BOARD OF COUNTY COMMISSIONERS
PASS -AROUND REVIEW
PASS -AROUND TITLE: WCR 41 / SH 52 Intersection Project Xcel Energy High Pressure Gas Relocation
Non-refundable Quote Letter
DEPARTMENT: Public Works DATE: 7/5/23
PERSON REQUESTING: Don Dunker, and Cutis Hall
Brief description of the problem/issue:
WCR 41 / SH 52 Intersection Project will install a left turn lane on the WCR 41 north and south legs of the
intersection. Wider shoulders and larger radii at the corners will also be installed. The intersection design was
shifted to the east to avoid a house at the SW corner and a Western Midstream 20" process waterline, 8" gas
line and 12" gas line next to the existing west ROW line. As a result, the shift to the east requires an Xcel
Energy High Pressure Gas metering station at the NE corner to be relocated from its current location further
east.
Xcel Energy has provided staff with a cost estimate of $1,658,490.40 to do this relocation. The cost of
acquiring ROW, easements for the process waterline and gas lines on the west side of the existing road is
expected to cost more than $1.7 million. Xcel has also indicated in the email that the non -refund letter needs to
be signed by the County to agree to this amount. The 2023 budget to do this relocation is currently at
$1,100,000 which indicates an additional $558,490.40 would be required if the BOCC agrees to the relocation
cost. This project has a CDOT/CMAQ grant for $953,445.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options):
Option 1: The Board may choose to recommend approval of the Xcel Energy relocation cost and sign the letter.
Option 2: The Board may choose to request Public Works staff to schedule a work session to discuss the issue.
Recommendation:
To keep the project moving forward and on schedule, Staff recommends the BOCC approve option 1 above
which is to approve the Xcel relocation cost of $1,658,490.40 and sign the letter.

• No frost, in the ground, during construction or agreeing to pay for additional costs during
frost conditions.
• There is an additional charge to open the transformer.
• Providing final grade elevations, at our equipment locations.
• Grade at trench location to be within 6 inches of the final grade.
If necessary our right-of-way agent will mail the right-of-way or easement documents to the
appropriate landowners for their signature. This proposal is contingent upon receiving
easements at no cost to us. Our right-of-way agent will need a copy of the Warranty Deed, the
legal description, and the site drawing in order to prepare the easement for the landowner's
signature.

I was honing to get something to you much sooner I rn refining our estimate, but we're tooting at between 5500t to 5800k to reitxe:e our statiun and piping within tx.ir sire That doesn't include land acquisition
We have a federal rule that requires us to have uui erneiger:cy isuIati xa valves at east 15ft from the buildirig, so although we can nxot the pining anti pat up wane bollards fairly easily, we would ultimately have to move the entire

Sorry IN; is confusing COOT has a project that is mstaiing the traffic signal lights at the Intersection (this year) Wetd county Is designing a separate protect to add felt turning lanes on both legs of WfR 41 Our project is starting the
Jesigtt this year with ROW being purchased and utility relocations to he done in 2023, and roadway ccnstrt'ction :n 2024 I think the correspondence that you forwarded to us was regarding the COOT protect
We have been conrd:nal.ng with COOT on the traffic light locations so that we don't have to r2loCate them when our proiectgocs in As your email stated with the C001 protect. they are ,yorking within the existing ROW for the traffic
pale locations and the Xcel gas valve station isn't affected by their protect The County's roadway widening protect will affect the gas valve station because we decided to push the roadway to the east (there is an enstirg residence and
large gas I nes to the wrst of the intersection we nerd to avoid) I've attached a drawing showing our preliminary layout and you can see how the Xccl valve station is affected
Wald you lot tit know whit the implications would he to move the fac.lity to the east approximately 20' 30'? Could ,ere get an approximate cost at relocating the facility? From what I have laid out for the intersection, the building and
valves west of the 'structure would be most affected As the design progresses, we can provide more detailed drawings

Hi Don,
Unfortunately after speaking with upper management, this is as detailed of a breakdown as we can go.
We are replacing like for like on this station, and any upgrading will come at Xcel Energy's cost.
Best Regards,

Do you have a break down for each main category shown below? This is the information my Board of
County Commissioner will want to see.
Thanks,
Don

Hi Delaney,
I need the backup data as to how you derived at the $1.658M. It needs to show Weld is only paying for
like for like or 4" gas line for a 4" gas line. Please let me know if you have questions.
Thanks,
Don Dunker, P.E.
