On October 6, 2023, the Air Pollution Control Division will begin a 30 -day public notice period for
Bayswater Exploration and Production, LLC - Calvary Farms North Pad. A copy of this public notice is
enclosed.
Thank you for assisting the Division by posting a copy of this notice in your office. A public copy of
this notice is required by Colorado Air Quality Control Commission regulations. The notice must be
available for public inspection for a period of thirty (30) days from the beginning of the public notice
period. Please reference the public notice for instructions on submitting comments.

Notice is hereby given that an application for a proposed project or activity has been submitted to the
Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Bayswater Exploration and Production, LLC
Facility: Calvary Farms North Pad
Well Production Facility
NENE Quadrant of Section 19, Township 7N, Range 65W
Weld County
The proposed project or activity is as follows: Initial construction permit request (21WE0690) for VRT
associated flare gas (point 007) when electric VRU is down was received on 6/3/2021. Note that a GP08
update for the condensate tank (point 002) at the facility was applied for at the same time. On 9/28/2023,
an application to change coverage for 002 from GP08 to CP 23WE0611 was received. Both CPs are required
to make the facility synthetic minor, so they will continue to be processed together. Additionally, a request
to change coverage for the produced water storage tank (point 003) from GP08 to CP 23WE0094 was
received on 10/18/2022. All three CPs were ultimately reviewed together to obtain facility synthetic minor
status.
This facility is located in the severe ozone nonattainment area. It is synthetic minor for VOC NANSR and OP
programs.
The Division has determined that this permitting action is subject to public comment per Colorado
Regulation No. 3, Part B, Section III.C due to the following reason(s):
• the source is requesting a federally enforceable limit on the potential to emit in order to avoid other
requirements
The Division has made a preliminary determination of approval of the application.
A copy of the application, the Division's analysis, and a draft of Construction Permits 21WE0690, 23WE0094,
Et 23WE0611 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-
notices
The Division hereby solicits submission of public comment from any interested person concerning the ability
of the proposed project or activity to comply with the applicable standards and regulations of the
Commission. The Division will receive and consider written public comments for thirty calendar days after
the date of this Notice. Comments may be submitted using the following options:
