These federal funds are provided to each state in the form of a formula grant based upon the number of Type 1 Crimes found within the five partnered agencies associated with the crime lab. The lab has utilized this grant for the past several years to train and certify the analysts from all partnered agencies. This grant does not require matching funds. Having examined the needs of the lab and areas where training is needed most, I have identified training opportunities and am requesting funding from the grant. The amount awarded would be used to cover the costs of tuition and travel. The identified training includes two in person courses for Digital examiners to get certified through the International Association of Computer Investigative Specialist, 12 month access to Magnet Forensics' Axiom all access pass, leadership training for one examiner through the American Society of Crime Lab Directors, and a symposium for a firearms examiner to attend. I have attached part of the grant form which should be completed by the 21St of February. What options exist for the Board? (include consequences, impacts, costs, etc. of options): *Approve the request for training funds ($26,270) for lab analysts. This provides funds for training the lab's personnel to keep its analysts current on all training requirements. *Not approve the request. Project Abstract / Project Summary Summarize your project in the space provided The Northern Colorado Regional Forensic Lab (NCRFL) is a consortium of 5 law enforcement agencies that have combined staff, and along with CBI staff housed in Greeley, to provide forensic services to the Northern Colorado region, primarily to the participating agencies. The lab in conjunction with the CBI was accredited in May 2015 in chemistry, biology -bodily fluid identification, firearms and latent prints. In addition, the areas of Biology -DNA Nuclear and Digital & Multimedia Evidence (DME) were accredited in 2016. The lab is seeking to train forensic scientists in their area of expertise to continue to improve the quality of forensic services to the people of Northern Colorado and address the concerns of the National Commission on Forensic Sciences (NCFS). The grant includes unlimited digital media training over a twelve-month period for an analyst who will be involved in processing digital items associated with illegal distribution of synthetic opioids. 15. We are seeking training to increase the knowledge, skills, and abilities of the forensic analysts in the Northern Colorado Regional Forensic Lab. We have several new employees that have been added to our lab and we are seeking to expanding their skill sets which in turn will improve the Lab's overall quality and backlog. In addition, we are seeking to address the concerns outlined in the National Academy of Sciences (NAS) and PCAST reports. The lab has experienced significant turnover in our digital media department resulting in a backlog and need to provide intensive training to new employees to meet the demand for digital analysis. The lab has also identified the need to ensure managers have training which supports them as leaders and helps understand the quality related issues within a lab. The ASCLD Leadership course has been selected to provide that training. We have also identified the need for our firearms examiner to attend the AFTE symposium in order to ensure they are properly trained and aware of industry trends, advancements and standards. 17.
