Our home is located north, across the road from the proposed location of the solar project. We are not opposed as such to the project itself. We feel that this location, being the corner of a center pivot that is particularly difficult to cultivate and inefficient when in row crop production, is a viable candidate for a commercial use. However, my experience with such sites is the tendency of operators of such sites to lose motivation to maintain the aesthetic amenities that are/were a condition of the approval for the commercial activity granted in an agricultural zoning. There is an existing tree break along the north side of the property. This amenity is believed to have been established by Mr. Janssen using the guidelines of the NRCS and the West Greely Conservation District, that being one row of shrubbery, one row of evergreen trees and one row of deciduous trees. This type of tree breaks has been established throughout Weld County for various purposes including wind breaks, living snow fences and visual amenities. If installed correctly and maintained appropriately, these improvements are generational. Unfortunately, this particular tree break has reached a stage which does require some amount of restoration, the largest part being the reforesting of a portion of the tree break. This is not a large expense, nor will this require extensive maintenance to be effective nor will this restoration and maintenance require a large amount of water. There are many such tree breaks established in the arid prairie along Highway 14 as living snow fences many years ago. It is my understanding that these trees and shrubs were established with one gallon of water and a small amount of fertilizer. And even though there has been no maintenance on those tree breaks to date, nothing is sustainable in perpetuity without some attention over time. I shared this information with Ms. Scanlon -Rai in our conversation and suggested that she could get professional assistance from the West Greeley Conservation District. In summary, we are not opposed to the installation of the proposed solar farm. Without taking the space and time to deliberate the multiple benefits of tree breaks, we request it be a condition of the approval of the solar project that the tree break be fully restored and maintained during such time as the solar farm exists and at such time as the site is no longer a producing solar farm that the site is renovated and restored. Based on my conversation with Ms. Scanlon -Rai, it is my understanding that this condition is acceptable to the project participants. Our property will have the most direct impact from the proposed project. Directly across from our property on the south side of WCR 72 is a line of trees between the road and the property for the proposed solar project. This tree break is a pleasant view and natural barrier between our property and the Janssen property. As a condition of approval, we request that this tree break be restored to fully line the edge of the property and maintained as a natural visual barrier between our home and the solar project. The quality of WCR 72 between roads 39 and 41 has been consistently deteriorating over the past several years. We have made prior reports to the county regarding the condition of this road as it is causing excessive wear and tear on our vehicles. With this additional proposed solar development on this stretch of road, attention needs given to improving and/or providing increased maintenance to this section of county road. Asa condition of approval, we request a plan and timeline for improving the condition of WCR 72. With agreement to address these two issues, we support Janssen's right to pursue this solar project.
