Home My WebLink About20233493.tiff RESOLUTION RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING EXTENSION OF TEMPORARY CLOSURE OF COUNTY ROADS 74 AND 33 INTERSECTION FOR APPROXIMATELY AN ADDITIONAL THREE (3) MONTHS, DUE TO ON-GOING ROADWAY CONSTRUCTION WHEREAS,the Board of County Commissioners of Weld County,Colorado,pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County,Colorado,and WHEREAS,pursuant to C.R.S.§42-4-106(6)(a): "...local authorities,with their respective jurisdiction may,for the purpose of road construction and maintenance,temporarily close to through traffic or to all vehicular traffic any highway or portion thereof for a period not to exceed a specified number of work days for project completion and shall,in conjunction with any such road closure establish appropriate detours or provide for an alternative routing of the traffic affected...",and WHEREAS,on the 3rd day of April,2023,pursuant to said statute and upon the basis of traffic and personnel investigations,the Board determined that conditions existed which made it necessary to temporarily close the intersection of County Roads 74 and 33,to through traffic and to regulate,warn and guide vehicular traffic by posting signs thereon,with said closure being effective April 17,2023,for approximately four(4)months,through August 14,2023,for a roundabout construction project,and WHEREAS,on the 7th day of August,2023,pursuant to said statute and upon the basis of traffic and personnel investigations,the Board determined that conditions continued to exist which made it necessary to extend said temporary closure of the intersection of County Roads 74 and 33,with said extended closure being effective August 14, 2023,for approximately an additional four(4)months,through December 1, 2023, as a result of Lawson Construction Company falling significantly behind schedule due to unanticipated delays, and further,that standard official traffic control devices should be erected at said closure giving notice of the restrictions,and WHEREAS,on the 4th day of December,2023,pursuant to said statute and upon the basis of traffic and personnel investigations,the Board has determined that conditions continue to exist which make it necessary to extend said temporary closure of the intersection of County Roads 74 and 33,with said extended closure being effective December 1,2023,for approximately an additional three(3)months,through February 21,2024,as a result of on-going roadway construction by the new contractor,W.W.Clyde and Company,and further,that standard official traffic control devices shall be erected at said closure giving notice of the restrictions. cc:SO(R5),D sp+c,,CS P 2023-3493 12/07/23 EG0024 EXTEND TEMPORARY CLOSURE-INTERSECTION OF COUNTY ROADS 74 AND 33 PAGE 2 NOW,THEREFORE,BE IT RESOLVED that the Board of County Commissioners of Weld County,Colorado,deems it necessary to regulate,warn and guide vehicular traffic on county roads and any intersections thereof,and it hereby authorizes and orders the posting of such traffic control devices as shall be reasonably necessary to regulate,warn and/or guide traffic thereon for the safety of the general public and that said traffic control devices shall conform to the Federal Manual on Uniform Traffic Control Devices. BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County, Colorado,does declare and establish that the closure of the intersection of County Roads 74 and 33,be,and hereby is,extended,with said extended closure being effective December 1, 2023,for approximately an additional three(3)months through February 21,2024,as a result of on-going roadway construction,and further,that standard official traffic control devices shall be erected at said closure giving notice of the restrictions. What options exist for the Board? 1. Allow the requested intersection closure extension so ongoing construction can continue. 2. Request a work session to discuss. Consequences: If not approved traffic can't travel on the roadway since the project has not been completed.WW Clyde has a current contract completion date which goes to February 21,2023. Impacts: Traveling public will not be able to travel through the intersection until the project is complete. Costs(Current Fiscal Year/Ongoing or Subsequent Fiscal Years): WW Clyde has been awarded the contract to complete the roundabout by February 21,2023.The cost of closing the intersection at WCR 33 and WCR 74 and keeping the roadway close is already within the contract bid price of$5,978,200.20. Recommendation: Staff recommends approval of the intersection closure extension as planned to February 21,2023.
