While the emisisons factor for VOC increased from last issuance, the requested uncontrolled and controlled emissions decreased From 684 and 34.2 tpy respectively in issuance one to 140 and 7 tpy for this issuance. Requested emissions for all other criteria pollutants and HAPS also decreased for this point. Therefore the modification to point 001 represents only a decrease in emissions. Point 002 has dropped below APEN reporting thresholds and is cancelled in this project, representing decrease in emissions. Point 003 continues to use state default emission factors for loadout and reduced it's throughput from 532,900 to 98,500. All requested emissions from point 003 have decreased correspondingly. Point 013 has updated site specific emissions factors as a result of sampling and reduced its requested throughput from 4.5 MMscf per year to 3.80 MMSCF. Although SSEF for VOC increased for this issuance, the reduction in throughput results in lower requested VOC emissions than in issuance one. Therefore modification of point 013 represents a decrease in emisisons. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements The Division has made a preliminary determination of approval of the application.
