The original agreement was document No. 2100085, approved on 5/24/2021. Both parties agreed to the first of four one- year extensions on May 11,2022, through May 23, 2023. If the BOCC agrees, this will be the second extension and run through May 23, 2024 in accordance with the original agreement. Weld County will incur no cost with this extension. The BOCC signed the original agreement with Hill Petroleum in May 2021 (agreement No. 2100085) that includes a clause to extend the Original Agreement for an additional 365 -day period, which will begin May 24, 2022, and will end on May 23, 2023. There are no changes to the original agreement and pricing, all other terms and conditions remain unchanged Hill Petroleum. Agreement Extension Renewal The attached agreement extension between the Board of Weld County Commissioners and Hill Petroleum on behalf of the Weld County Fleet Services Department, provides fuel from May24, 2022 through May 23, 2023. What options exist for the Board? (include consequences, impacts, costs, etc. of options): The Weld County Fleet Service Department is required to provide diesel and unleaded fuel for all county used vehicles. Hill Petroleum has provided this service for three years. With this agreement extension there is no price increase. Diesel fuel purchased is of two (2) grades: 1. #2 ultra -low sulfur with 1/1500 Power Service additive package. 2. Winter diesel blend ultra -low sulfur - #1 and #2 diesel blended 70/30 with 1/1000 additional Power Service additive package. Sites which use diesel fuel will use #2 diesel (summer blend) from approximately March 15th to October 15th and use winter blend #2 diesel from approximately October 15th to March 15th. Winter diesel products can either be blended at the pipeline or blended at the Contractor's facility. Vendors are to specify where this is blended on the Bid Form. Bio-diesel products with a maximum of 2% bio-diesel will be considered comparable to straight #2 diesel; however, Weld County will not pay a premium for this product. All products must meet the specifications detailed in this Invitation to Bid and all winter diesel products must be approved by the Weld County Fleet Services Department prior to use. Use the correct tank chart to convert from inches to gallons. If ullage is calculated by an ATG, it is acceptable to save the ATG inventory tape that shows the ullage in gallons. Keep these records at least six (6) months. However, it is advisable to keep records indefinitely, since they may be required as part of the compliance review concerning a claim for reimbursement from the Petroleum Storage Tank Fund. The requirement to determine ullage before delivery begins applies to all ASTs, including ASTs equipped with overfill prevention equipment that stops delivery or sounds an audible alarm. SECTION 11 TOXICOLOGICAL INFORMATION Health Hazards: Inhalation: Vapors may cause respiratory irritation and central nervous system effect including headache, dizziness, headaches, giddiness, euphoria, vertigo, blurred vision, nausea, numbness, drowsiness, anesthesia, and coma. Gasoline vapors are heavier than air and may cause asphyxiation in enclosed or poorly ventilated area. Overexposure to benzene by inhalation may cause exhilaration, nervous excitation, and/or giddiness, followed by a period of depression, drowsiness, or fatigue, tightness of the chest, unconsciousness, tremors or death. Skin Contact: Skin contact may cause irritation, redness and defatting of the skin. Eye Contact: Eye contact may cause mild irritation with redness, tearing and pain. Ingestion: Swallowing may cause gastrointestinal irritation, nausea, vomiting, diarrhea, vertigo, drowsiness, mental confusion, staggering gait, slurred speech, convulsions, unconsciousness and death due to circulatory failure. Aspiration during swallowing or vomiting may cause lung damage. Chronic Effects of Overexposure: Prolonged occupational overexposure may cause dermatitis. Reports have associated repeated and prolonged overexposure to petroleum distillates with adverse liver, kidney and bone marrow effects and with permanent brain and nervous system damage. Intentional misuse by deliberately concentrating and inhaling the product may be harmful or fatal. Repetitive direct skin application of kerosene over a two year period resulted in skin cancer in laboratory animals. Petroleum hydrocarbons of similar composition and boiling ranges have been known to product kidney damage and tumors in male rats following prolonged inhalation exposures. Benzene has been shown to cause damage to the blood forming system with anemia, leukopenia and thrombocytopenia by all routes of exposure. Mutagenicity: Benzene did not induce in vitro mutation in bacteria using standard AMES test conditions. Mammalian cell gene mutation tests carried out in various human, mouse and Chinese hamster cells resulted in mixed results. Benzene is an in vivo mutagen in mammals, especially when chromosomal aberrations and micronuclei are induced. It has been reported that benzene exposure in humans induces genotoxic effects in lymphocytes in vivo. Reproductive Toxicity: In a reproductive study, rats were administered 250 and 1000 mg/kg of petroleum distillates for at least 70 days prior to mating and during the 14 day mating cycle. The absence of adverse effects on in -life parameters (such as body weight, feed consumption, and clinical observations), a dosage level of 1000 mg/kg/day was considered to be the no -observed -adverse -effect level (NOAEL) for reproductive and systemic toxicity.
