HomeMy WebLinkAbout730691.tiff • RESOLUTION RE: ADOPTION OF A COMPREHENSIVE PLAN FOR WELD COUNTY, COLORADO. { WHEREAS, pursuant to law, the Board of County Commissioners, Weld County, Colorado, did adopt the Weld County Zoning Resolution establishing land use within the unincorporated areas of Weld County, and WHEREAS, the Board has determined that with constant occurring and re-occurring problems within the County relative to the regulation and use of said lands within the County, it would be in the best interest of the County to consider and adopt a Comprehensive Plan for Weld County, and WHEREAS, the Board, recognizing the need for such a Comprehensive Plan, caused a lengthy study and evaluation to be made in the interest of promoting the orderly, efficient and practical development of the economic resources and population of the County, and WHEREAS, the Board, after having held many hearings throughout the County, and having carefully considered said Comprehensive Plan, including all revisions thereof, and being fully advised in the premises; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the Weld County Compre- hensive Plan, copy attached hereto and made a part hereof by reference, be, and it hereby is adopted. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 5th day of September, A.D. , 1973. In the plan and the attending publicity concerning the opportunity for public in- put of suggestions and ideas, much has been said about preserving* the agricultural economic base of Weld County. It is suggested that the plan overlooks basic economic facts of life which are presently occurring in the irrigated portions of Weld County, and that the picture of Weld County irrigated agriculture as a vibrant, growing and extremely prosperous seg- ment of our economy is in error. On the contrary, our irrigated agricultu- ral areas are sorely blighted with economic problems for which there appears no immediate solution -- the growing of crops is in a definite and fast declining economic situation. On the other hand, certain of the big live- stock operations (as distinguished from the smaller independents) have enjoyed great prosperity, but their good fortune has not spread to the bulk of the farm operators in the County. Simple statistics from the 1964-1969 Colorado Agriculture report prepared by the U.S. Department of Commerce, Bureau of the Census , clearly show the crop farmers ' trend; with figures applicable and selected from those for Weld County only : STA F C 0 ADO sS. A Comprehen- sive Plan to have validity and integrity must be followed with comparative little flexibility. To permit statements in the Comprehensive Plan to appear to indicate that w ec u ng its change use, just o a a s occurring n un y. ..w ~ Beyond the census bureau statistics, mere observation and simple inquiry will disclose there are very few young men entering the farm crop- ping business. Vast acreages, irrigated as well as dry lands, have been taken from agricultural crop production for many years under well-considered Federal programs to protect prices of farm crop commodities, and are just now being released under phase-outs of such programs, and this increased acreage of basic crops will certainly tend to depress further the net income of the crop farmer. The only base crop extensively grown in Weld County - aside from some vegetable crops the price of which varies widely from year to year - which does not add to an already difficult national surplus of crops, is sugar beets. In view of the thoughts here expressed, it is urged that languages be inserted in the Comprehensive Plan, perhaps by adding a Paragraph 6 to the conclusions and summary of the Agriculture section, so as to facilitate and assist the re-classification and use of agricultural land in Weld County when such industrial, commercial, or residential use is called for (. /Th County Commissioners and -3- February 26, 1973 Planning Commission Members under appropriate and regulated circumstances . To make it difficult to change use from agriculture crop production is wrong. The statement heard that it was wrong of Eastman Kodak to take its plant site acreage out of crop farming overlooks and misapprehends the economic trends facing our farming land devoted to growing crops and even the trends which effected that specific site. Again this is not true of those specific lands where use is changed to a feedlot, but that really is a commercial or industrial activity, and not an agricultural activity, and the feedlots in themselves only effect a small acreage, and feedlot expansions should not be discourag- ed. Your attention to insert this corrective wording into the plan prior to its adoption would not only be appropriate, but would recognize the true facts . Carl ielte, Chairman of the Land Use Committee, which is Prohal,ly more directly related to the Compre- hensive Flan we are discussing here today, z<ave you a report of the nntions of his committe?. i would like to leave with ,you a report .�brnitted b t : Water Committee under the direction of Ed Husted. Cur other committee headed by John Morris is involved around urban problems. All three of these groups hn,Ye been meeting separately during; the past ,year, any: on the 16th of April we will have a ,joint meeting, at which time their complete reports will be given. Also at that time we hope to be able to come up with some worthwhile comments and suggestions which can le beneficial to all who on_ cerned about planning. As a personal comment , I hope ,you will take a little more time before passing the Comprehensive Flan as presented here today. I urge ,you to Fet more people involved directly in formulating; the plan, such as suggested by Carl Felte, by using an individual from each of the 12 school districts within the County. We need a plan with enough teeth in it , so we as irdividuals or groups cannot put pressure upon our Commissioners to veer away from the plan. I do not feel the plan is all bad. The basic concept and philosophy is okay, but