RESOLUTION
WHEREAS, a public hearing was held on August 28, 1972 in the
chambers of the Board of County Commissioners, Weld County,
Colorado, for the purpose of hearing the petition of Premier Cor-
poration, Roggen, Colorado, requesting permission to locate a cattle
feed lot operation on the following described property, to-wit:
The Southeast quarter and the Northeast quarter (SEINEI)
of Section One (1), Township One (1) North, Range Sixty-
three (63) West of the 6th P. M. , Weld County, Colorado
containing 320 acres more or less, and
WHEREAS, the petitioner was present, being represented by
Philip Higbee, Denver, Colorado, and
WHEREAS, there was some opposition to the request of petitioner
for the location of said cattle feed lot operation, and
WHEREAS, the said requested cattle feed lot operation is located
in an agricultural zone as set forth by the Weld County Zoning
Resolution, and
WHEREAS, according to Section 3. 3(3)(c) of the Zoning Resolution
of Weld County, said cattle feed lot operation may be authorized upon
the approval of the Board of County Commissioners of Weld County,
and
WHEREAS, the Board of County Commissioners heard all the
testimoney and statements of those present; has studied the request
of the petitioner, and studied the recommendations of the Weld County
Planning Commission, and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, that the application of Premier Corporation, Roggen,
Colorado, for location of a cattle feed lot operation on the premises
indicated above be, and it hereby is granted under the conditions
following:
1. That any water and sanitation facilities to be installed shall
be approved by the State Health Department.
2. That petitioner shall proceed with due diligence to effect said
cattle feed lot operation and shall have up to one year from date hereof
to begin construction of same.
3. That said cattle feed lot operation shall be completed by
December, 1975, when same shall not contain more than 20, 000
head at any one time.
4. That petitioner shall construct sealed lagoon or lagoons as
proposed.
5. Subject to a greenbelt being established at least fifty feet
wide along State Highway Number 52 and County Road Number 73,
thus screening off such roadways with a suitable type of vegetation.

6. Subject to road entrance onto the property from State Highway
Number 52 being at least 150 feet from the corner of the intersection
of State Highway Number 52 and County Road Number 73.
7. All applicable subdivision regulations and zoning regulations
shall be followed and complied with in accordance with the Zoning
Resolutions of Weld County, Colorado.

The Weld County Planning Commission held a regular meeting Tuesday,
September 5 , 1972 at 3 : 15 P. M. in the 4-H Building , Island Grove
Park.

Mr. Anderson called the meeting to order, stating inasmuch as there
was not a quorum, the cases would be heard and decisions made at a
later date.

DISCUSSION : Mr. Freese presented the preliminary plat. It has been
approved by the Utility Board. A 2" water line is available and
the water district indicates this is adequate, and a 2" fire
hydrant is to be installed at the request of the Eaton Fire Pro-
tection District, even though fire hydrants are not required for
subdivisions under 10 lots . There are 6 lots in the proposed sub-
division. Mr. Ohi read the recommendations of the planning staff:
Utility Board has approved the plat, a variance for the 2" water
line and for overhead powerlines was requested. Gas will be by
propane tanks and all lots will be served from existing County road .
The area is proposed for agricultural use in the Greeley Compre-
hensive Plan which is presently zoned "E" Estates . The proposed
subdivision meets the lot area and lot width requirements for an
"E" zone. Existing structures in proposed lots 1 and 2 dp not
meet minimum setback requirements . Centerline of Bliss Lateral .
should be shown on plat. Bliss Laterial is requesting a 25' ease-
ment along east ROW and access easements at both ends of tract .
Mr. Houtchens stated Mr. Vornholt is secretary of the ditch company
and he is representing the ditch company. Mr. Houtchens stated
the ditch abuts the back end of the lots and questioned how to make
the ditch and residential units compatible. The ditch company is
requesting the easement in order to properly maintain the ditch. ,
Mr. Freese felt the request was excessive of what would be nec-
essary to maintain the ditch. Mr. Anderson stated he problem
should be worked out between th.e developer and the ditch, company.

Commissioners approved. Mr. Britzman stated all of the requirements
have been submitted . Mr. Ohi stated the plat follows the approved
official unit development plan . The City of Greeley has approved
the plat. If approved it should be subject to a corrected official
unit development plan , an agreement with Home Light & Power con-
cerning the relocation of existing power lines . completed subdivi -
sion improvements agreement. A letter has been received from the
County Engineer approving the drainage plan. Mr. Britzman stated
they are negiotiating with Home Light and Power and Mountain
Bell regarding the relocation of existing lines . No action taken.

location . There are several dairies in the area . It is an approved
agricultural operation and would conform to agricultural green-
belt planning . It has been recommended for approval by the Health
Department. The design was judged adequate by the County Extension
Agent. It is shown as agricultural use on Greeley' s Comprehensive
Plan . If approved it should be subject to a sealed lagoon as in-
dicated by the soils report , a maximum of 120 head plus replace-
ments . and construction to begin within one year of approval by
the Board of County Commissioners . Mr. Schmidt stated plans for
the corrals are being drawn by the Soil Conservation Service.

Comprehensive plan , it is recommended for approval by the Health
Department. The design is judged as good by the County Extention
agent and adequate water is available . If approved it should be
subject to a total of 750 head , if sand and gravel is encount-
ered in first 4 feet during construction a lagoon would be re-
quired and construction to be begin within one year of approval
by the County Commissioners . Mr. Koehler stated the new area is
designed for 720 head and they now have pens for 180, making a
total of 900 head . Mr. Paul stated he did ' nt think a lagoon would
be necessary. Mr. Watson suggested that Mr. Koehler apply for a
maximum of 1000 head . No action taken.

Six parcels shown on the plat will be in pasture for any
tenants , through the covenants, can pasture their horses . There
will be a riding ring around the pasture . The barn will operate
the same way. The road is suggested as a private road, and will
be maintained by Mr. Gilbaugh. Water will be furnished by North
Weld. Percolation tests have been taken. Mr. Ohi read the items
to be considered : it has been approved by the Town of Eaton ,
Mountain Bell and Home Light & Power. Health Department has
approved the septic systems . North Weld Water District intends
to serve the water. The Overall density would be 43 acres for
each unit. Covenants covering common use of pastures , trails ,
riding ring and barn are needed. Adequate means of maintaining a _
private road is needed. There should be dedicated a 1 ' strip along
County Road #41 to block access . ROW widths should be clarified .
The eaton Fire District recommends a 3rd fire hydrant. Matter

DISCUSSION : Mr. Hammond stated they were back to try
and resolve
some of the problems that were discussed at the previous meet-
ing. Mr. Hammond presented a letter from Mr. DeGood of the
Farmer' s Ditch Company. They have met with the developers and
have worked out a procedure to resolve any questions . Mt. Olhausen
read a letter regarding the comments presented by Mr. Ohi at the
previous meeting. Mr. Chotvacs stated in regards to the dedication
Mr. Capron of the Highway Department still feels that the Highway'
Department would request that the 150' be dedicated for highway
improvement, however they would be amenable to any proposal that
they ould make and be willing to take it into consideration. He
thought consideration should be to the highways . Mr. Chotvacs
stated that 34 is a major thoroughfare and access should be con-
trolled by some means . Mr. Stobbe stated there is no way they can
afford to dedicate the ROW because of economics . Mr. Hammond
stated they would agree to a designation on the plat and not
platted into lots and they are not trying to increase the value of
this designated area. There was discussion regarding substandard
lots with less than required lot frontage. These would require
excessive front yard set-back to meet the minimum required lot
frontage . Mr. Shupe stated they have a meeting scheduled with
the ditch company to work out the details of an agreement with
them. A letter from Wm. Southard , attorney for the ditch company,
was read. Cindy Telep read a note from John Ftovtchens , attorney
for Ray Amen , who objects to the development as it will result
in comments from the inhabitants of the development regarding his
cattle feeding operation to the south of the area . He is also
concerned about the sewage disposal from the area . Mr. Stobbe
stated they feel the design of their treatment plant will be ad-
equate and efficient so as to eliminate any seepage. Mr. and
Mrs . Carl Amen appeared in behalf of the development. Mr. Ohi
read a letter from Howard Schwalm opposing the proposed development.

the existing wells recommending that a change in use and yield
be applied for in the Water Court, nd that both wells be adjudi -
cated. The use should be changed from domestic to feedlot. Mr .
Lorenson stated the Soil Conservation Service recommended a
sealed lagoon. Mr. Meyer stated the lagoon has been in existence
since 1966 and had drainage from the feed lots , it had been approved
by the State Pollution Control and they have had no problems . Mr.
Lorenson recommended the legal description be reduced to 20 acres ,
approval of well water source by the State of Colorado , determine
the size of the lagoon as requested by the Health Department , a
maximum of 5000 cattle , construction to begin within one year of
approval by the County Commissioners and sealing the existing
lagoon .

Health Department . The Soils are suitable for proposed use. It
agrees with Greeley ' s Comprehensive Plan , however , Greeley proposes
to expand to the west approximately 1 mile south of this site and
air pollution could be the result for future residences to the
south of the Poudre River. If approved it should be subject to
locating the pens with respect to the total parcel , a sealed lagoon
as indicated by the soils report , a maximum of 10 ,000 cattle ,
construction to begin within one year of approval by the Board of
County Commissioners and correcting the Waste Inventory acreage .
Mr. Lorenson stated their plan does not relate to the total parcel .
Mr . McKay stated another firm is drawing new designs for the pen
area which will be submitted in a few days .

DISCUSSION : Mr. Lorenson announced the annual meeting to be held
Sept. 13 - 15. The institute will be different from past confer-
ences on planning . Its objective is to produce a mandate for
planning in the state written by planning officials . Planning goals
and recommendations will be transmitted to state and federal agencies
for action .
SUBJECT : Letter from Ag Council
DISCUSSION: A letter from Norman Carlson , President of the Agriculture
Council regarding possible air pollution created by the approved
location of Monfort' s to the dairies in the area . No action taken .
SUBJECT : Building inspections for Keenesburg
DISCUSSION : Mr. Lorenson read a recommendation from Jim Ohi regarding
a contract and implementation of providing building inspections for
the Town of Keenesburg , also other incorporated towns . Mr. Lorenson
recommended that the legal council draw up a model contract under
the guide lines set forth by Mr . Ohi for providing building inspect-
ions .
RESOLUTION :
Be it therefore resolved to recommend to the Board of County
Commissioners to adopt the proposed contract. Motion by Mr. Andersor
second by Mr. Nix. A vote of "Aye" by Anderson , Bowles , Clark ,
Nix , Rothe and Watson . Motion carried .

Mr. Bowles called the meeting to order.
SUBJECT : Revised Regional Work Program (A-95 review) TAPE 438
DISCUSSION : Ben Cruce reported the Regional Planning Commission
has been allowed an extra $20 ,000 through HUD. This will be
on the Regional Planning Commission agenda through an A-95
review. The additional money will be used for a study on
sewer planning and comprehensive planning , plus adding to
several projects already planned. It will help the planning
staffs in upgrading the comprehensive plans for the small towns .
Mr. Cruce stated he and Mr. Lorenson and Mr. Whitney have met
with the State Planning Office and revised the work program.
They added to open space , to drainage , sewer treatment planning .
An item in the budget will be for the County to aid the small
towns by providing building inspections . In kind services
will be through the county offices , such as salaries ,equipment ,
etc . Each town after July 1 , 1972 to make an application for
HUD money must have must have a Comprehensive Plan and pro-
bably will have to have a work program.
MOTION : By Mr. Clark to approve the additional funding and the work
program attached to it. Second by Mr. Anderson . A unanimous
vote of "Aye" Motion carried.
SUBJECT : Highway TOPICS Program tape439
APPEARANCE : Al Chotvacs and Mike Majia
DISCUSSION : Mr. Chotvacs explained the Highway "TOPICS" program,
the Traffic Operations Program to Increase Capacity and Safety.
The program consists of making traffic operation improvements
and miscellaneous kinds of work that are considered minor items
on regular urban highway construction projects . Mr. Chotvacs
explained the types of projects the county can apply for. A
map was presented showing the urban boundaries which can be ex-
panded . The only expense to the County would be the plan draw-
ing and the engineering . The State does the paper work , submits
the plan , lets the bid , controls the construction and turns the
road back to the County for maintenance. This program only
applies to small projects and cannot extend for a long distance .
Mr. Majia explained the County could take the the projects
that fall in the list of items that can be covered and make
it a TOPICS project and put priorities on them and the Highway
Commission will act upon them. Various problem areas were dis-
cussed . Mr. Lorenson appointed Mr. Watson to serve on a com-
mittee with the County Engineer and the Highway Department to
determine the problem areas to submit as a TOPICS project .

This letter is written on behalf of the Premier Corporation of Roggen,
Colorado, in connection with their application for a special-use permit
for Section 1, Township 1 North, Range 63 West. This letter deals with
Item if of your "Procedural Guide for Special Use Permit Application"
dated March 15, 1971.
The water supply requirement for the proposed use of this land has
been estimated by the owners to be 200 gallons per minute. Preliminary
investigations by this firm indicate that the best potential for obtaining
a supply in this amount of adequate quality is by means of wells tapping
the Laramie-Fox Hills formation4.beneath the property. Electric logs
indicate the total thickness of water-bearing formation&to be at least
100 feet under this property. Experience with such wells in the vicinity,
such as the town of Keenesburg, indicate that yields of approximately 50
gallons per minute per well can be expected.
The Premier Corporation has retained this firm to plan a test-drilling
and pumping program for them which will be under way in the near future.
The results of the testing program will be used to determine the number and
spacing of wells to best serve the needs of the owners.
The subject property lies wholly within the Lost Creek designated
ground water basin. A ground water management district has not been formed
within this basin; therefore the jurisdiction of the ground water and control
over new well permits is in the hands of the Colorado Ground Water Commission.
It is our understanding that the Colorado Ground Water Commission approves
permits for wells in the Laramie and Fox Hills formations because they are
not considered tributary to surface streams.

The purpose of this study is to estimate the regional impact of
a Premier • Corp. Cattle Feedlot located in the Prospect Valley area.
Initially the feedlot capacity will be 5, 000 head with expansion plans
to 20, 000 head by 1975.
An investment of this type will definitely have an impact upon
employment, income and output. The first theory developed to describe
these impacts on a localized economy were made by J. M. Keynes.
Keynes determined that if a certain amount of income was injected into
a given sector, the resulting consumer expenditures would be less
than the injection. The expenditures would become a second producer's
"new" income. The second producer would then spend a given portion
of his additional income, and this procedure would continue through
several rounds of spending creating a residual increase in aggregate
income and expenditures. By measurement of the difference between
two seccessive levels of income, the aggregate income multiplier
could be established. Multiplying this multiplier times the income
injection, Keynes determined the total addition of income to the aggre-
gate economy.
To illustrate, a cattle feedlot requires a certain amount of feed
to be purchased from a local elevator or directly from a local farmer.
This initial purchase would be the initial income injection described
in the previous paragraph. The elevator operator or farmer is the
second producer which would spend a given portion of his additional
income on items he wishes to purchase. The places where the second

producer spends his money would in turn spend part of their additional
income at a different place. This process would continue until the
total multiplier effect from the initial injection is realized.
The magnitude of the multiplier depends upon many factors.
In an area where no cattle feedlots exist, the impact of such an in-
vestment will be much greater than in an area where there are several
feedlots established. Another factor to consider is the proportion of
purchases and sales which would be directly injected into the localized
economy. It is generally assumed that the multiplier will range from
1 to 7, depending on the regional situation. Around the Hereford and
Amarillo,Texas areas, bankers and business men estimate that a new
feedlot in that area would have a multiplier effect of about 4 to 5.
As is the case with the Hereford and Amarillo, Texas areas,
Weld County has a well established cattle feeding industry. They are
also similar in their high production of feed grains and roughages.
Therefore, to give a relatively conservative view of the regional impact
of a feedlot located in the Prospect Valley area, a multiplier of 3 was
assumed to be appropriate.
Part of the construction costs of the feedlot will be the first
initial injection of income into the local economy. Although most of the
professional people and materials will be shipped in from other areas,
based on economics it will be necessary to purchase some of the mater-
ials and labor from the immediate area. For example, ready mix
cement will have to be purchased from a neighboring town. It will be
assumed that 25 percent of the total construction costs ($420, 000)

will be injected into the local economy. Applying a multiplier of
three to this initial injection, the net effect will be approximately
$315, 000. 00.
Premier s anticipates beginning with a 5, 000 head feedlot ca-
pacity for the first full year of operation. Toward the end of the first
year, additional pens will be added to increase the capacity to 10, 000
head and by the end of the second year the capacity will be increased
to 20, 000 head. In all three years it will be assumed that the maxi-
mum capacity will be maintained and they will be turned 2. 4 times
each year.
Annual Feeder Cattle Purchases
Approximately 80 percent of the feeder cattle entering the lot
will be brought in from outside the localized area. The remaining 20
percent will be purchased in the immediate area and was assumed to
be purchased at $36. 00 per cwt. The resulting cash flow and multi-
plier effect is given in Table 1.
Annual Feed Requirements
Due to the excessive costs in transporting grain and roughages
and the abundance of feed production in the area, all of the feed re-
quirements were assumed to be purchased in the localized areas.
As can be seen from Table 2, one-half of the grain requirements
will be supplied from dryland sources and the remaining grain needs
and roughages will be supplied from irrigated areas. The balance
of the feed requirements will be made up of supplements to be purchased
from local dealers.

Labor Requirements
Table 3 estimates the labor requirements for each of the expan-
sion years and their approximate salaries. While some employees of
the feedlot will earn only minimum wage, others will be paid consider-
ably more because of specialized skills. Therefore, salaries and wages
as a total cost to the feedlot were estimated at $7200 per employee per
year for all employees except the manager and assistant manager.
Equipment Requirements
The equipment requirements for each of the expansion years
are given in Table 4. The feedlot will need an additional mobile
feeder truck each year until 1975 and an additional pickup and car in
1975. One front end loader and maintainer purchased in 1973 should
suffice during the three year period.
Other Expense s
Other expenses which will be purchased directly from local
businesses include: repairs and maintenance, supplies, medicine,
gasoline and oil, and utilities. (See Table 5. ) The estimates for these
items were based on a per head basis and were intended to be relatively
conservative.
The fat cattle sold out of the feedlot will not be sold entirely
to local establishments. They will undoubtedly be sold to other packers
in the state and surrounding areas. For the purposes of this study it
was assumed that 25 percent of the fat cattle sold would be sold either
through local auction barns or to local packing plants. (See Table 6. )

Table 7 shows the summary of the estimated feedlot impact
while in operation from 1973-1975. In 1973, when the feedlot is at
5, 000 head capacity, the total impact realized to the localized commun-
ity should be approximately eight million dollars. By 1975 the total
impact should increase to over $32 million. if one were to apply five
percent inflation figure to the 1975 Total Annual Local Injection figure,
the total addition of income to the aggregate economy would increase
to over $35. 5 million.

Real Estate and Property Taxes
Based on present market value and 30 percent valuation, the
present real estate taxes on the tract of land the Premier feedlot is
to be located would be approximately $1570. Withthe proposed feed-
lot development, the taxes would increase to about $21, 749 during the
first full year of operation. This would be primarily due to the im-
provements to be placed on the land and the concentrated number of
cattle to be placed on feed. By 1975, the proposed expansion would
increase the real estate and property taxes to approximately"$61, 977
or 40 times the present tax payments.

Mr. Phil Higbee has requested this office to furnish you the soils
information and interpretation for the E 2/3 SE-14 and Sk NE'4 ,Iec. 1,
T1N, R63?'J, Weld County, Colorado. The intended use of the land is
for a feedlot.
The soil on which the feedlot is to be located is a deep, well drained,
moderately fine textured soil. The area is not subject to flooding
and any runoff would be absorbed by the soil before reaching any natural
drainageway. The soil is suitable for a lagoon or holding pond if
necessary. I would anticipate no pollution from a feedlot in this
