This letter is in response to your May 30, 2023 letter regarding the USR application review for 5280
Cattle Company. Please see the below responses .
1 ) Please supply copy of the well permit, water bill and the septic permit, Will the existing
septic handle additional employees.
Please see water bill and septic permit. The wells onsite are permitted as "stock" so are not
applicable to this submittal ; however, they are still shown on the plat as they are existing
structures that must be planned and designed around . Septic is sized to handle all planned
employees at full buildout.

2) Please include CAFO permit from the State. Indicate required permits from the State.
5280 Cattle Company is a registered CAFO with the Colorado Department of Public Health
and Environment (CDPHE) . Please see attached registration for the current capacity.
3 ) Supply a separate detailed nuisance management plan that addresses flies, odor, dust and
mechanical noise.
Please see attached nuisance management plan .
4) Indicate if a discharge permit from the State has been approved or is required.
CDPHE requires CAFOs to either be registered or permitted . 5280 is a registered CAFO;
however, meets the same standards as a permitted facility .
5) The General Warranty Deed recorded June 30, 2021, reception #473.1049 has a defect in
the location of the property. This property is not located in the municipality of LaSalle,
Colorado.
I spoke to Land Title on June 5, 2023 and they indicated that you cannot amend a deed that
has already been conveyed . The correct town for the property address is Ault, Colorado .
6) Please update the Tax Certificates for all four (4) parcels.

8) In the application narrative there is discussion of a Water Building. Please provide greater
detail on the purpose and use of this structure. Also, indicate if any local or state permits
were required.
Water building is a building that keeps plumbing from freezing . This is permitted by building
permit AGC21 -0016 and the purpose is to receive water 24hr/day and store in tanks which
then gravity feed the facility . This system reduces the load on North Weld Water District in
which they do not need to meet as high of a delivery flow during mid-day.

The methods presented below will be implemented by 5280 Cattle Company as applicable and
necessary to minimize inherent conditions that exist on an animal feeding operation that may be
considered a nuisance to others . The management practices described below are industry accepted and
identified as effective at minimizing nuisance conditions . 5280 Cattle Company intends to be proactive
in its approach to minimizing nuisance conditions .
1 . 1 Facility and Responsible Persons

1 . 2 Pest Control
Insects and rodents are inherent to agricultural operations where typically a good food supply and ideal
habitat for breeding and living are located .
In order to manage insects and rodents, 5280 Cattle Company will implement the following practices :
• Minimize Fly Habitat
o Ensure good pen slope to promote drainage and reduce standing water to minimize
ideal breeding conditions .
o Keep grass and weeds mowed to reduce fly resting places .
o Compost manure which minimizes pests by reaching temperatures that kill fly larvae .
o Frequent manure removal from pens .
o Keep spillage to a minimum when hauling manure .
o Avoid feed spills and clean up any spills as soon as possible .
In addition to minimizing the habitat for flies to breed and live, 5280 Cattle Company will use fly traps in
areas that flies tend to congregate . Insecticides and other chemicals will only be used when the other
practices have failed to minimize the nuisance .
5280 Cattle Company prides itself on good housekeeping at its facility . Minimizing feed spills and overall
site maintenance will be used for rodent control . Rodent traps and bait will be used as necessary if the
other practices have failed to minimize the nuisance .
1 . 3 Air Quality
In order to minimize these potential nuisance conditions, 5280 Cattle Company will primarily work to
balance pen conditions through pen management. When pens, and therefore manure are wet,
increased odor can be expected . However, with dry pens there is typically an increase in dusty
conditions especially in evenings when animals tend to be more active .

In order to minimize dust at the facility, 5280 Cattle Company will implement the following practices :
• Pen Management
o Frequent removal of manure from pens . This will also help compact any remaining
manure on the pen surface making it less prone to being stirred up into the air as dust .
o Maintain that compacted manure layer in the pens .
o Stock animals in pens at densities that allow the pen surface to remain moist .
o Keep empty pens to a minimum to reduce wind erosion that occurs in empty, dry pens.
o Pen sizes are being reduced to decrease open pen surface area potentially affected by
wind .
During extremely dry conditions when pen management is not sufficient to minimize the nuisance, 5280
Cattle Company may use water trucks or a big gun sprinkler system to provide moisture for pens and/or
facility roads .
In order to minimize odor at the facility, 5280 Cattle Company will implement the following practices :
• Manure Management
o Frequent removal of manure from pens .
o Compost manure which reduces odor.
o Routine pen maintenance so that there is not standing water present. This includes pen
scraping as well as harrowing to aid in drying out the pen surface .
1 .4 Noise
Machinery including feed trucks, tractors, skid -steers, pen maintenance equipment and more are used
as an integral part of an animal feeding operation .
In order to minimize noise at the facility, 5280 Cattle Company will implement the following practices :
• Equipment Maintenance and Operation
o Regular lubrication and parts replacement on machinery.
o Operate machinery at lower speeds .
• Limit non -critical operations such as pen cleaning to normal business hours .

INTRODUCTION
This trip generation analysis was conducted in support of a Use by Special Review (USR) in Weld
County, CO . The subject site is located south of Weld County Road (WCR ) 84 , east of WCR of 23 and
west of WCR 25 in Weld County, CO . The site currently operates as a working calf ranch with access
being provided along WCR 84 . The proposed USR would allow for the expansion of the facilities within
the property to accommodate long term operation of 25 , 000 animals. This memorandum documents the
proposed operations to provide a forecasted trip generation to/from the site . The site location is shown
on Figure 1 .
EXISTING VOLUMES
Weekday AM and PM peak hour traffic volumes counts were conducted for all study intersections on
Wednesday November 1 , 2023 , from 7 : 00 AM to 9 : 00 AM and 4 : 00 PM to 6 : 00 PM by IDAX Data
Solutions. Existing volumes are provided as Figure 2 . The peak hours of CO- 14 was observed to be
7 : 00-8 : 00 AM and 4 : 45-5 : 45 PM . Also included on Figure 2 is the Colorado Department of
Transportation (CDOT) conversion to Passenger Car Equivalents ( PCE ) which counts a heavy vehicle
(truck) as three (3) passenger vehicles . Collected traffic counts are provided as Attachment I .

PROPOSED USE
The existing and proposed use consists of bringing day old calves to the site , raising them to
approximately six months old , then relocating them offsite . Several different users would generate
traffic to the site to facilitate the use . These users are generally cattle , manure , feed , employees and
vendors . There would be no customers on site for the proposed use . The following details are
provided for each user:
• Cattle — typically 4 truckloads of cattle are brought to site per day. 1 truckload of cattle leave
the site per day. These operations occur year round .
• Manure — on average a truckload of manure is hauled off site every other day.
• Feed — between mid -October and mid-August when there is no silage , approximately 4 trucks
per day would be anticipated . For the two month period between mid -August to mid-October
there would be approximately 1650 trucks over a 30 day period . During this two month period
it can be assumed that 55 trucks per day would be expected to and from the site .
• Employees — 19 employees will work on site from the hours of 6 : 00 AM to 4 : 00 PM . It can be
assumed that all employees arrive to the site between 5 : 00 AM and 6 : 00 AM and leave the
site between 4 : 00 PM and 5 : 00 PM .
• Vendors — a variety of vendors may be at the site in either passenger vehicles or trucks . These
visits are not regular or guaranteed . For the purposes of this analysis , it has been assumed
that one per day of each vehicle type would be present.
Operations fluctuate seasonally. For purposes of the trip generation estimates provided below the
most conservative analysis is provided . As an example , there are seasonally times when less feed is
being trucked to site or fewer calves are being brought in . The trip generation forecast provided below
provides the most conservative analysis where all users are utilizing the site in a single day. The trip
generation estimates described below represent the worst case daily trip generation that could
occur during the August to October two month period .
TRIP GENERATION
The proposed vehicle trip generation associated with the operations described above are provided
within Table 1 . As shown in Table 1 , the proposed use would generate 31 AM peak hour and 31 PM
peak hour trips . It should be noted that these are peak hours of the site occurring from 5 : 00 AM - 6 : 00
AM and 4 : 00 PM and 5 : 00 PM . The peak hour of the proposed use falls outside of the peak hour of the
adjacent network. Additionally, the site would generate 164 average daily trips (ADT) on the most
conservative day. Also provided in Table 1 is the CDOT PCE conversion .
TRIP DISTRIBUTION
Multiple user types were described above . It is unlikely that all users would visit the site on the same
day. For purposes of this analysis , and to provide the most conservative estimate possible , it was
assumed that all users visited the site on a single day. Trips are anticipated to be distributed regionally
with 50% of trips to the east along CO- 14 and 50 % from the west. Due to the unimproved nature of
WCR 23 the majority of trips would access the site via WCR 25 . A nominal percentage of traffic was
assigned to the CO- 14/WCR-23 intersection to represent some employees that may choose to take
the route with the remainder using the CO- 14/WCR-25 intersection . A site trip figure is provided as
Figure 3 . With 164 ADT and the peak hours of the site being outside the typical peak hour of the
adjacent street it is forecasted that the proposed use would not have an adverse impact on operations
or queueing of the adjacent network.

