MINUTES OF A MEETING WITS THE
BOARD OF SOCIAL SERVICES IN WELD COUNTY
The meeting convened at 9:15 a.m. on Monday, January 14, 1974 with the following
present: Mr. Harry S. Ashley, Chairman, Mr. Glenn K. Billings and Mr. Roy Moser,
Members, Mr. Eugene McKenna, Director, Weld County Department of Social Services,
and Mrs. Roberta Hermansen, secretary to Mr. McKenna.
Mr. McKenna congratulated Mr. Ashley on assuming the chairmanship of the Weld
County Board of Commissioners.
Copies of the December 31, 1973 Caseload Status Report were distributed to the
Board and discussed. Caseloads remained quite stable in December. Food Stamp
purchases increased over November - 145 households bought Food Stamps as compared
with November. Mr. McKenna said the Department is now computing what our supple-
mental grants from the State will be. Cost for Aid to the Needy Disabled and Old
Age Pension will decrease as more of this is assumed by the Federal government.
The Social Services Department is now working with the local Social Security office
in making the conversion to S.B.I.
Mr. McKenna stated that during the first eight days of January, 1974, the Department
has experienced many more public assistance applications, most of them in the Aid to
Dependent Children category. There have been eighty-two new applications (all cate-
gories) so far in the first eight days of January. Some of the reasons for such an
increase are (1) Seasonal (cold weather) , and (2) Unusual unemployment. Mr. McKenna
has recently discussed this with directors of other counties, and they, too, are ex-
periencing such an increase.
Remodeling at the Fort Lupton building has begun.
Progress at the new Department building is going as well as can be expected. Mr.
Billings stated that the county will gravel the parking areas as soon as this can
reasonably be done.
Mr. Billings expressed concern that many stepfathers are claiming stepchildren on
their income tax forms, yet do not support them. Mr. McKenna said the State is aware
of this and suggested that Weld County delay action on this until the State issues a
rule that is now being considered by the State Board. Mr. Billings stated that El
Paso County seems to be successful in asking that stepparents submit copies of their
income tax reports to the Department. Mr. McKenna said he feels the State wants to
be sure such action is legal before they take steps to make changes. He will check
into this matter for the Board.
There being no further business, the meeting adjourned at 9:40 a.m.
