WELD COUNTY COUNCIL
January 16, 2023
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, January 16, 2023, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President Nancy Teksten. Councilmembers Cindy Beemer,
James Welch, Rupert Parchment and Elijah Hatch were present, constituting a quorum of
members. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Beemer made a motion to approve the agenda, seconded by
Councilmember Welch and carried.
APPROVAL OF DOCUMENTATION:
Approval of December 19 Minutes
Councilmember Welch made a motion to approve the December minutes, seconded by
Councilmember Beemer, and the motion carried.
4th quarter Report to the People
Councilmember Beemer made a motion to approve the 4th quarter Report to the People,
seconded by Councilmember Parchment, and the motion carried.
REVIEW PROGRAM:
There was no review program.
PUBLIC COMMENT:
There was no public comment.
OLD BUSINESS:
There was no old business.
NEW BUSINESS:
Coordinator Reports/Councilman Reports
There were none.
Bills
Councilmember Beemer made a motion to approve bills, it was seconded by Councilmember
Welch and carried. The bills were paid as follows:
o Weld County Phone Bill for December $25.00
Set Meeting Dates
Councilmember Hatch made a motion to set the 2023 meeting dates as shown in Addendum
1, it was seconded by Councilmember Welch and carried.

Set Review Programs
Councilmember Beemer made a motion to set the review programs as indicated in Addendum
1, it was seconded by Councilmember Hatch and carried.
Appoint 2023 President and Vice -President
Councilmember Welch made a motion to appoint Councilmember Parchment president and it
was seconded by Councilmember Beemer. Councilmember Parchment stated he appreciated
the nomination but declined. Councilmember Welch withdrew his motion.
Councilmember Parchment made a motion to appoint Councilmember Welch as president, it
was seconded by Councilmember Beemer and carried.
Councilmember Welch made a motion to appoint Councilmember Beemer as vice-president, it
was seconded by Councilmember Parchment and carried.
Recognition of Martin Luther King Jr. Day
Councilmember Parchment made a motion to honor MLK Day as a holiday and to no longer hold
council meetings on that day, it was seconded by Councilmember Hatch and carried.
Setting January meeting dates
Councilmember Hatch made a motion that January meeting dates be set the previous
December, it was seconded by Councilmember Welch and carried.
As an item of discussion, Councilmember Beemer said she'd like Council to discuss a better
process for setting salaries for elected officials. Council agreed to discuss it further.
As an item of discussion, Councilmember Beemer thanked Councilmember Teksten for serving
as the 2022 president and for her patience and guidance.
ADJOURNMENT:
By acclamation, the meeting was adjourned at 7:07 p.m.
