Facility: Thunder 3 Sec HZ A well production facility where initial construction permits 22WE0419, 22WE0420, and 22WE0421 are being established for the following equipment: condensate storage tanks, condensate loadout to tank trucks, and produced water storage tanks. SENW SEC 3 T5N R64W Weld County The proposed project or activity is as follows: Thunder 3 Sec HZ pad is a multiple well facility with related production equipment where emission limits for the facility will be considered synthetic minor status and which will require public comment for initial classification. Permit 22WE0419 will cover storage of condensate in tanks controlled by VRU or ECD. Additionally, permits 22WE0420 and 22WE0421 will cover the loadout of condensate to tank trucks and storage of produced water in tanks at the facility and subsequently will also be included with the following public comment notice. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and drafts for Construction Permits 22WE0419, 22WE0420, and 22WE0421 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit- public-notices The Division hereby solicits submission of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission. The Division will receive and consider written public comments for thirty calendar days after the date of this Notice.
