HomeMy WebLinkAbout20232284.tiffHEARING CERTIFICATION DOCKET NO. 2023-31 RE: BOARD OF EQUALIZATION FOR 2023 • I hereby certify that pursuant to a notice dated June 26, 2023, and duly published June 28, 2023, in the Greeley Tribune, a public hearing was conducted on August 4, 2023, with a quorum of the following Commissioners being present: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross Commissioner Lori Saine Also present: Deputy Clerk to the Board, Chloe A. White Deputy Clerk to the Board, Jess Reid Assistant County Attorney, Karin McDougal County Assessor, Brenda Dones Assessor's Chief Deputy, Jason Marini Senior Independent Referee, Chris Woodruff • Weld County Assessor, Brenda Dones, introduced Chris Woodruff, Senior Independent Referee, for the record and summarized the property tax appeal process, stating the County Board of Equalization (CBOE) received 994 appeals, of which 10% were adjusted, 32% were denied, 46% were stipulated, and 12% were withdrawn. She explained taxpayers were concerned by the increase in their property taxes, but the Assessor's Office and independent referees, aka hearing officers, were not allowed to consider property tax impacts and were tasked with fairly assessing the value of property itself. Ms. Dones commended her staff and the independent referees for their dedication to the process and to taxpayers. • Mr. Woodruff thanked the Commissioners for the opportunity to participate in the CBOE process and shared the positive impact of the appointed independent referees, Stephen Schofield, Kenneth Lavertu, Gage Osthoff, and William Garcia, on this year's appeal process, which he thoroughly detailed. Mr. Woodruff also thanked the Assessor's Office staff and stated they were all extremely professional and fair. ▪ Mr. Woodruff stated he reviewed all decisions made by the independent referees and recommends the Board approve those decisions. • Assessor Dones explained the role of the CBOE, further stating Senior Property Tax Exemption appeals, if received, won't be heard until later in the month, and described the appeal rights of property owners beyond the CBOE. She presented the Resolution and supporting data for the Board's consideration, and stated the Board's decisions will be sent to taxpayers via mail and email, if applicable, within five (5) days. Asgo6O/ unq cA OKX CAC66lKm) 09/ isra3 2023-2284 AS0115 HEARING CERTIFICATION — BOARD OF EQUALIZATION PAGE 2 El Chair Freeman and Commissioner Saine thanked Mr. Woodruff and Assessor Dones and her staff for their dedication and professionalism. e Commissioner Ross moved to approve the decisions of the designated hearing officers/independent referees to adjust or deny various accounts, and moved to Administratively Deny various accounts and approve the Stipulation Agreements, as submitted by Assessor Dones on Exhibit "A" to the Final Determination Resolution. The motion was seconded by Commissioner James. The Board expressed their gratitude to Assessor Dones and the Assessor's Office staff, and to Mr. Woodruff and the independent referees. There being no further discussion, the motion carried unanimously. Without further discussion, the hearing was adjourned at 9:15 a.m. This Certification for Docket #2023-31 was approved on the 4th day of August, 2023.
