I will be directing my objection based on the guidelines per Section 23-2-50, Section 8- 11-40, Appendix 8-Q, Section 8-14-10, and the unsubstantiated statements provided by Mr. Matchett. As Mr. Matchett indicated his proposed change of his recently acquired 13 acres from Agriculture to O-3 business is 250 ft. from my home. I have lived west of his 13 acres at 12269 CR 64 1/2, Greeley, Co for 21 years. The structures on my property include my 2 -story home, a small shed and a 5 -stall barn. I use my land as pasture for several horses, raise chickens and grow over 200 trees and bushes. I take pride in living in Greeley and my agriculture property. The Whitney Ditch Irrigation runs along the north end of my property as well as Mr. Matchett's property allowing easy access to irrigation for crops. Mr. Vatchett had recently used his agriculture property to grow and harvest Hemp. The market was saturated with Hemp at that time therefore was not as profitable as Mr.Matchett had hoped but the field was irrigated throughout the season. It may not have brought the income that was hoped but still produced a crop. Mr.Matchett's proposal of having a RV Storage Yard is not compatible with the current agricultural land use or providing an improved economic impact to the area as whole. The change from living next to an open agricultural land to directly next to a RV Storage Yard will clearly decrease the market value of surrounding homes. Who is going to want to live next to a RV Storage Yard? There will be increased vehicles and people which will logically increase noise and pollution. Mr. Matchett makes a statement that in his opinion it will not affect the people of the area but has no factual information to back that claim. Mr.Matchett is proposing the bare minimum to establish the yard without regard to the surrounding neighbors wellbeing or property. In his response to questions, (#1) he is only planning to provide fencing on two sides and graveling the land. There will be no solid enclosure around the whole area to protect the vehicles or provide a more appealing view for the surrounding homes. I believe most people would prefer to see an agricultural field then multiple large vehicles. As he did not mention placing fencing on the far west edge of his property, implies he is depending on my fence to enclose the RV Storage Yard on that side. I have a thin wired and wood post fence that has been sufficient to keep my horses on my property but it will not provide protection from the RVs and owners accesses to my property and animals. He provides no plans to ensure this business will be aesthetically pleasing to the surrounding area and protect the n eighbors' property. This business is limited to providing income to one individual and nothing positive to the existing homes values, agricultural landscape or the general appearance of the area. There already exists at least 4 RV Storage Facility within an approximate 5 -mile radius from the subject property therefore our community is not in need of another. None of the n eighbors will ever have use for his RV Storage Yard. Mr. Matchett makes a general statement his business will not affect traffic on the two- lane road. He provides the information by predicting only a couple RVs in and out each day during the hours of 4 to 8 pm which is one of the peak traffic times for the road. County Rd 64 1/2 is already a well -traveled road with commuters and trucks traveling between Greeley and Windsor. I could not find the information in his responses of anticipated number of RV parking spots he would have on his lot of land. The information I obtained from internet search and from other RV Storage Facilities suggests approximately 40 RV parking spaces per acre. If he is planning on using at least 10 acres that would equal 400 spaces. Based on this calculation, there will be a considerably more than a couple of RVs coming and going each day especially during the spring, summer, and fall. I was a previous RV Owner and therefore familiar with RV u se during the year in CO. The potential number of RVs will increase the traffic in front of the surrounding homes which increases the pollution and potential accidents. Recently, there was an article published Neurology by Abolhasani, etc. "Air Pollution and Incidence of Dementia: Systemic Review and Meta -analysis' which included a total of more than 90 million people, indicated a risk for dementia increased 3% for every 1 microgram per cubic meter rise in fine particulate matter (PM2.