanimously. PROCLAMATIONS: 1) EATON REDS DAY, CLASS 3A WRESTLING STATE CHAMPIONSHIP - APRIL 19, 2023: Chair Freeman read the proclamation for the record. Tony Mustari, Coach, thanked the Board and the community for their support and recognizing their back-to-back championship accomplishments. He stated Northern Colorado is a breeding ground for great athletics, as it has been consistently shown year after year. Each of the Commissioners extended their congratulations to the team for their accomplishments and applauded their outstanding leadership skills and hard work as a part of Team Weld. The team introduced themselves for the record and in response to Commissioner Ross, shared what their first meal was after they finished competing. Minutes, Wednesday, April 19, 2023 Page 1 2023-1114 BC0016 • 2) NATIONAL CRIME VICTIMS' RIGHTS WEEK - APRIL 23-29, 2023: Chair Freeman read the proclamation for the record. Michael Rourke and Robb Miller, 19th Judicial District Attorney and Assistant District Attorney, expressed their gratitude for the recognition, and thanked the incredible service providers that are available for the victim's worst times. He stated the month of April is also Child Abuse Prevention Month, Start by Believing Day, Holocaust Remembrance Month, and Sex Assault Prevention and Awareness Month, all of which are focused on those who have been victims. Mr. Rourke stated he recently attended the Ending Violence Against Women National Conference, further noting that Weld County is fortunate to have access to amazing partner organizations serving victims throughout Weld County. Mr. Rourke gave thanks to representatives of Lifestories Child and Family Advocacy Center, Greeley Police Department Victim Assistance Unit, Weld County 19th Judicial Courts Administrators, Probation Victims' Services, the Department of Human Services, Lutheran Family Services, A Woman's Place, SAVA (Sexual Assault Victim Advocate) Center, Weld County Sheriff's Office Victims Assistance, Lutheran Family Services Rocky Mountains, Brighton Police Department Victim Services, Erie Police Department, Catholic Charities, Colorado Legal Services, and 19th Judicial Attorney's Office. He expressed the remarkable jobs performed by those mentioned, and many others, for people's worst day of their lives is nothing short of heroic and commended each of them. The Commissioners, in turn, expressed their pride in the longsuffering services which are provided by Weld County agencies that advocate on behalf of victims who are struggling to find their voice and affording them a safe place to share and move forward in a healthy way. (Clerk's Note: The group gathered fora photo opportunity). • WARRANTS: 1) GENERAL WARRANTS - APRIL 18, 2023: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • BIDS: 1) APPROVE BID #B2300064, CAMERA CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated three (3) bids were received, however, Systec101, LLC, rescinded their bid proposal; therefore, staff recommends selecting the lowest bidder who met specifications, Giga Span Solutions, Inc., for a total amount of $256,311.97. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried unanimously. • 2) APPROVE BID #62300073, COURTS HOLDING CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated two (2) bids were received, and staff recommends selecting the lowest bidder who met specifications, Piper Communication Services, Inc., for a total amount of $21,791.00. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) APPROVE BID #B2300096, VMWARE MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated seven (7) bids were received, and staff recommends selecting the lowest bidder who met specifications, Saitech, Inc., for a total amount of $62,995.00, which is included as part of the budgeted annual maintenance. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Saine, and it carried unanimously. • 4) APPROVE BID #B2300097, INFOBLOX BLOXONE AND TRINZIC MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated three (3) bids were received, and staff recommends selecting the lowest bidder who met specifications, Zivaro, Inc., for a total amount of $68,628.76, which is included as part of the budgeted annual maintenance. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. Minutes, Wednesday, April 19, 2023 Page 2 2023-1114 BC0016 5) PRESENT BID #B2300106, 2023 BULK PORTLAND CEMENT - DEPARTMENT OF PUBLIC WORKS: Rose Everett, Purchasing Department, stated one (1) bid was received and staff will make a recommendation on May 3, 2023. • 6) PRESENT BID #B2300098, COURTHOUSE ANNEX BUILDING ELECTRICAL SERVICE UPGRADE - FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated three (3) bids were received and staff will make a recommendation on May 3, 2023. NEW BUSINESS: 1) CONSIDER CONTRACT ID #6814 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) ADULT (AD), DISLOCATED WORKER (DW), AND ENHANCED DISLOCATED WORKER (EDW) FUNDS, AND AUTHORIZE CHAIR TO SIGN: Jamie Ulrich, Director of the Department of Human Services, stated the Colorado Department of Labor and Employment has issued a funding stream modification that covers funding for this Workforce Innovation and Opportunity Act (WIOA) program. Commissioner Ross moved to approve said expenditure authorization and work plan, and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. • 2) CONSIDER CONTRACT ID #6816 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - CHRISTOPHER AND AMBER LEARY: Ms. Ulrich stated this contract is for a new certified kinship foster care home located in Johnstown, Colorado. Commissioner Saine moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. Ei 3) CONSIDER LETTER OF INTENT FOR APPLICATION OF 2022- 2023 RETENTION BONUS GRANT FUNDS FOR WELD COUNTY PUBLIC HEALTH EMERGENCY (PHE) STAFF AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO SUBMIT ELECTRONICALLY: Ms. Ulrich stated the Department of Human Services requested to apply for a one-time retention incentive, and if awarded, the County will pay these public health emergency staff members a one-time payment of $250.00, each, that would be distributed through a payroll addition. Commissioner Buck moved to approve said letter of intent, and authorize the Department of Human Services to submit electronically. The motion was seconded by Commissioner James, and it carried unanimously. • PLANNING: 1) SECOND READING OF CODE ORDINANCE #2023-03, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING OF THE WELD COUNTY CODE (MISCELLANEOUS ZONING): Commissioner James moved to read Code Ordinance #2023-03, by title only. The motion was seconded by Commissioner Ross, and it carried unanimously. Bruce Barker, County Attorney, read the title for the record. Jim Flesher, Department of Planning Services, reviewed the main proposed change related to agricultural buildings and lot coverage, and stated there have been no changes since First Reading. No public testimony was offered concerning this matter. Commissioner James moved to approve Code Ordinance #2023-03, on Second Reading. The motion was seconded by Commissioner Buck, and it carried unanimously. • PUBLIC COMMENT: There was no public comment. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2023-03, was approved on Second Reading.
