This north/south arterial corridor is one of just a few north/south arterial roads in northern Weld County. Due to the limited amount of available transportation options, this roads sees the majority of heavy truck traffic between Wyoming and Denver and therefore is in need of repair due to the rapid level of deterioration. g. (1,000 character limit) Weld County requests energy, mineral, and impact funding to assist with the full depth reconstruction (FDR) of approximately three (3) miles of Weld County Road 77 from WCR 100 north to WCR 106 and the replacement of Bridge 77/106A. Weld County Public Works crews will mill off the existing asphalt to a depth suitable for mixing cement treated base (CTB) into the subgrade. The CTB will reinforce the substructure to strengthen the foundation for the asphalt to sustain the heavy duty truck traffic. Last, Public Works will pave the roadway with 6" of polymer asphalt. WCR 77 is a major truck haul route between Wyoming and Denver. This area also serves the Niobrara Basin. b. Does this project address the stated need? (500 character limit) The consequences if this project is not awarded funds will result in the continued deterioration of WCR 77, which will eventually become a greater safety issue than currently exists today. (500 character limit) Weld County is the #1 oil and gas producing county in the State of Colorado and therefore by default is the most impacted county. The majority of the county's traffic impacts directly result from heavy truck traffic related to the oil and gas industry. For this arterial corridor, the annual average daily traffic is 726 vehicles per day with 40% being trucks. The average speed of traffic is 71 miles per hour, which speaks to the importance of this remote north/south road. J. RESILIENCY CRITERIA NNW The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. The WCR 77 project will positively impact housing, health, economic development and primarily infrastructure in order to realize co -benefits criterion and support the implementation of the Colorado Resiliency Framework. c. (500 character limit) The WCR 77 project addresses potential risks and vulnerabilities for infrastructure. Reconstruction of this corridor is taking into consideration the best management practice strategies to reduce vulnerabilities to the infrastructure and housing sectors. Reinforcing this infrastructure will support the impacted unincorporated areas of Weld County classified as vulnerable populations/communities, which this project applies. d. The majority of the county's traffic impacts directly result from heavy truck traffic related to the oil and gas industry. For this arterial corridor, the annual average daily traffic is 726 vehicles per day with 40% being trucks. The average speed of traffic is 71 miles per hour, which speaks to the importance of this remote north/south road. J. RESILIENCY CRITERIA The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. By bringing resiliency considerations into project planning and implementation, projects should be better poised to benefit a number of sectors (economy, health, infrastructure, etc.), minimize long-term risks, and anticipate or be better prepared to respond to changing conditions faced by Colorado communities. Reinforcing this infrastructure will support the impacted unincorporated areas of Weld County classified as vulnerable populations/communities, which this project applies. d. We are the 3rd largest county at 4,000 sq. miles with one of the highest amounts of lane miles to maintain. As the #1 energy impacted county, we are always evaluating how our HRP program can be adapted to address both current and future climate, social, & economic priorities to ensure the most holistically responsible projects possible. e. This project relies on construction techniques utilizing recycled materials to help mitigate the effects of climate change. f. Per C.R.S. 31-23-206(1)(d) and 30-28-106(3) (a)(IV), the community must: • Consult and coordinate with local water provider(s), • Include water conservation policies, and • Identify in the plan water supplies and facilities sufficient to meet public and private infrastructure needs reasonably anticipated or identified in the planning process. Within the first six months of receiving the grant, awardees must submit a self -assessment, such as the Colorado Growing Water Smart: Community Self -Assessment. to include water supply and demand status and trends, existing water conservation and efficiency goals and policies. Consult the DOLA Land Use and Water Planner before or immediately following award for free technical assistance. • The plan must include an action plan that prioritizes actions necessary to implement the plan, creates a timeline for implementation, and assigns responsibility for actions. • And, for municipalities only, a plan for three miles outside municipal boundaries, also known as the three mile plan, per C.R.S. 31-12-105(1)(e)(l).