it does need to be revised and refined. If you see fit to postpone adoption at this time, I hope you Commissioners will not permit any strip or spot zoning; on a. few acr( s across the County, but rather require a complete P.U.D. concept for a large riven area, so that you know it will blend in the whole area 10 to 25 years later and not just meet the desires of anyone of us individually. In this interim time I sincerely urge you to appoint additional members on the Weld County Planning Commission, to include individuals from areas not represented now, so our whole County can have a part in formulating a policy o£ this magnitude. Forward Together The sub--committee of the planning council on Land Use of the Forward Together program has made a study of the proposed Weld County Comprehensive Plan and has approved the following resolutions. RESOLUTION I WFEREAS, since prime agriculture lands falling in soil classification I, II, and III are very desirable for the production of farm products sorely needed by the nation BE IT RESOLVED that these lands must be preserved as agriculture lands and that the tax base be adjusted downward and the land assessed as agriculture lands. RESOLUTION IT , PEREAS, since soil classification lands of classes IV, V, VI, and VII are less desirable for the production of farm products BE IT RESOLVED that urban growth should be on these lands at a low density rate and dispersed throughout the county rater than limit urban growth strictly to cities and towns. RESOLUTION III WHEREAS, since industrial development restricted entirely to existing urban areas intends to intensify congestion and air pollution problems BE IT RESOLVED that a study bP made to locate industrial sites as to land capabilities, transportation. Pnd utilities dispersed throughout the county. The industrial development must be compatible with exist- ing agricultural facilities and historical uses. RESOLUTION IV WHEREAS, since the Tax Defferral plan in paragraph 2 page 107 would be hard to administer and could be unfair to farmers BE IT RESOLVED that this paragraph be stricken from the plan. RESOLUTION V WHEREAS, since Weld County is very large and with so many diversified interests that the planning commission membership should he expanded to get wider representation BE IT RESOLVED that each school district within the county, by popular vote of the people within the district, elect one member to the Weld County Planning Commission. RESOLUTION VI WHEREAS, since paragraph 6 page 94 is both discrimitory and contradictory BE IT RE OLVN,D that the paragraph be stricken from the plan. Forward Together Page 2 RESOLUTION VII WHEREAS, the County Planning Commission and county planners have put in a great deal of research and study in writing the Comprehensive Plan we commend them for the work done. This committee however be- lieves it should be revised before adoption BE IT RESOLVED that the Comprehensive Plan be made more concise, less contradictory, specific and not repititious in its objectives of providing a guide for orderly growth in 'geld County. We agree that: 1)agriculture should remain the basis for the county' s economy and that further diversion of farmland to resi- dential or commercial use should be strongly and officially discouraged; 2)commercial and residential growth should be limited to the existing 27 municipalities and not spread along highways, on floodplains, nor on agricultural or other open-space lands; 3)further industrial growth should be directed to agricultural service industries. -We feel that such policies can result in: 1)an enduring economic health relying on renewable resources-- sunlight, soil, and water--and serving fundamental human needs. 2)a varied and interesting countryside of lasting social, psych- ological, and recreational value; 3)the maximum preservation of irreplaceable natural habitat and species for the benefit of future generations. -In the implementation of the plan we would recommend: 1)formation of greenbelts as open spaces adjacent to and within existing municipalities; 2)the evolution of floodplains into continuous greenbelts for open-space recreation, nature study, and nonmotorized recrea- tional travel. 3)the protection of certain unique and threatened natural areas in Weld County (data on separate sheet) . We wonder about people pressures on the only nesting white faced ibises in the state and on such rare birds seen there as the peregrine falcon; also about the water level as Weld County grows. Boating should be prohibited. 2.Riverside Reservoir - S 36 r, 31 T 5�N B6 w S 5,6,7,8 T4N R61W S 1.2,3; 11,12,13,14 T4 N R62 W Pelican Island rookery is unique. Snowy egret, great blue heron. Must remain closed to boating to proteot rookery (nesting grounds) . '.Milton Reservoir - S 10,11; 1415; 23•,24 T3N. 265W locked; some trapping; quite wild. Same general flora and fauna as Latham. Area between Lower Latham and Milton is valuable waterfowl habitat. 4.New Windsor Reservoir - S 27, 28; 33,34 T7N R67W geese and other waterfowl. 5.Union reservoir - S 31,32 T3N R68W geese and other waterfowl 6.Woods Lake 4. S5 T6N R66W mallards Flood Plains All wooded areas valuable as deer habitat; white-tailed and mule. 1.Pawnee Creek north of Stoneham. T8.9N, 256-57W had 2 bucks and 12 others seen in October 1972. 2.Licensed preserves along S. Platte Kersey-Kuner stretch have much waterfowl habitat.S 5,6; 8,9; 16,15.14; 23,24 T5N 264W Prairie dog colonies Prairie dogs, we believe, have definite value as habitat for the rare and endangered black-footed ferret, and for the burrow- ing owl. Evidence also exists that the churning of the soil done by these mammals has a definite positive value, They are also great fun to watoh (nature appreciation, education by scouts, sohools. and families). 1.Town #1 - about 60-100 individuals. NIOS 13 T5N E67W; NWWt S 18 T5N E66W. Visible from 34 by-pass and Scanty 25; closest available viable town; good for field trip observations with binoculars. 2.Town #2 - smaller town. S 16 (?15) (S.