$) exposure. I don't have any data for our particular area but Mr. Patchett has no information to the contrary either. It is a given with potential 400 large vehicles coming and going, traffic is going to increase and therefore pollution will as well which can affect the health of the residents in the immediate vicinity of the RV Storage Yard, The road is a narrow two-lane road with no left or right turn lane from the west or east, respectively, into the proposed area which will result in increased congestion during the prosed operational times. RVs have a wider turn radius then a typical vehicle, and this is not being consider in regard to access from the main road onto the property. Currently, there are no streetlights on this section of the road where the proposed RV Storage Yard will be located. His property and the street in front are completely black during the evening hours. Per his responses (#9), there will be no lighting provided by him. That does not seem logical considering this type of business. Every surrounding RV Storage Facility provides at minimal lighting for the entrance and surrounding flood lights for security of the RVs. There needs to be minimal accommodations to provide security and safety to those choosing to leave their highly expensive vehicles in his yard as well as for the surrounding neighbors. The purchase price of some RVs range between $100,000-$200,000 which will logically require lighting and security for these types of vehicles on an open field. On the other side of this argument would be that if there it isn't the basic lighting or security, what condition will the RVs be in to be stored here? Without these basic items would it become more of a RV Storage Junkyard? In order to be competitive with other RV Storage Facilities, Mr. Matchett will have to put up some type of lighting, security and possibly water/sewage. The RV Storage that he mentioned that is located approximately 0.5 miles to the west had recently experienced vandalism which resulted in having to install an additional high voltage electric wire fence extension on top of the 8 ft. solid fence to help prevent further vandalism. They already had flood lights and full fencing around their entire facility. To warrant change from Agriculture to O3- Business, the proposal is supposed to enhance the environment of the area. This RV Storage Yard will financially benefit Mr. Matchett but will decrease the value of the surrounding homes. As there are already several RV Storage Facility that offer better lighting and security then Mr. Matchett is planning on providing, his facility is not a positive addition to the area. The logistics of this proposal is helping only one land owner's income and offers limited concern for the aesthetics of the area or the health, safety and financial wellbeing of its surrounding landowners. In closing, I offer the question to anyone, would you want to live next to a RV Storage Yard that would not benefit your livelihood and potential increase negative risk to your safety, health and property? PLC, is a well- known public K-12 educational facility serving schools in Weld County and beyond, which prior to the Covid pandemic hosted 37,000+ student visits/year instructing students, parents and others in outdoor appreciation and natural resources stewardship. Our facility, including the Hall 133 Farm is located approximately % mile south of the parcel under consideration. The nature and character of our Bracewell neighborhood is rural agricultural trending towards exurban, low density development. PLC's desire is to continue to steward youth in appreciation of Weld County's rich agricultural heritage and as land conversion/use occurs, focusing our educational efforts toward regenerative agriculture and restorative ecology as a prime goal in future Front Range land use. Working with the University of Northern Colorado, AIMS Community College and others, PLC is developing a plan and seeking funding for constructing a teaching observatory that will house the largest reflecting telescope in Colorado, on the Hall 133 parcel toward our northern property boundary. The goal of the observatory is to provide a research site, and educational opportunity for students and our community. Upon completion the PLC Observatory would create a new and attractive destination for rural tourism and an attractive agritourism draw for our community. To be successful in this goal, minimizing ambient light, including light pollution/trespass from neighboring properties and facilities in the vicinity of our Hall 133 parcel is absolutely essential! To prove that the PLC site is suitable for the observatory, PLC staff and our associates have periodically been taking and recording light measurements as an essential metric to forward in grant applications. In, service to those who '`cove down, to the river" It is our understanding that the zoning change request, if granted, will allow the applicant to develop a storage facility on the subject property. It is common for these types of businesses to have abundant light fixtures scattered throughout the facility. If this is the case, upon development fugitive or trespass light from this potential business will compromise the rural nature of the Bracewell community, night skies ideal for stargazing, and the excellent dark sky conditions that make the PLC Hall 133 site ideal for the observatory. Ultimately PLC fears that excess lighting from the Storage Business will devalue our land as an observatory site and negate our ability to obtain funding for completion of the observatory. Weld County's Comprehensive Plan/Code and associated planning documents elegantly speak toward respecting