HomeMy WebLinkAbout20240484.tiff MINUTES WELD COUNTY COUNCIL December 18,2023 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m.,Monday,December 18,2023,at the Weld County Administration Building,1150 0 Street,Greeley,CO. ROLL CALL: The meeting was called to order by President James Welch.Councilmembers Cindy Beemer, Nancy Teksten,Elijah Hatch and Trent Leisy were present,constituting a quorum of members. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA: Councilmember Leisy made a motion to approve the agenda,seconded by Councilmember Hatch and carried. APPROVAL OF DOCUMENTATION: Approval of November Minutes Councilmember Hatch made a motion to approve the November 20 minutes,it was seconded by Councilmember Leisy,and the motion carried. Approval of 3rd Quarter RTTP Councilmember Beemer made a motion to approve the 3rd quarter Report to the People,it was seconded by Councilmember Teksten,and the motion carried. REVIEW PROGRAM: Kevin Ross,Weld County Board of County Commissioners Commissioner Ross gave a year-in-review glimpse into the commissioners'business during the last year. There were 6 key focus point 1) Strategic plan.This included input from leadership,elected officials and employees. 2) Enterprise Resource Planning.Software in Human Resources is being updated and replaced.The payroll system and benefits package is being explored. 3) Facilities Master Plan. Weld is one of the top five fastest growing counties in the nation.We continue to look at ways to improve our facilities,Mr.Ross said.He said as the county continues to grow and double in size,the county will need to continue providing services to residents. 4) Employee Engagemen.The county issued a satisfaction survey and 60 percent of employees participated,pleasing the commissioners. 5) Strategic Investment in Weld County.In 2023,the county bought several pieces of ground,sare to use as storage for large vehicles. 6) Artificial Intelligence.Ways in which Al could improve county practices is being explored. Mr.Ross said commissioners feel the future of Weid County is bright.The county wants to be an employer of choice. To see a breakdown of Mr.Ross's presentation,see addendum 1. Co M'u n;cz-1-;onS 2024-0484 o V2y PUBLIC COMMENT: Bob Grand,of Keenesburg,said he lives in district 3.He was curious why Commissioner Lori Saine was removed from an assignment with no explanation.He said she should be reinstated as supervisor to the role she was assigned. Commissioner Lori Saine expanded on Commissioner Ross's presentation. She said it's important to benchmark efficiencies.She said the county wants to be the employer of choice. She said it's often less expensive to keep a current employee than to hire another one. OLD BUSINESS: There was none. NEW BUSINESS: Set elate for January meeting Councilmember Hatch made a motion to set the January meeting for January 22,it was seconded by Councilmember Beemer,and the motion carried. Coordinator Reports/Councilman Reports There were none. Bills Councilmember Leisy made a malice to approve the phone bill, it was seconded by a-md carried.. "• A 5-year Strategic Plan was developed to support the county's vision to be a model county government that delivers excellent services and enables citizens and communities to pursue k•'• V prosperity and quality of life if ways that are accessible,inclusive,and forward thinking: " while honoring our Western heritage and respecting individual liberties, a". The ERP will replace legacy HR,pap oil occuuntircy budget benefits,recruitment,and several other county enterprise systems some of which are over 25 years old The new system will provide a better user experience and. empower our workforce through improved functionality and a motile friendly interface• 6 3 10/23/2023 STRATEGIC INVESTMENT IN WELD COUNTY As Weld County looks to 2024 and beyond,several challenges face the board of commissioners other elected officials,and staff to meet the ever changing and growing demands of county citizens to maintain the quality of service the citizens have grown to expect from their county government. the county is experiencing the biggest oil and gas bourn in its history. The additional production of oil and gas is resulting.in significant increases in the county',assessed value,60%of the county's total assessed valuation stems from oil and gas production.Because of the volatility of oil production levels and price fluctuations of the oil and gas.the county must prudently manage the increased property tax base creafea by the energy development_ 9 ARTIFICIAL INTELLIGENCE As Al continues to evolve,more'LuSC cases arc being utilized in government entities. Some areas that Al can benefit Weld County are: • Improved efficiency:Al technologies can automate routine tasks, allowing local government employees to focus on more complex and strategic work.
