RE: APPROVE AWARD LETTER FOR 2022 STATE CRIMINAL ALIEN ASSISTANCE
PROGRAM (SCAAP) GRANT AND AUTHORIZE CONTROLLER TO SUBMIT
ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Award Letter for the 2022 State
Criminal Alien Assistance Program (SCAAP) Grant to the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office,
from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance,
commencing upon formal acceptance, and ending September 30, 2024, with further terms and
conditions being as stated in said award letter, and
WHEREAS, after review, the Board deems it advisable to approve said award letter and
accept said grant, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Award Letter for the 2022 State Criminal Alien Assistance Program
(SCAAP) Grant to the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriff's Office, from the U.S. Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance, be, and hereby is, approved
and accepted.
BE IT FURTHER RESOLVED by the Board that Chris D'Ovidio, Weld County Controller,
be, and hereby is, authorized to electronically submit acceptance of said award.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 18th day of September, A.D., 2023.

Brief description of the problem/issue:
Attached is the FY2022 State Criminal Alien Assistance Program (SCAAP) email documentation showing that
the WCSO has been awarded $225,223 under grant number Grant Award Number: 15PBJA-22-RR-05302-
SCAA.
The Sheriffs Office has utilized SCARP funding in prior years to offset the jail medical services expense.
Only an employee (authorized representative or authorized point of contact) of the jurisdiction may accept the
SCAAP funds for an eligible purpose. Use of funds must be selected, certifying that WCSO understands the
guidelines and requirements. The approval is done by checking a box and clicking Accept. No signature is
required. The Sheriff's Office, with the approval of the BOCC, submitted the SCAAP application in January
2023. The ACH transfer will be tracked and deposited into 1000-24410-4320-200; Inmate Services, Federal
Grants.
Controller Chris D'Ovidio is the JustGrants Administrator and can submit the award acceptance electronically.
What options exist for the Board?
1) BOCC can deny the award acceptance, which would eliminate the opportunity to offset inmate medical
cost to the agency with grant funds and net county cost will be higher.
WCSO signed a new inmate medical services contract in August 2023 in the amount of $7.6M. This
grant award will be used to offset this direct cost.
2) Schedule a work session
3) Authorize the Weld County Controller to electronically accept the $225,223 award payment for the Weld
County's Sheriffs Office.
Recommendation:
The Sheriff recommends approving the acceptance of these grant funds. The WC attorney has reviewed the
award.
