RE: APPROVE APPLICATION FOR 2024-2025 HAZARDOUS MATERIALS EMERGENCY
PREPAREDNESS (HMEP) GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2024-2025
Hazardous Materials Emergency Preparedness (HMEP) Grant from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Office of Emergency Management, to the Colorado Department of Public Safety, Division of
Homeland Security and Emergency Management, with further terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the 2024-2025 Hazardous Materials Emergency
Preparedness (HMEP) Grant from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Office of Emergency
Management, to the Colorado Department of Public Safety, Division of Homeland Security and
Emergency Management, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.

Brief description of the problem/issue: Commissioners, attached is the grant application for the Hazardous
Materials Emergency Planning Grant. The funding support the positions in OEM for chemical safety planning,
training and exercise. The application covers two years, 2024 and 2025. The total federal funding requested is
$461,738.18 with a required county match of $115,434.55.

application, understating the some of the costs are estimated. We will also make sure we have the matching
dollars budgeted and we go through the budget process. The application will be submitted to DHSEM upon
your approval at a BOCC meeting. This application dose not grantee us full funding.

OVERVIEW: Describe your agency or organization; provide an overview and community served.
The Weld County LEPC is managed by the County's Office of Emergency Management. Our Office is staffed
with five employees, and funding from this grant supports two of the EM Coordinator positions. Continued
funding is important to coordinate with facilities that store, transport, and process chemicals within our county.
In addition to coordinating with facilities, we coordinate closely with first responders to support their planning,
training, and exercise of our county's known and unknown hazmat risks.
Weld County is the third largest County in Colorado (geographically), spanning 4016 sq. miles with an
estimated population of 345,152. To further expand on the vast size of Weld County, there are 32
municipalities, 26 fire Departments/Districts, and 19 law enforcement agencies within Weld County. Weld
County has two Interstate HWYs, 1-25 and 1-76. Two major railroad operators are running lines throughout
Weld County, Burlington Northern, and Union Pacific, with other smaller rail line operators. Weld County has
multiple Oil and Gas Operators, Midstream Operators, and Chemical Facilities. In 2021, Weld County had
5,107 Tier II reporting facilities; 163 facilities stored Extremely Hazardous Materials (EHS), and 35 RMP
facilities were listed within Weld County. With the ongoing Oil and Gas development within Weld County,
additional Oil and Gas production facilities are increasing, which also increases transportation offloading
(truck and rail) and pipelines within the county. In 2022, Weld County issued just under 40 drilling permits. In
the Weld County 2021 Hazard Mitigation Plan, hazmat transportation accidents are identified as high -risk.
Weld County OEM/LEPC continues to use HMEP grant funds to conduct gap analysis on first responders'
capabilities to respond to hazmat incidents within Weld County. As a result, Weld County has ensured that all
but two of the 26 fire districts have received, at a minimum, hazmat awareness level training. In addition, we
have conducted hazmat awareness training for Weld County Sheriffs Office POST academy and Weld County
Public Works. We aim to continue providing remedial training to close the hazmat response gap within Weld
County

Clearly identify how you determined the costs, what will be purchased, and include the salaries, outline of work
plan with personnel, time schedules, deliverables, contractor rates, etc.
Use the examples from the Match Section to outline costs for each category. (Attach additional pages as needed)
Salary and Fringe Benefits; Weld County will employ two Emergency Management Coordinators to work for
the Emergency Management Office and conduct the listed tasks. The employees will be full-time employed,
and Weld County will provide a 20% cash match for the salary and benefits. Therefore, the costs for the
employees are based on Weld County's salary and benefits costs for two Emergency Management
Coordinators, and includes an anticipated 2% cost of living increase from 2024 to 2025.
Travel costs: This funding will be used for travel costs for LEPC and NASTTPO conferences. Weld County
will support cash match funding for a total of 23% match. The estimated cost includes airfare to the NASTTPO
conferences and other costs for ground transportation.
The total budget requested for 2024 and 2025 grant years is $518,651. Of the total budget, $370,450 is for EM
Coordinator salaries, $138,701 for Fringe Benefits, $3,000 for supplies and $6,500 for travel costs. This breaks

Weld County strives to maintain this current capability, however, without the federal funding to support these
programs Weld County may need to make changes to staffing to continue to meet the demands of the required
chemical safety planning. If grant funding is reduced or eliminated the positions funded with the grant will be
reviewed by our BOCC during the budget process, the positions may be reassigned or eliminated due to the
elimination of funding.