These estimates represent a worst case day during the worst two month period of operations . During
the remainder of the year the operations are expected to be significantly lower in trip generation due to
feed operations being on the order of four trucks per day.
STATE HIGHWAY ACCESS CODE (SHAC )
The Colorado Department of Transportation (CDOT) State Highway Access Code (SHAC ) provides
guidance on the need and geometry of auxiliary lanes for State roadways . The existing intersections in
the study area of CO- 14 , Regional Highway ( R-A) was evaluated against this criterion for the existing
and future AADT' s as provided by the CDOT Online Transportation Information System (OTIS ).
The existing intersections were evaluated against the R-A criteria for auxiliary lanes found within the
SHAC guidelines . Forecasts used in this assessment were made utilizing the existing volumes shown
on Figure 2 plus the site trip generation presented on Figure 3 as provided on Figure 4 . The auxiliary
lane requirements for an R-A section are as follows :
(7 ) Auxiliary turn lanes shall be installed according to the criteria below.
(a) A left turn deceleration lane with taper and storage length is required for any access with a
projected peak hour left ingress turning volume greater than 10 vph . The taper length will be included
within the required deceleration length .
(b) A right turn deceleration land and taper is required for any access with a projected peak hour
ingress turning volume greater than 25 vph . The taper length will be included within the required
deceleration length .
(c) Right turn acceleration lane and taper is required for any access with a projected peak hour
right turning volume greater than 50 vph when the posted speed on the highway is greater than 40 mph .
the taper length will be included within the required acceleration length . A right turn acceleration lane
may also be required at signalized intersections if a free-right turn is needed to maintain an appropriate
level of service .
(d ) Right turn deceleration and acceleration lanes are generally not required on roadways with
three or more travel lanes in the direction of the right turn except as provided in subsection 3 . 5 .
Per the PCEs presented on Figure 4 , left turn deceleration , right turn deceleration lanes , and right turn
acceleration lanes would be triggered at the intersection of WCR 25 . These auxiliary lanes at this
intersection currently exist. No additional improvements would be warranted with the approval of this
project.
An assessment of the site trips as an increase to the existing intersections was performed . Increases to
the existing traffic at the CO- 14 intersections range from 2 . 3% to 3 . 7% . A CDOT Access Permit would
not be required per the guidance of the SHAC .
CONCLUSIONS
The conclusions of this comparative analysis are as follows :
1 . The Applicant is applying for an USR to allow for the full buildout of operations of the existing use .
2 . The proposed development would generate 31 AM peak hour, 31 PM peak hour and 164 average
daily trips .
3 . No adverse effects to the local network are anticipated by the use . No additional improvements
would be required or access permit required per the SHAC .

Trip Generation Analysis --.eennotf
INTRODUCTION
This trip generation analysis was conducted in support of a Use by Special Review (USR) in Weld
County, CO . The subject site is located south of Weld County Road (WCR ) 84 , east of WCR of 23 and
west of WCR 25 in Weld County, CO . The site currently operates as a working calf ranch with access
being provided along WCR 84 . The proposed USR would allow for the expansion of the facilities within
the property to accommodate long term operation of 25 , 000 animals. This memorandum documents the
proposed operations to provide a forecasted trip generation to/from the site . The site location is shown
below on Figure 1 .sh

PROPOSED USE
The existing and proposed use consists of bringing day old calves to the site , raising them to
approximately six months old , then relocating them offsite . Several different users would generate
traffic to the site to facilitate the use . These users are generally cattle , manure , feed , employees and
vendors . There would be no customers on site for the proposed use . The following details are
provided for each user:
• Cattle — typically 4 truckloads of cattle are brought to site per day. 1 truckload of cattle leave
the site per day. These operations occur year round .
• Manure — on average a truckload of manure is hauled off site every other day.
• Feed — between mid -October and mid-August when there is no silage , approximately 4 trucks
per day would be anticipated . For the two month period between mid -August to mid-October
there would be approximately 1650 trucks over a 30 day period . During this two month period
it can be assumed that 55 trucks per day would be expected to and from the site .
• Employees — 19 employees will work on site from the hours of 6 : 00 AM to 4 : 00 PM . It can be
assumed that all employees arrive to the site between 5 : 00 AM and 6 : 00 AM and leave the
site between 4 : 00 PM and 5 : 00 PM .
• Vendors — a variety of vendors may be at the site in either passenger vehicles or trucks . These
visits are not regular or guaranteed . For the purposes of this analysis , it has been assumed
that one per day of each vehicle type would be present.
Operations fluctuate seasonally. For purposes of the trip generation estimates provided below the
most conservative analysis is provided . As an example , there are seasonally times when less feed is
being trucked to site or fewer calves are being brought in . The trip generation forecast provided below
provides the most conservative analysis where all users are utilizing the site in a single day. The trip
generation estimates described below represent the worst case daily trip generation that could
occur during the August to October two month period .
TRIP GENERATION
The proposed vehicle trip generation associated with the operations described above are provided
within Table 1 . As shown in Table 1 , the proposed use would generate 31 AM peak hour and 31 PM
peak hour trips . It should be noted that these are peak hours of the site occurring from 5 : 00 AM - 6 : 00
AM and 4 : 00 PM and 5 : 00 PM . The peak hour of the proposed use would likely fall outside of the peak
hour of the adjacent network. Additionally, the site would generate 164 average daily trips (ADT) on
the most conservative day. Also provided in Table 1 is the Colorado Department of Transportation
(CDOT) conversion to Passenger Car Equivalents ( PCE ) which counts a heavy vehicle (truck) as three
(3) passenger vehicles .
TRIP DISTRIBUTION
Multiple user types were described above . It is unlikely that all users would visit the site on the same
day. For purposes of this analysis , and to provide the most conservative estimate possible , it was
assumed that all users visited the site on a single day. Trips are anticipated to be distributed regionally
with 50% of trips to the east along CO- 14 and 50 % from the west. Due to the unimproved nature of
WCR 23 the majority of trips would access the site via WCR 25 . A nominal percentage of traffic was
assigned to the CO- 14/WCR-23 intersection to represent some employees that may choose to take

the remainder of the year the operations are expected to be significantly lower in trip generation due to
feed operations being on the order of four trucks per day.
STATE HIGHWAY ACCESS CODE (SHAC )
The Colorado Department of Transportation (CDOT) State Highway Access Code (SHAC ) provides
guidance on the need and geometry of auxiliary lanes for State roadways . The existing intersections in
the study area of CO- 14 , Regional Highway ( R-A) was evaluated against this criterion for the existing
and future AADT' s as provided by the CDOT Online Transportation Information System (OTIS ).
The existing intersections were evaluated against the R-A criteria for auxiliary lanes found within the
SHAC guidelines . The auxiliary lane requirements for an R-A section are as follows :
(7 ) Auxiliary turn lanes shall be installed according to the criteria below.
(a) A left turn deceleration lane with taper and storage length is required for any access with a
projected peak hour left ingress turning volume greater than 10 vph . The taper length will be included
within the required deceleration length .
(b) A right turn deceleration land and taper is required for any access with a projected peak hour
ingress turning volume greater than 25 vph . The taper length will be included within the required
deceleration length .
(c) Right turn acceleration lane and taper is required for any access with a projected peak hour
right turning volume greater than 50 vph when the posted speed on the highway is greater than 40 mph .
the taper length will be included within the required acceleration length . A right turn acceleration lane
may also be required at signalized intersections if a free-right turn is needed to maintain an appropriate
level of service .
(d ) Right turn deceleration and acceleration lanes are generally not required on roadways with
three or more travel lanes in the direction of the right turn except as provided in subsection 3 . 5 .
Per the PCEs presented on Figure 2 , left turn deceleration and right turn deceleration lanes would be
triggered at the intersection of WCR 25 . Deceleration lanes at this intersection currently exist. No
additional improvements would be warranted with the approval of this project.
OTIS was also utilized to understand existing and future traffic along CO- 14 . A nearby count station
(station ID : 100645) provides the existing AADT as 9 , 600 and the projected 20 year AADT as 14 , 438 .
The anticipated PCE AADT of the project was estimated as 412 in PCEs. This represents approximately
4% increase to CO- 14 in the existing condition and approximately 3% of the projected 20 year AADT. A
CDOT Access Permit would not be required per the guidance of the SHAC .
CONCLUSIONS
The conclusions of this comparative analysis are as follows :
1 . The Applicant is applying for an USR to allow for the full buildout of operations of the existing use .
2 . The proposed development would generate 31 AM peak hour, 31 PM peak hour and 164 average
daily trips .
3 . No adverse effects to the local network are anticipated by the use . No additional improvements
would be required or access permit required per the SHAC .