neighboring properties and landowners, and respecting the rural character of our community. Our neighboring towns, Windsor and Greeley, have language in their planning documents speaking toward controlling fugitive light, and working within the International Energy Conservation Code. Within the Weld Code Chapter 19, Article VI, the Windsor Coordinated Planning section 24-03-404 speaks to design character standards for building sites that remain compatible with the surrounding neighborhood, and specifically includes lighting as an element. Several other sections of the County code also encourage lighting sources shielded and minimized to prevent unnecessary diffusion. Therefore our local municipal and Weld County governments are already aware of and concerned by trespass lighting diminish the quality and character of our shared community. Many other communities now encourage or mandate "dark -sky lighting in their development codes to benefit wildlife, especially migrating birds and bats, to preserve opportunity for stargazing, and as a continuing amenity preserving community ambience. To that end, the International Dark -Sky Association has developed MODEL LIGHT ORDINANCES (MLO) which are available online. The MLO standards ensure adequate lighting for safety while minimizing light pollution causing fugitive light inconveniencing and/or adversely impacting neighboring landowners. To this end, in the above referenced case the PLC recommends, suggests and encourages that if the zone change is approved with subsequent development, that at a minimum the use of the MODEL LIGHT ORDINANCE be incorporated in the design and installation of site lighting to be stipulated as a condition of approval. Mai4rrek POUDRE LEARNING CENTER FOUNDATION, INC. 8313 W.F STREET, GREELEY, CO 80631 November 18, 2022 Case #COZ22-0003 To: Weld County Planning Commission and Board of County Commissioners, I am writing in regards to the notice mailed for a request to change the currently zoned agriculture property directly north of my farm located on the north side (12404 and 12406) of County road 641/2, Greeley, Colorado. I object to the proposed change in this case regarding the request to change zoning from agriculture to commercial . Having been a farmer my entire life, I regret seeing the current trend of prime agriculture ground lost to non -agriculture uses when there is ample ground in Weld County that is not conducive to agriculture production that could be used for non-agricultural purposes such as recreation vehicle (RV) storage. The specific to this case is prime, productive agriculture ground. Mr. Matchett does not own water rights, but the property could be successfully farmed as dry land with wheat or grass crops or with crops that require minimal water with the purchasing of water that flows through the existing ditch that is along the north and east sides of the property outlined in this case. Although Mr. Matchett states this enterprise would not affect the neighboring residences in any way. RV storage would cause depreciation to existing homes on all sides and within the surrounding area. Some homes are new to the area and are well maintained with pleasing landscapes that reflect the rural living character of the area and other homes have been established in the community, including mine, since before 1934 when my farm was bought by my grandparents. It is still continues to be a productive agriculture farm and is in the overlay agriculture district that was initiated by the County Commissioners, specifically to preserve this historically rich agricultural area within Weld County. Three of the farms (including mine) in the overlay district have made a great effort, after mining was done, to restore and return the farm to full production keeping this a historically rich agricultural area that enhances the historic Cache La Poudre river, preserving the natural wildlife habitats that still exist along the river, as well. A recreational storage across from the farm and the agriculture overlay district doesn't compliment the efforts to preserve the historic agriculture for future generations. The paved road between my property and the property in this case is a two lane road posted at 55 miles an hour. There is no merging lane or exit lane to turn into the stated easement/access road in the plan and there have been numerous accidents the entire stretch of road 64 1/2, including one, within the last month, 100 yards from the entrance proposed. There is no reference in the plan regarding signage and how the position of a sign would not obstruct visibility for exiting the property onto Road 64 1/2, a two lane road. Mr. Matchett states that the hours of operation will be from 4-8pm. Granted the highest usage of recreational vehicles would be the warmer months, but there are more snow birds with the baby boomers retiring who travel south this time of year to reach their destination by Thanksgiving, and for their stay during the remaining winter months. At the date of this letter, it was dark by 4:45pm. Mr. Matchett does not indicate there will be any