RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING TEMPORARY
CLOSURE OF BALSAM AVENUE BETWEEN EAST 8TH STREET AND EAST C
STREET FOR APPROXIMATELY FIVE (5) DAYS, FOR INSTALLATION OF 42 -INCH
DUCTILE IRON IRRIGATION PIPE FOR OGILVY IRRIGATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, pursuant to said statute and upon the basis of traffic and personnel
investigations, the Board has determined that conditions exist which make it necessary to
temporarily close Balsam Avenue between East 8th Street and East C Street, to through traffic
and to regulate, warn and guide vehicular traffic by posting signs thereon, with said closure being
effective March 13, 2023, for approximately five (5) days for the installation of a 42 -inch ductile
iron irrigation pipe for Ogilvy Irrigation.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that Balsam Avenue between East 8th Street and
East C Street, be temporarily closed, with said closure being effective March 13, 2023, for
approximately five (5) days for the installation of a 42 -inch ductile iron irrigation pipe for Ogilvy
Irrigation, and further, that standard official traffic control devices shall be erected at said closure
giving notice of the restrictions.

and E. C Street beginning 3/13/23 through 3/17/23 for installation of a 42" ductile iron irrigation pipe for
Ogilvy Irrigation.

CLOSURE SHALL BE EQUIPED WITH BACK UP ALARMS OR UTILIZE A
SPOTTER.
5) ALL VEHICLES AND CONSTRUCTION EQUIPMENT SHALL PARK OFF OF
THE ROADWAY ON THE SAME SIDE AS THE CLOSURE.
6) PLAN IS FOR WATERLINE TIE INS AND PAVING.
7) WORK IS ESTIMATED TO TAKE 2 WEEKS.
8) TAPER IS TO BE A MINIMUM OF 125 FT (25 MPH) (WS) 2/60 = L, BASED
ON A POSTED SPEED LIMIT SIGN OF 25 MPH.
9) DEVICE SPACING SHALL BE A MINIMUM OF 25 FT IN THE TAPER AND
50 FT IN THE TANGENT.
10) SIGNS SHALL BE SPACED A MINIMUM OF 100 FT OR AS SPACE
ALLOWS.
11) NON -VEHICULAR ACCESS: BICYCLISTS ARE TO BE TREATED
AS A VEHICLE, PEDESTRIAN FACILITIES ARE TO BE MAINTAINED
WHEN POSSIBLE AND A VIABLE DETOUR ROUTE WILL BE PUT INTO
PLACE AS REQUIRED.
12) PRIVATE ACCESS IS TO BE MAINTAINED AT ALL TIMES WITHIN
PROJECT LIMITS UNLESS QTHFRWISF AGREED UPON BY
PROPERTY OWNER.
13) EMERGENCY VEHICLES WILL BE GIVEN THE RIGHT OF WAY
AS SOON AS IT IS SAFE TO DO SO.
