The County Board of Public Welfare has found it necessary to direct
that the staff of the Weld County Board of Public Welfare be laid off ef-
fective August 20, 1971 because of insufficient funds to pay salaries.
Many staff members of the Department have indicated they will
volunteer their services without pay after August 20 to insure that needed
social services and eligibility services can continue to be provided in
Weld County. With this assistance from staff it is felt that at leant
emergency services can bs maintained in all programs for an indefinite
period.
The staff of the Department continues to express its concern for Urn
plight of the public assistance recipient in this matter and intends to do
what they can to help.

The Board of County Commissioners, sitting as the Weld County
Board of Public Welfare, announced today that it is mailing notices to
all welfare recipients receiving Aid To Dependent Children, Aid To
Dependent Children - Unemployed Father and Aid To Dependent Children
(Work Incentive Program) payments informing them that such payments
will not be made for August and subsequent months unless the State Board
of Social Services provides additional funds to the county as requested.
The Board also announced that it is mailing lay-off notices to the personnel
of the County Department of Public Welfare.
The Board of County Commissioners expressed its profound regret
that it is necessary to take these actions.
The Board explained that when it became apparent that county

welfare funds would be exhausted, it made an urgent request to the State
Board of Social Services for sufficient additional moneys to enable the
welfare programs to continue out of funds which the state has available.
Weld County had been assured that it would receive a reply from the
Department of Social Services by August 1, 1971, The County Board
stated that no reply has been received to date, making it necessary to
send out the notices at this time.
The Board further stated that if the State Board of Social Services
would approved Weld County's request for additional funds, categorical
assistance will be continued as in the past and all lay-off notices will
be cancelled. In addition the County Board gave its assurance that all
other welfare programs will be continued without interruption.
The County Board also stated that between now and the effective
date of the lay-off notices arrangements will be made for the maintenance
of at least a skelton staff to provide necessary welfare services after
the lay-off date so that Department functions will not be interrupted.