lighting so it may be difficult and in some cases impossible to hook up a recreational vehicle in the dark. As a member of this agriculture community, I have supported all efforts of the Poudre Learning Center, a true natural environment educational gem of Weld County. Their future plans include an observatory if the night sky can be preserved in this area. Knowing that lighting is critical to a secure RV storage this would greatly add to the night sky pollution and possible kill those plans. That would be a loss to all the residents of Weld not just the surrounding neighbors. If rezoning is considered, rather than rezoning to commercial use that would be of very little benefit to the developments and families in those developments in the surrounding area (as there are RV storage plots available already in the surrounding area), might Weld County entertain the idea of purchasing the property to keep the area adjacent to the agricultural overlay district compatible by turning the property into a park. The developing rural neighborhoods would have a park to enjoy in a rural setting. It would complement the agriculture overlay district. Planned open space could become an issue with the number of developments in the area that have over 1000 homes in the plans. There is an agricultural supply ditch that could be used for non -potable supply for irrigation needs of a park. If lighting was needed for a park, it would not be to the extreme that an RV storage would require. How many opportunities will there be in the future for open space preservation with the current rise in housing developments in Weld County? Sincerely kt- Kenneth Tigges 12404 County Road 64 1/2, Greeley, CO 80631 (970)369-8183 November 21, 2022 Case# COZ22-0003 EXHIBIT So S 4 To: Weld County Planning Commission and Board of County Commissioner, We, Curtis and Katherine Rickart, object to the proposed request to change the current agriculture zone of the property stated in the notice received from the planning department to commercial for the specific use of an RV storage as stated in the application, On a personal basis, our home would be surrounded by an RV storage area on the south half and complete west half, and potentially the entire south half since the entire parcel is being requested for commercial zoning. It would greatly depreciate the value of our home and every home in a wider radius than 500ft. We would completely lose the western farm and mountain view from our home to that of recreational vehicles. It would adversely affect beauty of the area plus the safety and security of our home and all the homes within the area. The Weld County Sheriff department (addendum 1 to this letter), has stated there is a 24% crime increase of RV storage units in Weld County. The storage unit within 2 miles to the west has recently put lines of electric wire on top of their fencing further exemplifying the problem that currently exists. Plus, we have observed that the adjacent road is often become a dumping ground for TV's, sofa's and other large items, creating roadway hazards. There is a high potential for increase in crime at our homes location. We have always felt safe in our home, but that feeling would evaporate with an RV storage and the increase of traffic up and down the access/easement road with the only turn around space ending up within our private driveway and yard. It is unsettling. The number of RV units is not specified nor a planning map provided but from observation of other RV storage places this could run into the hundreds thus no longer a quiet rural environment. Although Mr. Matchett claims this will not affect any of the neighbors in any way, it does. For us, located at the end of the access road proposed for the RV storage and no office unit proposed, people will, logically assume we operate the RV storage and will be coming to our door for information. This pattern was already established when Mr. Matchett built the storage area for his farm equipment and collection of cars. People came to our door asking about the cars in storage. When Mr. Matchett grew hemp people continually asked us about the crop, assuming it was our property, as we are the only home adjacent to the property in this case. Mr. Matchett lives in Greeley, therefore there is no management or even observation of the proposed RV storage from 8pm to 4pm (closed hours), a total of 20 hours each day, every day of the year. Plus the hours of operation proposed 4-8pm is when it is dark (this time of year). Per another article (addendum 2) lighting is the only effective way to reduce the crime for RV storage. I don't know the specific code, but Weld County does have in their planning codes regulations to minimize light pollution that may adversely impact neighbors and the local community. Again, this would need to be 1 reviewed in regards to all the homes adjacent to the property outlined in the proposed change, We know, first hand, that road 64 1/2 is highly traveled with shift changes from the industrial area. Those shift changes are during the hours of operation proposed of 4-8pm when