Statement of Purpose
This Annexation Impact Report, which has been prepared pursuant to Section 31-12-108.05 of the Colorado
Revised Statutes, is based on the Annexation Petition and Zoning submitted by the Applicants. It is being
reviewed and evaluated by the Town Staff and is scheduled for review by the Town of Severance Planning
Commission on October 18, 2023, at 6:00 PM and the Town Council on November 14, 2023, at 6:00 PM.

Project Description
The property proposed for annexation consists of 6.42 acres situated north of East Harmony Road and west
of Railroad Avenue. The annexation meets the 116th or 16.67% contiguity requirements set by State
Statutes.
Requested zoning for the property described herein is Town Core. The land is currently zoned agricultural
in Weld County. The annexation and zoning map is attached along with the Vicinity Map.
The attached report, maps and tax district information address the impact report requirements as listed in
C.R.S. 31-12-108.5 (1)(a) through (f).

PETITION FOR ANNEXATION TO THE TOWN OF SEVERANCE, COLORADO
The undersigned, in accordance with Title 31, Article 12, Chapters 101 et. Seq., Colorado Revised Statutes,
hereby petition the Mayor and Trustees of the Town of Severance, Colorado, for annexation to the Town of
Severance the unincorporated territory described herein and described and shown on the map designated as
"Severance Storage Annexation". Copies of said map are submitted herewith and by this reference are
incorporated herein. The description of the territory hereby petitioned for annexation into the Town is set forth
in Exhibit "A" attached hereto and incorporated herein by reference.
In support of this petition, the petitioner(s) allege(s) that:
1) It is desirable and necessary that the above described territory be annexed to the Town of Severance,
Colorado.
2) The requirements of Section 31-12-104 and 31-12-105 of the Colorado Revised Statutes exist or have
been met in that:
a. A community of interest exists between the territory proposed to be annexed and the Town of
Severance;
b. The territory proposed to be annexed is integrated or is capable of being integrated with the
Town of Severance, Colorado.
3) The signatures of the Petition comprise one hundred percent (100%) of the landowners of the territory to
be included in the area proposed to be annexed and said landowners attesting to the facts and agree that
the conditions herein contained will negate the necessity of any annexation election.
4) No land held in identical ownership, whether consisting of one tract or parcel of real estate or two or
more contiguous tracts or parcels or real estate:
a. Is divided into separate parts or parcel without the written consent of the landowner or
landowners thereof, except and unless such tracts or parcels are separated by a dedicated
street, road or other public way;
b. Comprising twenty (20) acres or more and which, together with the buildings and
improvements situated thereon has an assessed value in excess of Two Hundred Thousand
Dollars ($200,000.00) for ad valorem tax purposes for the year preceding the annexation, is
included within the territory proposed to be annexed without the written consent of the
landowner or landowners.
5) No part of the area proposed to be annexed is more than three miles from a point on the municipal
boundary, as such was established more than one year before this annexation will become effective.
6) The territory proposed to be annexed does not include any area included in another annexation proceeding
involving a town other than the Town of Severance.
7) The territory to be annexed is not presently a part of any incorporated municipality, town and county, or
city.
8) Petitioner represents that no part of the property to be annexed is included within any site -specific
development plan approved by Weld County, Colorado.
9) The territory proposed to be annexed does not include any area that is the same or substantially the same
area in which an election for an annexation to the Town of Severance was held within the twelve months
preceding the filing of this petition.
10) The area to be annexed is located within Weld County and the following districts:
• Aims Junior College
• Clearview Library
• North Weld County Water (NWC)
• Northern Colorado Water (NCW)
• School District RE4-Windsor
• Severance Town
• Weld County
• West Greeley Conservation
• Windsor -Severance Fire
• Windsor -Severance Fire (Bond 2023)
11) The mailing address of each signer, the legal description of the land owned by each signer and the date of
each signature are all shown on this Petition.
12) Accompanying this Petition are the original and all required copies of the annexation map containing the
information required under the Annexation Map Checklist within the Town of Severance Annexation
Petition submittal requirements.
13) A Site Plan and supporting documents as required under the Site Plan Plan Checklist within the Town of
Severance Annexation Petition submittal requirements.
THEREFORE, the undersigned respectfully petition the Board of Trustees of the Town of Severance to
annex the territory described and referenced in Exhibit "A" to the Town of Severance in accordance with
and pursuant to the statutes of the State of Colorado.

RESOLUTION NO. 2023-37R
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF SEVERANCE,
COLORADO, FINDING SUBSTANTIAL COMPLIANCE OF AN ANNEXATION
PETITION FOR CERTAIN PROPERTY LOCATED IN WELD COUNTY, COLORADO
AND SETTING A PUBLIC HEARING ON THE PETITION IN ACCORDANCE WITH
THE MUNICIPAL ANNEXATION ACT OF 1965
WHEREAS, a written petition requesting the annexation of certain real property described
below, to be known as the Severance Storage Annexation (the "Petition"), has been filed with the
Town Clerk; and
WHEREAS, the Petition has been referred to the Town Council for the Town of Severance,
for a determination of substantial compliance with the requirements of C.R.S. § 31-12-107(1); and
WHEREAS, the Town Council has been advised by the staff, and has taken official notice of
all maps, records, and other information and materials on file with the Town of Severance, Colorado,
regarding the Petition.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF SEVERANCE COLORADO:
Section 1. The Petition for Annexation of the real property described and shown in
Exhibit A, attached hereto and incorporated herein by this reference, to be known as the Severance
Storage Annexation, is determined to be in substantial compliance with C.R.S. § 31-12-107(1).
Section 2. The Town Council of the Town of Severance, Colorado shall hold a public
hearing on the proposed annexation on November 14, 2023 at 7:00 P.M., or as soon as thereafter
possible, at Severance Town Hall, 3 S. Timber Ridge Parkway, Severance, Colorado 80550, to
determine if the proposed annexation complies with Section 30 of Article H of the Colorado
Constitution and C.R.S. §§ 31-12-104 and -105, or such parts thereof, as may be required to establish
eligibility for annexation.
Section 3. The Town Clerk shall publish a Notice of Public Hearing, in substantially the
form attached as Exhibit B, once a week for four successive weeks in a newspaper of general
circulation in the area proposed to be annexed, with the first publication of such notice to be at least
thirty days prior to the date of the hearing. The Town Clerk shall further pr ide notice to the Clerk
of the Board of County Commissioners of Weld County, the Weld Cou Attorney, and to any
special district or school district having territory within the area propos ; d to be annexed, in the
manner and within the time provided in C.R.S. § 31--12-108(2).

Notice is hereby given that the Planning Commission of the Town of Severance will hold a
review, as a regular agenda item at a public meeting, commencing at 6:00 p.m., or as soon as
thereafter as the matter may be called, on October 18th, 2023, at the Town of Severance Town Hall,
Council Chambers, 3 S. Timber Ridge Parkway, Severance, Colorado 80550. The purpose of the
review is to make a recommendation to the Town Council regarding a request by Severance Land,
LLC to determine whether certain real property for which a petition for annexation to the Town of
Severance has been filed with the Town, to be known as the Severance Storage Annexation, meets
the applicable requirements of Section 30 Article II of the Colorado Constitution and Sections 31-
12-104 and 31-12-105 of the statutes of the State of Colorado and is eligible for annexation to the
Town.
The Planning Commission's review shall be conducted in -person and by electronic means
(see the link below to participate in the meeting on your computer). All submitted materials and
instructions for participation will be posted at https://www.townofseverance.org, and available upon
appointment at Severance Town Hall, 3 S. Timber Ridge Parkway, Severance, Colorado 80550 970--

Development Impact Assessment Statements
Project Location
Severance Storage, LLC (Severance Storage) is petitioning the Town of Severance to annex approximately 6.42
acres currently located in Weld County. The property borders include:
• North: Unincorporated Weld County
• East: Severance Storage
• South: Severance Storage
• West: Single Family Residences

The area to be developed would be zoned Town Core as designated in the 2020 Comprehensive Plan Future
Land Use Map.
Proposed Land Use
The Severance Storage Annexation is an outdoor and indoor storage facility. The site will maintain natural
vegetative state along the existing ditch within the site and the floodway. The applicant has submitted a phased
site plan submittal with this annexation request.
Annexation Agreement
Per Colorado Revised Statutes 2013 134 Title 134, an agreement will be drafted between the property owner and
municipality outlining the responsibilities of each party.
Municipal Services
The area to be annexed will receive the following municipal services from the stated responsible agencies:
• Water: Town of Severance
• Sewer: Town of Severance
• Police: Severance Police Department
• Fire and Emergency Services: The Town of Severance and the Windsor Severance Fire Rescue (WSFR)
• Schools: Not applicable to project
• Library District: Not applicable to project
• Power/Gas: Xcel
• Phone/Internet Service: Centurylink
Financing Method
The project will be privately funded by the project owner/developer.
School District Impact
Not applicable to project
Severance Police Department Impact
The police impact will be minimal, the vehicular entrance is gated and locked and portions of the site that are
adjacent to the trail have security fencing in place.
North Weld County Water District (NWCWD) Impacts
NWCWD impacts will be minimal as the project is proposing surface parking storage and building storage.
Traffic Impacts
Please refer to the Traffic Report submitted with the site plan.
Environmental Impacts
The proposed annexation and site plan submittal maintain the natural vegetative state along the floodway of the
existing ditch that is located along the western portion of the annexed property. The portion of the site to be
developed will impact the site environmental with new buildings and roadways.
Residential Impacts
The proposed annexation itself does not directly impact residents. However, the site development that will occur
will affect the four (4) residents to the west. Similar to all new developments being built, construction would
potentially be the largest impact on current residents. Construction noise, dust, and trash is a common resident
impact. The viewsheds from these residents will also be impacted to some degree. This will be mitigated by
maintaining all existing vegetation along the ditch and within the floodway.
Economic Impact
At this time the Town of Severance will receive a property tax increase due to this annexation. The future
development of the project (i.e., Site Plan) may lead to additional use tax revenue based on the construction of
the full storage facilty intended. The proposed site plan and building permit fees will increase the Town's
revenue and hundreds of thousands of dollars are and will be invested into creating construction, design and
planning jobs.

PROJECT INTENT:
The intent of the Severance Storage development is to provide storage facilities both with surface parking as well as with additional
secure building storage.
The site location is ideal for the expanding Severance community. It is easily accessed by vehicle off of CR 74 or Harmony Road.
The site currently is already providing storage facilities in both surface parking as well as with buildings storage. Due to a growing
community the site needs to expand to meet the demand of the surrounding community.
ANNEXATION AND ZONING:
The site has a requested a parcel to the north of the existing property along Harmony Road to be annexed into the Town of
Severance and for the existing parcel with the storage facility to be rezoned from Sub Perimeter Urban and Town Core zones to all
Town Core Zone.
STREETS AND ROADWAYS:
The main access into the site is off of CR 74 or Harmony Road, The access point shall remain in its current location.
PARKING:
The property's existing parking along the south portion adjacent to Harmony Road is sufficient for the proposed site plan.
STORMWATER:
Stormwater from newly developed areas will be directed into onsite detention and water quality ponds before being released.
Existing conditions on the balance of the property are not being affected nor modified.
