The Weld County Board of Health met on July 25, 2023, at 9:00 a.m. in the second -floor hearing room
of the Weld County Department of Public Health and Environment and by via Microsoft Teams.
Those present included:
Board Members: Tom Cope, Doug Printz, Anthony Gallardo, Fred Hepner, Michael Wailes, Lonnie
Ford, Bree Lukens, and Linda Kautz
Others: Katie Sall and Lauren Light from Environmental Health, Jason Chessher, Executive
Director, Weld County Department of Public Health & Environment, Cynthia Horn, Public Health
Chief Nursing officer, weld County Department of Public Health and environment.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Linda Kautz to approve the
agenda. Doug Printz seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the June 27, 2023, meeting. A motion was made to approve by
Tom Cope and Doug Printz seconded the motion and the motion was carried unanimously.
ADMINISTRATIVE REPORT: Jason Chessher reported that he requested a change on his meeting
with commissioners, he is supervised by two commissioners and will be meeting with them on the 4th
Tuesday of the month from now on so he will be able to attend to more BOH meetings. He gave an
update on customer survey results he mentioned that it was outstanding from a scale 1-5 satisfaction
went across the board. Technology upgrade is in process now, some meeting rooms got new monitors,
camaras and mics the board room will continue to be upgraded if funds available. Mosquito's
surveillance trapped 14,000 culex species per trap this year, 4 pools tested positive with West Nile
virus.

Biosolids Renewal:
Denali Water Solutions - Katie Sall presented 11 biosolid renewal applications. No public
comment or concerns were received. Environmental Health recommends approval. DS -200667,
DS -200813, DS -200814, DS -200816, DS -200819, DS200820, DS -200821, DS -200823, DS -200824,
DS -201205, and DS -201319.
A motion was made by Doug Printz to approval the renewals. Linda Kautz seconded the motion,
and the motion was carried unanimously.

Cynthia Horn, Public Health Chief Nursing Officer, Weld County Department of
Public Health, and Environment - Cynthia talked about the new electronic medical
records, WWC and WISEWOMAN programs.
Clinical services had used old medical records for about 18 years and a new records system was
obtained a few months back. Athena I is the new record system now, it's a better system with a
larger variety of features available to clients, like patient portal, billing capability, medical records
history between Health Department & Sunrise Clinic, program is a good way of partnership. Athena
I is up and running to full schedules now.
Women's Wellness Connection (WWC) and Wisewoman Programs — women 21-64 years old for
cervical cancer screenings and 40-64 years old for breast cancers screening (wisewoman) — The
Women's Wellness Connection program provides breast and cervical cancer screenings, clinical
breast exams, mammograms, pelvic exams, and Pap tests to eligible women and assists with

diagnostic testing for those with abnormal screening results. If a woman is diagnosed with breast or
cervical cancer, she can be enrolled in the Breast and Cervical Cancer Prevention and Treatment
Program (BCCP) through Health First Colorado. The Well -Integrated Screening and Evaluation for
Women Across the Nation or WISEWOMAN (WiWo) works in conjunction with the WWC program to
provide cardiovascular disease risk factors screenings for women ages 40-64. These screenings
include blood pressure, glucose, and cholesterol. The program also offers risk reduction counseling,
referrals, lifestyle programs, and other health behavior support options to improve control of
hypertension and other cardiovascular disease risk factors.
WCHD can assist women with one-on-one health education, providing transportation, arranging
dependent care, assisting with appointment scheduling and health insurance enrollment and
translation if necessary. Services are at no cost to patients or Weld County it is funded by CDPHE.
281women were screened last year.
Staff Discussion:
Lauren talked about the HHW program and mentioned some of the services they offer to Weld
County residents.
Tom Cope requested a presentation from HHW program to be scheduled.
Meeting was adjourned at 9:35 am. Next meeting is August 28, 2023.