traffic is at its highest on road 641/2. There are an estimated 120 employees at Vestas, another 100+ jobs at Owen -Illinois, to name just two companies whose employees travel road 64 1/2 to and from work. As a managing partner of Tigges Farm Produce, Roasted Chilies and Pumpkin Patch, the Weld County Sheriff Department was contacted this fall to see if they could increase their patrolling of the road during the fall season when Tigges Farm, located directly across the road, is in full operation, to cut down on the speeding and the passing on the double yellow lines for the distinct purpose of keeping people safe traveling the road to visit this Weld County Agri -tourism Farm. In the return call the Weld County Sheriff Department said it was a very difficult area to patrol because it was between Districts (between the City of Greeley on both ends, I believe) and being a short distance in-between it was nearly impossible because there is no room on the two lane road to safely pull anyone over, so they admitted it is overlooked a lot. This lack of patrol is an open invitation to an even higher increase of crime than other RV storage places in Weld County are experiencing. Mr. Matchett states there is a clear view both directions entering and exiting the access/easement road. Since that is the access road we use to get to and from our home, we are well aware the small hill to the east can completely hide the visibility of headlights at night so extreme caution needs to be taken entering and exiting during the dark especially due the extreme speeding on the road. Extra caution needs to be taken during the daylight hours as well due to the speeding. It is not uncommon to turn onto road 64 1/2 and not even shift out of first gear and find a car quickly closing in behind you. We have also encountered, many times, cars passing us on the double yellow lines just before we turned onto the access road or honk at us for slowing down to turn. I am not sure patience would be extended to long RV campers that need more time to turn onto or out of the proposed access road. The lack of secure fencing of the entire RV proposed area is a concern as it becomes an additional open invitation to increased crime and to the homes that border the property to the north, south, east and west. The west and south ends of our property are divided by a ditch going north and the ditch can be jumped easily. As stated in addendum 1 the thieves are not after the RV's but what is in the RV's or items that can be carried away. Lack of complete fencing makes it very easy to carry things away. There is no mention of weed control for the property. Putting gravel on prime fertile agriculture ground will not prevent weeds from growing without adequate weed control. To be maintenance free of weeds, it would require the killing of the ground that would further destroy restoring the property back to agriculture production for years to come if 2 the RV storage didn't succeed. That seems almost like a crime committed against nature. Without weed control, there could be an increase in the danger of fire. Although only one side of the ditch that borders between properties is our responsibility, we have maintained weed control on both sides of the ditch without any cost or request for compensation from Mr. Matchett. Thus the location of any fencing we would like to be addressed so we could continue weed control on Mr. Matchett's side of the ditch as well as our side of the ditch. When we purchased our property that is surrounded by Mr. Matchett's property on the south and west sides, we selected this parcel because it was not in the existing flood plain. Mr. Matchett's property, that is proposed for the RV storage, is partially in the flood plain. Although he states he will comply with all regulations, he does not address the regulations or the ordinance's set by Weld County. My understanding is the Federal Emergency Management Administration (FEMA) sets minimum standards that the County must comply with to be eligible for the National Flood Insurance Program, (NFIP), the only program that offers the required flood insurance to residents that build in the flood plain. Flood insurance is required if a mortgage is needed in flood plain locations. I think wheeled vehicles parked in the flood plain must be moved every 180 days to stay in compliance with the minimum standards, but not sure of that fact. N FPI compliance ordinances would need to be checked by the FEMA Administrator for the County and added to the plan and annually reviewed by the county. Furthermore, If FEMA, through their accountability program, finds non-compliance it could jeopardize the counties eligibility for the NFIP, thereby the result would be the canceling of all flood insurance policies taken out. For example, if someone has a mortgage for $200,000 on a home, they could wake up finding the remaining amount due immediately because their flood insurance would be canceled. There is a possibility developers could find property unsellable because people couldn't qualify for a loan without flood insurance. Fencing is also