On May 2, 2023, the Air Pollution Control Division will begin a 30 -day public notice period for Rockies
Express Pipeline, LLC - Hereford Ranch Compressor Station. A copy of this public notice is enclosed.
Thank you for assisting the Division by posting a copy of this notice in your office. A public copy of this
notice is required by Colorado Air Quality Control Commission regulations. The notice must be available
for public inspection for a period of thirty (30) days from the beginning of the public notice period.

Notice Period Begins: May 2, 2023
Notice is hereby given that an application for a proposed project or activity has been submitted to the
Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Rockies Express Pipeline, LLC
Facility: Hereford Ranch Compressor Station
Natural Gas Compressor Station in the Natural Gas Transmission Et Storage Segment
NESW quadrant of Section 25, Township 12N, Range 63W
Weld County
The proposed project or activity is as follows: Rockies Express Pipeline, LLC (Rockies) applied on 6/6/2022
for permitting coverage of a new compressor station to be located in the Northern Weld County Area. The
operator is requesting to construct: two (2) NG-driven RICE for compression purposes and one (1) NG-drive
RICE for emergency energy generation (APEN-required/Permit-exempt). Operator is also requesting permitting
coverage of ROPE and rod packing emissions from reciprocating compressors. Facility is located in the
moderate non -attainment area for ozone (Northern Weld County) and it is not located in a DI community per
Colorado EnviroScreen (ver. August 2022). Source is subject to RACT requirements per Regulation Number 7,
Section 1.B.2.d. Operator clarified that the compressor station will receive treated gas from a gas plant;
therefore, this compressor station is downstream of the point of "custody transfer" and this facility is part of
the Transmission and Storage Segment. This compressor station is considered a minor source of criteria and
non -criteria pollutants.
The Division has determined that this permitting action is subject to public comment per Colorado Regulation
No. 3, Part B, Section III.C due to the following reason(s):
• permitted emissions exceed public notice threshold values in Regulation No. 3, Part B, Section III.C.1.a
(25 tpy in a non -attainment area and/or 50 tpy in an attainment area)
The Division has made a preliminary determination of approval of the application.
A copy of the application, the Division's analysis, and a draft of Construction Permit 22WE0328 are available
on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices
The Division hereby solicits submission of public comment from any interested person concerning the ability
of the proposed project or activity to comply with the applicable standards and regulations of the Commission.
The Division will receive and consider written public comments for thirty calendar days after the date of this
Notice. Comments may be submitted using the following options:
