HomeMy WebLinkAbout20232003.tiffMINUTES WELD COUNTY COUNCIL April 17, 2023 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, April 17, 2023, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: El The meeting was called to order by Vice -President Cindy Beemer. Councilmembers Nancy Teksten, Elijah Hatch and Trent Leisy were present, constituting a quorum of members. President James Welch had an excused absence. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Teksten made a motion to approve the agenda, seconded by Councilmember Hatch and carried. APPROVAL OF DOCUMENTATION: Approval of March Minutes Councilmember Teksten made a motion to approve the March minutes, seconded by Councilmember Hatch and the motion carried. Resolution 228 — Appointment of Trent Leisy to District 1 Councilmember Hatch made a motion to approve Resolution 228, it seconded by Councilmember Teksten and the motion carried. REVIEW PROGRAM: Jason Chessher, Executive Director of the Weld County Department of Public Health & Environment Mr. Chessher recently moved to Greeley from Garland, Texas, where he worked in the department of public health for 23 years. The Weld County Health Dept. opened in 1938. It was the second organized health department in Colorado What is public health and its purpose: • to prevent epidemics and the spread of disease • to promote healthy behaviors • to assess the quality and accessibility of health services • to monitor the health of the population • to respond to disasters • to protect against environmental, food, and water hazards In 2022, the health department issued 8,043 birth certificates and 12,583 death certificates. Its 2023 budget is $14,206,012, broken down as: o $6,077,674 Federal & State Grants o $5,680,275 County General Fund o $841,300 Charges for Services ComikUn;CO,1-;OAS (I1 12.3 2023-2003 o $801,038 Solid Waste Transfers o $783,750 Licenses & Permits o $21,975 Miscellaneous Revenue The health department provides community -based health education - Conducts community surveys such as the Community Health Assessment (CHA), and other statistical analyses - Coordinates Media & Public Relations for the WCDPHE and Coordinates Public Health Accreditation and annual report. Councilmember Teksten asked about staffing. Mr. Chessher said he currently has 115 full time staff members and a handful of part time employees. He said the department is currently well staffed. He said the department is well funded and has robust partnerships. For more information see the presentation in Addendum 1. PUBLIC COMMENT: There was no public comment. OLD BUSINESS: There was no old business. NEW BUSINESS: Coordinator Reports/Councilman Reports Councilmember Teksten represented Council during an event on the Union Pacific Railroad. She said it was an informative event. Revision of Assigned Review Programs Councilmember Leisy was assigned to the July review program in place of former Councilmember Rupert Parchment. Bills Councilmember Hatch made a motion to approve bills, it was seconded by Councilmember Leisy and carried.
