RE: APPROVE APPLICATION FOR COLORADO ELECTION SECURITY ACT (CESA)
GRANT PROGRAM, AND AUTHORIZE CLERK AND RECORDER TO SUBMIT
ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Colorado Election
Security Act (CESA) Grant Program from the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Clerk and Recorder's Office,
to the Colorado Department of State, with further terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the Colorado Election Security Act (CESA) Grant
Program from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Clerk and Recorder's Office, to the Colorado
Department of State, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Rudy Santos, Chief Deputy Weld County
Clerk and Recorder, be, and hereby is, authorized to submit said application electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 6th day of March, A.D., 2023.

Brief description of the problem/issue:
Reimbursement of costs relating to implementing additional county elections security requirements under
SB22-153.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
This is the second round of grant funding since the initial amount allocated under SB22-153 was not spent.
Recommendation:
Please delegate Clerk and Recorder to submit grant application to offset some of the costs in implementing
election security requirements,

4. Generally describe the work that needs to be done in order to comply with the security requirements of SB 22-153:
• Existing Enterprise VMS system.
• DVR cost needs to be included for hardware and storage capabilities.
• Labor Cost are based on $80/HR.
• Includes 2.5 M/H per camera for labor.
• Camera cost includes all licensing and mounts.
5. What items do you need to complete the work needed that have not already been purchased?
Camera's and DVR components.
6. Please describe how your county will benefit from receipt of additional funding under this round of grant awards:
To install security cameras with a DVR will be a substantial cost to the county. The funds awarded from the
secondary grant application will help the county recoup some of the costs that are associated with the installation
of equipment for the security requirements under 5822-153.
7. If you receive funding under this grant as late as June 1st, could you still get the covered work done by June 30th?

• Walked the current layout with Rudy and we also confirmed by phone with Adam and
