Brief description of the problem/issue:
The Department is requesting to extend terms on an Independent Contractor Agreement with Technical
Assistance Collaborative, Inc. (TAC) that was approved by the Board on September 27, 2023, known as Tyler
20232856, which gave the Department Director delegation of authority to sign. The original term was September
12, 2023 through October 2, 2023. The Department is requesting to extend the term end date to December 29,
2023. There is no change in project cost or Scope of Work.
What options exist for the Board?
• Approval of the Independent Contractor Agreement Attachment A with TAC that reflects the term end
date extension.
• Deny approval of the Independent Contractor Agreement Attachment A with TAC that reflects the term
end date extension.
Consequences: The Department's current Agreement with TAC will end on October 2, 2023 and
technical assistance for drafting language for the system of care legislation will no longer be available.
Impacts: The Department will not have the continued technical assistance for identifying and getting
access to needed resources related to national and state children's System of Care to ensure that the
final legislation is robust and consistent with best practices.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Original cost = $7,340.00 (no additional cost is requested)
Recommendation:
• Approval of the Independent Contract Agreement Attachment A and authorize the Department Director
to sign.

Scope of Work:
TAC will provide Weld County with technical assistance to support legislative drafting efforts
directed at putting forth a proposal for a statewide, comprehensive, coordinated children's
system of care in Colorado.
Key activities may include:
1. Consultation: Subject matter expertise on children's Systems of Care design and
implementation. This may include ad hoc discussions, meetings, and brainstorming
sessions conducted via telephonic or video communications.
2. Document Review and Comment: TAC may be responsible for reviewing draft
legislative language and providing constructive feedback and suggestions for
improvement, ensuring that the final legislation is robust and consistent with System of
Care nationally recognized best practices.

Thanks Sara for reaching out concerning how to approve this on the agenda. I have spoken with Esther and
the determination is although this is not on the County approved extension/renewal/amendment form, that is
clearly the intent of this updated agreement. Since you indicated there are no other changes to the scope of
work or dollar amounts to this agreement and just the extension of the term date, Esther is ok with listing this
as a Consent Agenda item, provided the PA has a clear explanation of the original (2023-2856) delegated
authority to have Jaime sign, and by extension the new document will also be signed by her rather than the
Chair, but is not to actually sign until the Board approves the Consent Agenda this item is listed on. In addition,
Esther feels that this should still be routed as new business only for the purpose for legal and finance to review
and see the term will be extended since this is not on the County approved form. Please reach out it you need
any further assistance on this matter.

RESOLUTION
RE: APPROVE INDEPENDENT CONTRACTOR AGREEMENT FOR LEGISLATIVE
PROPOSAL DRAFTING AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO
SIGN - TECHNICAL ASSISTANCE COLLABORATIVE, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Independent Contractor Agreement
for Legislative Proposal Drafting between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, and Technical Assistance Collaborative, Inc., commencing September 12, 2023, and
ending October 2, 2023, with further terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Independent Contractor Agreement for Legislative Proposal
Drafting between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and Technical
Assistance Collaborative, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Jamie Ulrich, Director of the Department
of Human Services, be, and hereby is, authorized to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of September, A.D., 2023, nunc pro tunc September 12,
2023.

Collaborative, Inc. (TAC). The Agreement is to provide Weld County with technical assistance to support
legislative drafting efforts directed at putting forth a proposal for a statewide, comprehensive, coordinated
children's system of care in Colorado.
What options exist for the Board?
Approval of the Independent Contractor Agreement with TAC.
Deny approval of Independent Contractor Agreement with TAC.
Consequences: The Department will not have an Agreement with TAC to provide technical assistance
for drafting language for the system of care legislation.
