The operator is requesting to construct: two (2) NG-driven RICE for compression purposes and one (1) NG-drive RICE for emergency energy generation (APEN-required/Permit-exempt). Operator is also requesting permitting coverage of ROPE and rod packing emissions from reciprocating compressors. Facility is located in the moderate non -attainment area for ozone (Northern Weld County) and it is not located in a DI community per Colorado EnviroScreen (ver. August 2022). Source is subject to RACT requirements per Regulation Number 7, Section 1.B.2.d. Operator clarified that the compressor station will receive treated gas from a gas plant; therefore, this compressor station is downstream of the point of "custody transfer" and this facility is part of the Transmission and Storage Segment. This compressor station is considered a minor source of criteria and non -criteria pollutants. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • permitted emissions exceed public notice threshold values in Regulation No. 3, Part B, Section III.C.1.a (25 tpy in a non -attainment area and/or 50 tpy in an attainment area) The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and a draft of Construction Permit 22WE0328 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices The Division hereby solicits submission of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission. The Division will receive and consider written public comments for thirty calendar days after the date of this Notice.
