Point 007 (condensate tank) will be converted from GP01 coverage to permit 13WE1363 coverage and newly developed site specific emission factors will be used. The requested process limit for point 009 (condensate loadout) will be decreased and a control device will be added. The requested gas venting process limit for point 013 (gas venting) will be decreased and the gas composition will be updated based on recent sampling. As a part of this project, points 001 (condensate tank), 011 (pneumatic pumps) and 014 (emergency gas venting) have been cancelled. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and a draft of Construction Permit 13WE1363 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices The Division hereby solicits submission of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission. The Division will receive and consider written public comments for thirty calendar days after the date of this Notice.
