RE: APPROVE AMENDMENT #1 TO AGREEMENT FOR SERVICES AND AUTHORIZE
CHAIR TO SIGN ELECTRONICALLY - COLORADO YOUTH CORPS ASSOCIATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Amendment #1 to the Agreement for
Services between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Weld County
Youth Conservation Corps, and the Colorado Youth Corps Association, commencing February 6,
2023, with further terms and conditions being as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Amendment #1 to the Agreement for Services between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, Weld County Youth Conservation Corps, and the
Colorado Youth Corps Association, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to electronically sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 8th day of March, A.D., 2023, nunc pro tunc February 6, 2023.

Services Agreement Amendment #1
Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Colorado Youth Corps Association (CYCA)
Services Agreement Amendment #1. The Department entered into a Services Agreement with
the Colorado Youth Corps Association (CYCA) on March 23, 2018, known as Tyler ID# 2018-
1263, that outlines accreditation, training, certification, and licensure requirement for the Weld
County Youth Conservation Corps (WCYCC) program. This agreement was for five years and set
to expire on April 4, 2023. CYCA has now issued an Amendment to the original agreement
extending the Service Agreement for another five (5) years, for a total contract term of ten (10)
years which would expire on April 4, 2028.
I do not recommend a Work Session. I recommend approval of Amendment #1 and authorize the
Chair to sign.

FIRST AMENDMENT
TO AGREEMENT FOR SERVICES
This Amendment to Agreement for Services (this "Amendment") is entered into and effective as
of February 6, 2023 (the "Effective Date"), by and between Weld County Youth Conservation Corps
("Contractor") and the Colorado Youth Corps Association ("CYCA"), and amends that certain
Agreement for Services by and between Contractor and CYCA, dated April 4, 2018 (the "Agreement
for Services")." Capitalized terms used herein and not otherwise defined herein have the respective
meanings given in the Agreement for Services. Contractor and CYCA are referred to herein collectively
as the "Parties," and each individually as a "Party."
In consideration of the mutual benefits and agreements contained herein, the Parties agree as follows:
1. Amendment to Agreement for Services. The first sentence of Section 4 of the Agreement for
Services is hereby amended by deleting "period of five years" and replacing it with "period of
ten years".
2. All Other Terms Remain Unchanged. Except as expressly set forth in this Amendment, all other
terms and conditions of the Agreement for Services shall remain unchanged and unaffected by
this Amendment, and the Parties hereby ratify, affirm, and assent to such remaining unchanged
terms and conditions of the Agreement for Services.
3. Counterparts. This Amendment may be executed in counterparts, each of which shall be deemed
an original, but all of which shall constitute one and the same instrument. Delivery of
counterparts may be effected by means of facsimile or e-mail transmission with the same effect
as if the original copies had been delivered.
