RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING TEMPORARY
CLOSURE OF COUNTY ROAD 63 BETWEEN COUNTY ROAD 380 AND
U.S. HIGHWAY 34 FOR APPROXIMATELY ONE (1) WEEK, FOR CULVERT
REPLACEMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, on the 17th day of May, 2023, pursuant to said statute and upon the basis of
traffic and personnel investigations, the Board determined that emergency repairs due to storm
conditions existed and continued to exist that made it necessary to temporarily close various
county roads, including County Road 63 between County Road 52 and U.S. Highway 34, to
through traffic, commencing May 12, 2023, for an undetermined duration until the necessary work
was completed, and
WHEREAS, temporary repairs were made to certain roads to open them to limited vehicle
traffic; however, future temporary closures are necessary due to the roads requiring additional
work, and
WHEREAS, on the 30th day of October, 2023, pursuant to said statute and upon the basis
of traffic and personnel investigations, the Board has determined that conditions exist which make
it necessary to continue the temporary closure of County Road 63, between County Road 52 and
U.S. Highway 34, and to additionally close County Road 63, between County Roads 52 and 380,
summarily County Road 63 between County Road 380 and U.S. Highway 34, to through traffic
and to regulate, warn and guide vehicular traffic by posting signs thereon, with said closure being
effective November 6, 2023, for approximately one (1) week for a culvert replacement.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 63 between County Road 380 and
U.S. Highway 34, be temporarily closed, continuing the existing closure of County Road 63
between County Road 52 and U.S. Highway 34, with said overall closure being effective
November 6, 2023, for approximately one (1) week for a culvert replacement, and further, that
standard official traffic control devices shall be erected at said closure giving notice of the
restrictions.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of October, A.D., 2023.

SUBJECT: BOCC Agenda Item
The Weld County Department of Public Works is requesting approval from the Board of County
Commissioners to close County Road 63 between CR 380 and U.S. HWY 34, and County Road 52 between
CRs 61 and 65, from 11/06/2023 thru 11/14/2023 for culvert replacements. This closure is a modification
to the existing road closure on CR 63 from U.S. HWY 34 to CR 52 that was approved by the Board as an
emergency closure in May 2023 (Resolution No. 2023-1388). The Resolution for such emergency closure
did not list an opening date as it was unknown at the time. CR 63 between CR 52 and U.S. HWY 34 has
been closed since 05/12/2023. CR 52 between CRs 61 and 65, as well as CR 63 between CR 52 and CR 380,
have not been closed up to this point. This modification is necessary in order to allow resident access while
the work is completed.
