HomeMy WebLinkAbout20232080.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, JULY 24, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 24, 2023, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County Commissioners meeting of July 10, 2023, as printed. Commissioner Buck seconded the motion and it carried unanimously. • READ ORDINANCE BY AUDIO: Commissioner Ross moved to read Code Ordinance #2023-11 by audio. The motion was seconded by Commissioner Buck, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. el CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion and it carried unanimously. • PRESENTATIONS: 1) ANNUAL CAPITAL CREDIT CHECK — UNITED POWER, INC: Chair Freeman invited the representatives from United Power, Inc., to come forward. Brian Blehm, Account Advisor for United Power, Inc., introduced Ursula Morgan, Troy Whitmore, Beth Martin, and Jenny Busiek. He presented the annual capital credits return check to the Board of Commissioners, and shared United Power, Inc., is an electric cooperative that serves Weld County. Mr. Blehm stated the company is rapidly growing, currently serves 107,000 homes and businesses along the northern front range, and entitles each member to be an owner, with the opportunity to have an active voice in the financial stake in the operation. He stated Weld County government is a member and an owner, therefore, today they are presenting a capital credit check in return for the County's investment into United Power, Inc. Mr. Blehm stated the amount is calculated based on consumption of electricity, how the electrical power is used in the operation, and the length of membership. Minutes, Monday, July 24, 2023 7 Page 1 2023-2080 BC0016 • Troy Whitmore stated the Board overseeing United Power, Inc., authorized the capital credit retirement of $4.5 Million in 2023, which was allocated among the members. He stated since 1997, Weld County has received more than $30,000.00 in credits, with this year's capital credits being $1,436.33. (Clerk's Note: The group gathered fora photo opportunity.) • WARRANTS: 1) GENERAL WARRANTS - JULY 21, 2023: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously. :,= BIDS: 1) APPROVE BID #B2300141, CATTLE GUARDS - DEPARTMENT OF PUBLIC WORKS: Rose Everett, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, DBE Manufacturing and Supply, for a total amount budgeted for $41,000.00. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. = 2) PRESENT BID #B2300143, CARBIDE CUTTING BITS (PICKS) - DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated two (2) bids were received and staff will make a recommendation on August 7, 2023. • 3) PRESENT BID #B2300116, LEARNING/TRAINING CONTENT FOR INTEGRATION INTO WORKDAY - DEPARTMENT OF INFORMATION TECHNOLOGY AND DEPARTMENT OF HUMAN RESOURCES: Ryan Rose, Director of the Department of Information Technology, stated two (2) bids were received and staff will make a recommendation on August 7, 2023. ei NEW BUSINESS: 1) CONSIDER CONTRACT ID #7146 SERVICE PROPOSAL TO IMPLEMENT PROCESSING VITAL RECORDS CERTIFICATE ORDERS AND AUTHORIZE CHAIR TO SIGN - GENESIS SYSTEMS, INC., DBA GOCERTIFICATES.COM, INC.: Jason Chessher, Director of the Department of Public Health and Environment, stated this service proposal allows vital records to be processed at the County level, rather than at the State level. He stated they expect 700-800 vital records requests, based on 2022 amounts, which would be $11,000.00 in additional revenue for the County, with no additional staff or costs. Commissioner Ross moved to approve said service proposal and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. el 2) CONSIDER CONTRACT ID #7150 PRIMARY CARE MEDICAL PROVIDER AGREEMENT AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY - CARELON BEHAVIORAL HEALTH: Mr. Chessher stated this contract is due to the name change of the company, formerly known as Beacon Health. He stated Carelon Behavioral Health is the Medicaid administrator for the region, and this agreement allows the County to maximize reimbursement for those who receive Medicaid, with no additional staff or costs. Commissioner Buck moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously. 3) CONSIDER APPLICATION FOR TIER II AMBULANCE SERVICE LICENSE AND AUTHORIZE CHAIR TO SIGN — METRO ONE AMBULANCE, LLC: Gabri Vergara, Department of Public Health and Environment, alongside Doug Prunk, Vice President (VP) of the Emergency Medical/Trauma Services (EMTS) Council, stated this request is for a Tier II application from Metro One Ambulance, LLC, to allow operation in Weld County for transportation services only. She stated as a Tier II, they will not be responding to emergency or primary medical care calls. Commissioner James moved to approve said application and authorize the Chair to sign said license. The motion, which was seconded by Commissioner Buck, carried unanimously. Minutes, Monday, July 24, 2023 Page 2 2023-2080 BC0016 • 4) CONSIDER TENT RENTAL CONTRACT FOR PIG SHOW RING AT 2023 WELD COUNTY FAIR AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY - FLEXX PRODUCTIONS, LLC: Bruce Barker, County Attorney, stated this contract is for emergency placement of the tent for the Pig Show at the 2023 Weld County Fair for the cost of $13,000.00. He stated there is action being taken to recover the deposit with the former contractor. Commissioner Buck expressed the tent is of great quality for the 4H pig event. Commissioner Ross moved to approve said contract and authorize the Chair to sign electronically. The motion was seconded by Commissioner James, and it carried unanimously. • 5) CONSIDER APPOINTMENT OF COMMISSIONER PERRY L. BUCK TO CERTAIN ADVISORY BOARDS: Commissioner James moved to approve said appointment. The motion was seconded by Commissioner Ross, and it carried unanimously. • 6) FIRST READING OF CODE ORDINANCE #2023-11, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 7 EMERGENCY MEDICAL SERVICES OF THE WELD COUNTY CODE (AMBULANCES): Mr. Chessher and Ms. Vergara, presented the proposed changes regarding permitting reserve ambulances that are held in storage until a frontline ambulance goes out of service due to maintenance or damage. He stated these are allowed to be stored without certain medications on board due to a short shelf life. In response to Commissioner James, Doug Prunk, Fire Chief for the Town of Firestone and Town of Frederick, and VP of EMTS Council, stated the amount of time to recover a stored ambulance and transfer equipment and stock medications takes an average of two (2) hours. No public testimony was offered concerning this matter. Commissioner Ross moved to approve Code Ordinance #2023-11 on First Reading. The motion was seconded by Commissioner James, and it carried unanimously. • PUBLIC COMMENT: There was no public comment. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2023-11 was approved on First Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
