The proposed layout will allow easy access off County Road 36 for utilities and water taps along with access to the Proposed new Lots. 3. The property is currently being used for grazing cattle and haying. The Large Lot D that will remain will continue to be used for grazing and haying. The proposed new lots will be used for residential lots. 4. There is no existing water source on Lot D but there are water taps available through Central Weld Water for the new Lots. The proposed water source will be water taps through Central Weld Water. 5.There is no existing sewage disposal system on Lot D. The new Lots residences will need to have septic systems installed. Please refer to the on -site wastewater treatment system report dated February 8, 2022, from Mark Taylor, Alles, Taylor and Duke. This report is in our submittal file in the Planning Dept. 6. There are no Improvements on Lot D at this time, and none are planned. The new Lots proposed improvements will be single family residences. 7. Property Description: The total area of the RLD is 13.00 AC +1- gross, 12.00 AC +1- net. The property (Parcel #121108I 00015) is located in the Northeast quarter of Section 8, TownshipNorth, 3 Range 66 � West of the P.M., County of Weld, State of Colorado. Weld County Road 36 borders the property to the North. Weld County Road 29 is adjacent to the East side of the property. Existing and Proposed Improvements to Property: 1, Any existing and proposed improvements to the property. The existing ground cover native prairie grass that is sub -irrigated by high groundwater. The existing site improvements consist of fencing on the Right -Of -Way (ROW). There is an existing Natural gas metering facility located approximately 100' south of the ROW for Weld County Road 36 and 30' west of the WCR 29 ROW. Numerous Gas and oil easements effect the RLD. The proposed RLD will consist of 4 Residential Lots and an access road with a Cul-de-sac, please see the proposed lot configuration as provided by Intermill Land Surveying, INC. Exemption from Detention being Requested for Consideration: 2. The exception being requested for consideration. Drainage Policy, Exception to Stormwater Detention: Weld County's Storm Drainage Criteria is provided in Article XI of Chapter 8 of the Weld County Code (Sec 8-11-40. — Drainage Policy). It adopts the most recent edition of the Urban Drainage and Flood Control District's Urban Storm Drainage Criteria Manual (Volumes 1-3), with amendments. Sec. 8-11-40.. — Drainage Policy. I. Exceptions to stormwater detention shall not jeopardize the public health, safety, and welfare of public and private property. No stormwater detention will be required for sites that meet any of the following conditions. 7. Residential developments where all the following conditions exist. This exception shall be supported by calculations signed and stamped by a Colorado Licensed Professional Engineer: a) Nine ('9) lots or fewer. b) The average lot size is equal to, or greater than, three `3) acres per lot. c,) Downstream roadway criteria are not exceeded. d, The total post -development imperviousn:essifort the rural residential development does not exceed ten percent 00%,), assuming that all internal roads and driveways are paved, or will eventually be paved. 2 Items a — d are as follows: a) The total number of lots proposed is 4, b) The average lot size is 3.0 AC. c) The downstream stormwater conveyance system is as follows: 1) All stormwater from the site drains to the northeast corner of the proposed RLD. 2) Runoff builds up until it drains through an 18" CMP culvert under WCR 29 to the eastern side of said ROW. The depth of ponding is 1 foot or less. 3) The runoff then flows into a 36" CMP culvert that runs under WCR 36 and into a major drainage way along the eastern side of WCR 29. The first A mile of the said drainageway is well maintained. The remaining 1 mile is not well maintained and is overgrown. This drainage way discharges into the HWY 85 ROW about /2 south of Gilcrest, near Weld County Road 40. d) The following RLD imperviousness values were calculated with the following assumptions: A) The internal roadway is paved, a paved driveway of 105 feet in length and 15 feet wide is assumed for each lot.The total paved area for the RLD is 22,300 ft2. B) . total of 20,000 ft2 of concrete/roofs has been assumed for the RLD which results in 5,000 ft2 of roof and concrete for each lot. C) The remaining areas of the RLD will be undeveloped or grass and landscaping. The imperviousness calculations are shown below. Requirements of the Municipal Separate Storm Sewer System (MS4) areas do not apply to the site as the site is not located in an MS4 area (Please see attached map). The site is approximately 2.5 miles South/Southwest of the town of Gilcrest, CO As the site is not located within a half mile radius of an Urbanized area, the site is classified as a Non -Urbanized area per Weld County Code. A request for the exemption from stormwater detention is being requested under Sec. 8-11-4o,I.7. Drainage Flow Patterns: 3. Where the water originates if ittflows onto the property from an off -site source. All storm water flows on to the site, flow in a southeasterly direction as sheet flow as observed and from the Topographic information obtained from the Weld County Information Portal, as attached. 4. Where the water flows as it leaves the property. All storm water flows, flow in a southeasterly direction as observed and from the Topographic information obtained from the Weld County Information Portal, as attached. The stormwater flows accumulate on the Northeast corner of the RLD. 5. The direction o f flow across the property. All storm water flows, flow in a southeasterly direction as observed and from the Topographic information obtained from the Weld County Information Portal, as attached. 6. Previous drainage problems with the property, ([any. The existing stormwater drainage ponds at the Northeast corner of the site until it reaches a depth that allows the runoff to flow through an 18" culvert and under WCR 29. 7. The location of any irrigationncfacilities adjacent to or near the property. The Leeve Platte Valley Canal is located approximately 900 feet to the southwest of the site. This irrigation canal intercepts all storrnwater flows that are south of the canal. . Any additional information pertinent to the development.