regulated in the flood plain and some areas in the flood plain cannot be fenced. This would also need to be reviewed to see if there were any restrictions. So my question is, does Mr. Matchett's plan comply with the regulations set to insure the County keeps its eligibility, without any doubt, ever, of becoming non -compliant and losing the NFIP? Our home is not in the flood plain and does not have a mortgage on it, so this is a concern we have on behalf of all the residents of Weld County, not us personally. Another County concern we have is that Weld County is the 9th largest agriculture producing county in the Nation. That's something to be proud of, even brag about. But how long will we keep that status if we continue to rezone agriculture to commercial or non -agriculture development? What is the domino effect if that status is not maintained because it was chipped away little by little, thinking it didn't matter? Even small productive agriculture acreages matter so we urge foresight over hindsight. When will it show up on the grocery shelves that we have ignored agriculture production and how vital it is to everyone's everyday life? When will Weld County no longer be among the counties this 3 Nation depends upon for its food supply because when there are no farms there will be no food? Planned open space, we feel, is a priority County concern as we see the vast amount of housing developments moving into rural areas. We know we are far from the likes of the City of Chicago, but due to the lack of open space planning Chicago developed without any planned open space concern only to find, in recent years, there was just 7 square feet of open space per resident and it was the biggest lack of planning element responsible for perpetuating huge increases in crime. The realization for the need for humans to have open space was evident and the City of Chicago now partners with city agencies to expand the city's open space inventory by targeting city -open sites, tax delinquent properties and where necessary privately -owned land for public use. It is now their most viable way of reducing crime - provide open space. Let's not have Weld County regret the need for open space for its residents. Open spaces can be planned in rural areas as well to compliment and enrich the lives of those living in developments in rural areas. Finally, we don't feel the change from an agriculture zone to a commercial zone is compatible with the surrounding area of rural homes, farms, small acreages, the western view that all the residents in the area enjoy, and the overlay agriculture district in any way. It isolates the neighbor to the west and us by sandwiching our homes between industrial and/or commercial areas. Plus it is detrimental to every home in the area, even beyond Sooft as each could depreciate in value and could make them less -marketable as no one will want to buy homes adjacent to, or in close proximity to an RV storage. We realize the property may be destined to a different use someday, but when the time becomes inevitable it should be something compatible with the established area and be a move that "increases the value of the area." In a news release issued Monday, the Weld County Sheriff's Office is warning residents about this rise in criminal activity at storage lots in the southern part of the county near District 3, an area with around 22 storage businesses. Since the start of spring, multiple reports of items like catalytic converters, generators, tools, electronics, batteries, propane tanks and other household items have been stolen from storage lots, according to the release. Storage lots are being targeted because many people store items for weeks, months or even years at these businesses. Due to the long-term storage, it could take a lengthy amount of time for a person to figure out if they have been the victim of a theft. The WCSO provided tips for residents to consider following to prevent theft from their long-term storage units. For starters, when browsing storage options, evaluate a storage location online before becoming a customer. It is important to make sure security cameras are located at the business and that entrances have secured access to the storage area. Once a person has a storage unit, invest in high -quality locks that will prevent thieves from breaking into units to steal belongings. Regularly check on and visit the items in storage to make sure nothing has been stolen. As for trailers or RVs, secure all loose items such as propane tanks and batteries. With the weak economy and the uncertain outlook for the future, not only are thieves looking to steal your stuff to make a quick buck, entire RV units are disappearing or even being "borrowed" without the owners knowledge or consent! It's no stretch to say that many people are hurting right now. You only need to listen to the news to know that the homeless population is growing, people are struggling with rent, mortgages are going unpaid...all making your home on wheels a prime target. Just like your "permanent" home, thieves are always on the lookout for EASY