The Flood Insurance Rate Map (FIRM) for a community depicts the floodplain, the area which has been determined to be subject to a 1% (100 -year) or greater chance of flooding in any given year. The floodway is the portion of the floodplain that includes the channel of a river or other watercourse and the adjacent land area that must be reserved in order to discharge the base flood without cumulatively increasing the water -surface elevation by more than a designated height. The FIRM is used to determine flood insurance rates and to help the community with floodplain management. The Colorado Department of Transportation (CDOT) is applying for a Letter of Map Revision (LOMR) from the Federal Emergency Management Agency (DHS-FEMA) to revise FIRM(s) 08123C1542E, 08123C1543E, 08123C1544E, and 08123C1563E, for Weld County, Colorado along the South Platte River. CDOT is proposing to revise the FIRM to reflect the repairs to the existing bridge on US Highway 34D (US - 34D) over the South Platte River. In addition to the bridge repairs, CDOT completed roadway improvements and grading along US -34 and US -34D within the South Platte River regulatory floodplain (Zone AE). Following the completion of the bridge repairs, CDOT performed a hydraulic study on the South Platte River that establishes new Base (1% annual chance) Flood Elevations (BFEs) in the area near to the bridge repair project area. 10601 10t" Street Greeley, CO 80634-9000 P 970.350.2228 www.codot.gov Jared S. Polis, CO Governor I Shoshana M. Lew, CDOT Executive Director CC:OEN (RR), PL(TP/KWIDA Pw(tH/ER/oD) o3/ovas 2023-0672 The Weld County Department of Planning Services, in accordance with National Flood Insurance Program regulation 65.7(b)(1), herby gives notice of the County's intent to revise the 1% annual chance (100 -year) floodway. Specifically, the floodway shall be: 1.Revised from a point approximately 3,018 feet upstream of the US -34 bridge crossing of the South Platte River to a point approximately 4,861 feet downstream of the US -34D bridge crossing of the South Platte River. As a result of the LOMR, the floodway will widen and narrow within the area of revision. The LOMR will also result in: 1.Increases and decreases in the BFEs. 2.The 1% annual chance floodplain will widen and narrow. Each of these activities results in a change to the previously established Zone AE (approximate) floodplain boundaries. Each activity has been designed to minimize all potential increases in localized flood depths, and to reduce the area of private and public property affected by flooding. Quantifiable changes to the floodplain limits and 1% annual chance water surface elevations are identified and disclosed to you on your property as part of this notification effort, visible on the attached ownership map. Maps and detailed analysis of the flood hazard revision can be reviewed on the National Flood Hazard Layer at https://hazards-fema.maps.arcgis.com. If you have any questions or concerns about the proposed changes to the FIRM, or its effect on your property, you may contact Lou Keen at the Colorado Department of Transportation, at 970-350-2228 or louis.keen@state.co.us, who was the engineer of record responsible for preparing the floodplain revision.
