RE: RAISE Support for the Windsor SH 392 Safety and Mobility Corridor Project
Dear Secretary Buttigieg,
The Weld County Board of County Commissioners are pleased to write in support of the Town of Windsor's request
for RAISE grant funding through the U.S. Department of Transportation to construct and implement the Windsor SH
392 Safety and Mobility Corridor Project. We commend the Town of Windsor for advancing this important safety
project on the state highway system and recognizing the positive impact it will have on the Historically Disadvantaged
Communities, the region, and the Opportunity Zones by providing these communities with connectivity and safe
access to jobs, food, shopping, parks and recreation, education, health care, transit and overall access to regional
opportunities through providing safe roads, economic opportunities, addressing environmental sustainability, and
through partnership, collaboration.
CO 392 is a major east -west corridor in the area and is classified as a "Regionally Significant Corridor" in the North
Front Range Metropolitan Planning Organization (NFRMPO) Regional Plan that connects the areas of the City of
Greeley and Weld County to Larimer County and the cities of Loveland and Fort Collins urbanized area. The journey
to work traffic in this area is high and the roadway sees high congestion levels and safety concerns on a daily basis.
The bridge over the Cache La Poudre River lacks shoulders and sidewalks and prevents bicycle and pedestrian traffic
from using the corridor whereby creating a major disconnect for non -motorized travelers between the west and east
sides of Windsor. The bridge is also nearly 50 years old, is too low to the water level of the Poudre River and can
cause overtopping and flooding. Replacement of this bridge will allow for more resilient infrastructure to help reduce
the risk of flooding to such an important arterial corridor.
The project intends to reconstruct the functionally obsolete bridge, provide connections la the Poudre River Trail and
other recreational opportunities, a wildlife corridor under the bridge, provide bicycle facilities along the corridor,
improve roadway safety of the corridor, and improve transit connections for Historically Disadvantaged Communities.
We urge your support and funding of Winsdor's 2023 RAISE grant towards this important project. It is our hope you
will also see the intrinsic benefits this safety and multi -modal project will bring to the region.