opportunities. So think like them and don't give them quick, nor easy access. There are several ways to help ensure that your recreational unit is not stolen: • Run a chain through your wheels and suspension. This will make sure no one can easily just drive it off • Leave jacks in the down position. Again, making it harder to just pull up and drive away • Insert a coupler lock on your trailer so no one can quickly hook up to your RV • Install lockable wheel chocks. These, along with a chain through your wheels will make your unit super secure! Cameras, door alarms, entry sensors and motion detectors can all detour a criminal or desperate individual. Some of the newer security options are super easy to install and very inexpensive. Now for what's inside: Criminals are on the lookout for anything that can be sold quickly or used without detection. Leaving your RV parked in a remote or other "bad place" can be an open invitation. One of the best ways to ward off theft is to make your RV look occupied. Leave a battery powered light or radio on; use timer switches that allow you to program for multiple days and different times or, if it's convenient enough for you: open and close curtains, etc. Moving your RV from place to place can help a lot, too. Regardless of what type of recreational vehicle you own, be vigilant about who's around and what they think might be inside your RV. Never keep expensive personal or electronic items stored inside. The best way to prevent RV theft? Keep your RV stored in a reputable storage unit or on a secure RV storage lot that has locking access, lights and security measures in place. Weld County is a large county and I know everyone is short on staff and time, so I'd like to provide some maps and pictures to help you understand the area in case you do not have time to drive to the property. Surrounding Land Uses and North Greeley Rail Corridor Subarea — There is reference in the application to the North Greeley Rail Corridor as the property is located near the railroad tracks within the Rail Corridor Subarea. As you know, this corridor was created around 2010 and, per the information provided in documentation from that time, "is generally located up to a half -mile on either side of the Great Western Railway railroad track, from the eastern Windsor city limits, to near the intersections of "O" Street and 59th Avenue/County Road 31". A map indicates "rail centric employment" is proposed for this same area, generally located between the County Roads of 64 and 66. Looking at this corridor of several miles with Road 23.75 on the west and Road 31 on the east, approximately four new businesses have been added to the area in this 12 -year period since the corridor was created. Duran Excavating purchased the property once home to the business of Lowell Paul Dairy and created their office and storage area. Also added to this parcel was Poudre River Storage, a facility for storing RVs and boats which also offers storage units. Both are located just east of 71st Avenue. Just adjacent to County Road 23.75, a large RV Storage Facility, Rest Stop Storage, was added around 2016 and a transload facility came online adjacent to the railroad tracks and across from girt.' ONLINE MAPPING Rest Stop Storage around 2017. Vestas Blades expanded their already existing facility by adding a blade storage area in 2010. Three oil and gas facilities have been added in the Rail Subarea and there have been expansions to gravel mining operations. Oil and gas and gravel mining uses have existed in this area since the 1980s. These new facilities replace abandoned oil and gas facilities or are additions or modifications to existing permitted gravel mining operations. During this same 12 -year period, eight new homes have been built within the Bracewell area, with seven of them located in the Rail Corridor Subarea. All of these homes have been built since 2015, which seems to indicate growth is continuing to move more towards residential in this area. All but two homes are located less than a mile from the subject property. There has been no industry, such as the commercial business proposed, added in the area bounded by County Road 25 and County Road 29 on the west and east and County Road 66 and 64 on the north and south since 2010. The businesses that have been added are grouped together with already existing industry at the Great Western Industrial Park on the west side of the area or at the industry along the rail tracks in Farmer's Spur (O Street and Railroad Tracks) on the east side of the designated area (see map below). In fact, this is the highest grouping of residential homes within or adjacent to the Rail Subarea (see map below) It seems to make more sense to keep industrial development grouped together and to allow the current land uses and zoning of this area — agricultural and residential - to remain grouped as such. This residential area is not the place for an RV Storage Yard. It should also be noted that Rest Stop Storage was originally proposed for a lot adjacent to the railroad tracks just north of the intersection of