HomeMy WebLinkAbout20233127.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, OCTOBER 23, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 23, 2023, at the hour of 9:00 a.m. e_ ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James — EXCUSED Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of October 9, 2023, as printed, Commissioner Buck moved to approve. Commissioner Ross seconded the motion and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion and it carried unanimously. • PRESENTATIONS: 1) LIFE SAVING AWARD, SHERIFF'S OFFICE - KIMBERLY HAWES: Captain Matthew Turner, Weld County Sheriff's Office, expressed how tough it is working in a jail, and stated their mission is to return individuals back into the community better than, or at least not worse than, they arrived. He explained the current fentanyl crisis in the country has caused enormous pressure to prevent life -threatening overdoses. Sergeant Raymond Billington expressed it is an honor to serve and protect the citizens of Weld County, and thanked the Board for supporting the work of the Sheriff's Office. He reported on September 18, 2023, Deputy Kimberly Hawes responded to an inmate overdose and her quick life-saving actions of administering Cardiopulmonary Resuscitation (CPR) until medical personnel arrived, lead to the survival of the individual. Each Commissioner, in turn, expressed their gratitude and deep appreciation for the heroic efforts of Deputy Hawes and her quick actions which made the difference between life and death for an inmate. Minutes, Monday, October 23, 2023 Page 1 2023-3127 BC0016 WARRANTS: 1) GENERAL WARRANTS - OCTOBER 18, AND 20, 2023: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion and it carried unanimously. El BIDS: 1) APPROVE BID #B2300153, ONLINE SERVICE TO CREATE STANDARDIZED JOB DESCRIPTIONS - DEPARTMENTS OF HUMAN RESOURCES AND INFORMATION TECHNOLOGY: Jill Scott, Director of the Department of Human Resources, alongside Ross Overacker, stated a work session was held on October 18, 2023, and staff recommends approval of JDXpert as the most qualified bidder with the ability to integrate with WorkDay (Enterprise Resource Planning [ERP]) and their comprehensive library of resources to assist with job description standardization, as the County prepares for a comprehensive assessment in 2024. Commissioner Saine moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried unanimously. IEJ 2) PRESENT BID #B2300177, BRIGGSDALE SAND AND GRADER SHED - FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated five (5) bids were received and staff will make a recommendation on November 6, 2023. NEW BUSINESS: 1) CONSIDER CONTRACT ID #7477 MEMORANDUM OF AGREEMENT FOR VACCINE STORAGE FOR MOBILE PUBLIC HEALTH CLINIC (MPHC) PROGRAM AND AUTHORIZE CHAIR TO SIGN: Jason Chessher, Director of the Department of Public Health and Environment, stated the County has provided this service in the past, and explained this contract with the state allows for the proper and secure storage of vaccines for limited mobile public health outreach clinics held in northeastern Colorado. Commissioner Ross moved to approve said memorandum of agreement and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) CONSIDER CONTRACT ID #7500 MEMORANDUM OF UNDERSTANDING FOR HEPATITIS C VIRUS (HCV) CONFIRMATORY TESTING PROGRAM AND AUTHORIZE CHAIR TO SIGN: Mr. Chessher stated this agreement provides an enhancement to the current program for rapid testing of the Hepatitis C Virus (HCV), and allows confirmatory testing to be conducted once a rapid test shows a positive result to streamline treatment. Commissioner Ross moved to approve said memorandum of understanding and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) CONSIDER CONTRACT ID #7504 NURSE CLINICAL TRAINING AGREEMENT AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF COLORADO, COLLEGE OF NURSING: Mr. Chessher stated this agreement allows nursing students a site to perform public health clinical rotations with Weld County while providing a service to the local community, and also identifies strong candidates for recruitment opportunities. Commissioner Saine moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously. Minutes, Monday, October 23, 2023 Page 2 2023-3127 BC0016 • 4) CONSIDER RENEWAL APPLICATION FOR A HOTEL AND RESTAURANT (COUNTY) LIQUOR LICENSE WITH ONE (1) OPTIONAL PREMISES, AND AUTHORIZE CHAIR TO SIGN - ION, LLC, DBA MCCARTY'S EATON: Matthew Conroy, Assistant County Attorney, stated the establishment has maintained their liquor license since 1968, there are no concerns from referral agencies, and staff recommends approval. Commissioner Buck moved to approve said renewal application and authorize the Chair to sign. The motion was seconded by Commissioner Ross, and it carried unanimously. • 5) FINAL READING OF CODE ORDINANCE #2023-19, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 3 HUMAN RESOURCES OF THE WELD COUNTY CODE (HOLIDAY ADDITION): Commissioner Ross moved to read Code Ordinance #2023-19 by title only. The motion was seconded by Commissioner Buck, and it carried unanimously. Bruce Barker, County Attorney, read the title for the record. Jill Scott, Director of the Department of Human Resources, stated there have been no changes since Second Reading, and staff recommends approval. No public testimony was offered concerning this matter. Commissioner Ross moved to approve Code Ordinance #2023-19 on Final Reading. Seconded by Commissioner Buck, and upon a roll call vote of three (3) to one (1), the motion carried with Commissioner Saine opposed. • PLANNING: 1) CONSIDER IMPROVEMENTS AND ROAD MAINTENANCE AGREEMENT ACCORDING TO POLICY REGARDING COLLATERAL FOR IMPROVEMENTS, AUTHORIZE CHAIR TO SIGN, AND ACCEPT COLLATERAL FOR PLANNED UNIT DEVELOPMENT FINAL PLAN, PUDF22-0004 - OLSON BROS, LP, AND SPRING MEADOWS DEVELOPMENT, LLC, C/O ROGER OLSON: Jazmyn Trujillo -Martinez, Department of Planning Services, requested the Board accept project collateral as a requirement for Planned Unit Development Final Plan, PUDF22-0004, for the amount of $63,875.35, in the form of an Irrevocable Letter of Credit, No. 2023-01, issued by Front Range State Bank. Ms. Trujillo -Martinez stated the applicant is aware of the requirements to fulfill the agreement, and staff recommends approval. Commissioner Ross moved to approve said agreement, authorize the Chair to sign, and accept collateral. Commissioner Buck seconded the motion, and it carried unanimously. PUBLIC COMMENT: No public comment was offered. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2023-19 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