INTRODUCTION
This trip generation analysis was conducted in support of a Use by Special Review (USR) in Weld
County, CO . The subject site is located south of Weld County Road (WCR ) 84 , east of WCR of 23 and
west of WCR 25 in Weld County, CO . The site currently operates as a working calf ranch with access
being provided along WCR 84 . The proposed USR would allow for the expansion of the facilities within
the property to accommodate long term operation of 25 , 000 animals. This memorandum documents the
proposed operations to provide a forecasted trip generation to/from the site . The site location is shown
below on Figure 1 .AI

PROPOSED USE
The existing and proposed use consists of bringing day old calves to the site , raising them to
approximately six months old , then relocating them offsite . Several different users would generate
traffic to the site to facilitate the use . These users are generally cattle , manure , feed , employees and
vendors . There would be no customers on site for the proposed use . The following details are
provided for each user:
• Cattle — typically 4 truckloads of cattle are brought to site per day. 1 truckload of cattle leave
the site per day. These operations occur year round .
• Manure — on average a truckload of manure is hauled off site every other day.
• Feed — between mid -October and mid-August when there is no silage , approximately 4 trucks
per day would be anticipated . For the two month period between mid -August to mid-October
there would be approximately 1650 trucks over a 30 day period . During this two month period
it can be assumed that 55 trucks per day would be expected to and from the site .
• Employees — 19 employees will work on site from the hours of 6 : 00 AM to 4 : 00 PM . It can be
assumed that all employees arrive to the site between 5 : 00 AM and 6 : 00 AM and leave the
site between 4 : 00 PM and 5 : 00 PM .
• Vendors — a variety of vendors may be at the site in either passenger vehicles or trucks . These
visits are not regular or guaranteed . For the purposes of this analysis , it has been assumed
that one per day of each vehicle type would be present.
Operations fluctuate seasonally. For purposes of the trip generation estimates provided below the
most conservative analysis is provided . As an example , there are seasonally times when less feed is
being trucked to site or fewer calves are being brought in . The trip generation forecast provided below
provides the most conservative analysis where all users are utilizing the site in a single day. The trip
generation estimates described below represent the worst case daily trip generation that could
occur during the August to October two month period .
TRIP GENERATION
The proposed vehicle trip generation associated with the operations described above are provided
within Table 1 . As shown in Table 1 , the proposed use would generate 31 AM peak hour and 31 PM
peak hour trips . It should be noted that these are peak hours of the site occurring from 5 : 00 AM - 6 : 00
AM and 4 : 00 PM and 5 : 00 PM . The peak hour of the proposed use would likely fall outside of the peak
hour of the adjacent network. Additionally, the site would generate 164 average daily trips (ADT) on
the most conservative day. Also provided in Table 1 is the Colorado Department of Transportation
(CDOT) conversion to Passenger Car Equivalents ( PCE ) which counts a heavy vehicle (truck) as three
(3) passenger vehicles .
TRIP DISTRIBUTION
Multiple user types were described above . It is unlikely that all users would visit the site on the same
day. For purposes of this analysis , and to provide the most conservative estimate possible , it was
assumed that all users visited the site on a single day. Trips are anticipated to be distributed
approximately a third from the south across Hwy 14 , a third from the east and the remaining third from
the west and north . A site trip figure is provided as Figure 2 . With 164 ADT and the peak hours of the
site being outside the typical peak hour of the adjacent street it is forecasted that the proposed use
would not have an adverse impact on operations or queueing of the adjacent network.