County Road 64.5 and 27 in 2014 but was not approved by the Weld County Commissioners and was then relocated to its present location, adjacent to the industrial park. There is also reference to the City of Greeley's Comprehensive Plan and Land Use Guidance Map which delineates the property as being within an "employment, industrial and commercial area". The Rail Corridor Subarea plan is different from this plan and shows the property in question as "Estate Use" across from "Floodway, Floodplain and Commercial Gravel Mines" (see map). This delineation seems to make more sense as there is no employment taking place here. In fact, the applicant only plans to be open two to four hours a day and there is no mention of employees so far. The property is located near the railroad tracks, but I would question whether an RV storage yard has a need for rail use. The screened "junkyard" is not an appealing addition to the area. The applicant lives in Greeley. Where were these vehicles stored before being moved to the property? Why does our neighborhood have to look at these derelict vehicles? Will owners want to park their expensive RVs at a facility with little to no security or lighting across from a junkyard? There appears to be space available less than a mile away at Rest Stop Storage or 2.5 miles away at Poudre River Storage. Is another RV storage facility really needed in this 3.5 -mile stretch? Traffic and Frequent Accidents — The stretch of road from O Street and 83rd Avenue to County Road 23.75 has become increasingly busy and dangerous. City of Greeley traffic count with a counter located near the intersection of County Road 27 and 64.5 indicated daily traffic of 6,500 vehicles in May of 2019 with peak hours of 7 a.m. and 5 p.m. This has increased dramatically over the past few years. There has been additional industry added to the Great Western Industrial Park just west of County Road 23.75 and with two new businesses, Gotham Greens and the JBS/Lineage Logistics Cold Storage facility completing construction and coming online soon, there will be even more employee traffic, not to mention traffic that the new Future Legends Sports Complex on the east side of Windsor will generate. There are frequent accidents at the intersection of 83rd Avenue and O Street and even more frequent accidents on the curve north of the intersection. Sadly, there was another fatality on this curve just a couple of months ago. (Please refer to Weld County Sheriff Daily Call Report provided at end of letter.) While travelling 83rd Avenue, one evening I turned onto our field access road and after driving a short distance on our property, I looked back to see that a three - car pile-up had occurred behind me. The speed limit along County Road 64.5 is 55 mph. There is no turn lane, acceleration lane or deceleration lane for slow moving, large RVs. Will the applicant be required to add these lanes to accommodate traffic turning in and out of the facility as a condition of approval? This situation will surely cause more accidents along this already busy stretch of roadway. The North Greeley Rail Corridor Subarea plan even expressed concern over 83rd Avenue and accidents stating, "83rd Avenue/Two Rivers Parkway area is of concern because there has been a history of accidents along this corridor due to higher vehicular speeds...". Right to Farm - Simply stated, this is not the type of business the people of this community would like to see locate in the middle of this agricultural and residential area and there is concern such a business will decrease property values. Weld County's Right to Farm refers to "the features which attract urban dwellers to relocate to rural areas: open views, spaciousness, wildlife, lack of city noise and congestion, and the rural atmosphere and way of life. Without neighboring farms, those features which attract urban dwellers to rural Weld County would quickly be gone forever." This development detracts from all of those features. There are certainly other uses for this property. The best use would be for a nice residence with livestock facilities as has been built on the other property 1/2 mile away that was previously proposed for RV storage in 2014. The proposed RV Storage Yard is not compatible with surrounding land uses, does not enhance the rural character of the area, and will add to traffic congestion and vehicle accidents. Please don't destroy the rural landscape and rural character of this community for lines of RVs! Please do what is right for the agricultural and residential community of Bracewell and DO NOT approve this Change of Zone application and RV Storage Yard proposal. WCR 64.5 is used daily by commuting cars and also by large trucks. The proposed limitation the use to 4-8 pm and 4-6 pm in the winter shows the applicant is aware there is a valid concern. That limitation however doesn't address the concern because the flow of cars and large trucks is the highest between 4-7 pm as people commute home or truck drivers return to the overnight parking location. In the winter that stretch of 64.5 is also dark between 4-6 pm.
