HomeMy WebLinkAbout20230871.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MARCH 27, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 27, 2023, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio • MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of March 13, 2023, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • READ ORDINANCE BY AUDIO: Commissioner Ross moved to read Code Ordinance #2023-03 by audio. The motion was seconded by Commissioner Buck, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. ▪ CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. • COMMISSIONER COORDINATOR REPORTS: Commissioner Saine reported that she and Tom Parko, Director of the Department of Planning Services, met with representatives of Peaceful Acres last week and will continue that conversation in a work session. El WARRANTS: 1) GENERAL WARRANTS - MARCH 24, 2023: Commissioner James moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. Minutes, Monday, March 27, 2023 Page 1 2023-0871 BC0016 BIDS: 1) APPROVE BID # B2300086, CONCRETE, WASHED ROCK, AND SQUEEGEE - DEPARTMENT OF PUBLIC WORKS: Rose Everett, Purchasing Department, stated staff recommends selecting the sole bidder who met specifications for squeegee for southern Weld County, J-2 Contracting Company, for the price of $10.50 per ton, and confirmed there was no bid for squeegee for northern Weld County. She further stated staff recommends selecting the lowest bidder who met specifications for washed rock, all Class D and flowfill, Raptor Materials, LLC, for the total budgeted amount of $270,600.00. In response to Commissioner Ross, Duane Naibauer, Deputy Director of the Department of Public Works, explained squeegee is an industry term for 3/8th-inch pea gravel. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried unanimously. El 2) PRESENT BID #62300090, ROAD BASE SUPPLY (CLASS 6) - DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated five (5) bids were received and staff will make a recommendation on April 10, 2023. 3) PRESENT BID #62300082, CUSTODIAL SERVICES FOR DOWNTOWN GREELEY BUILDINGS - FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated nine (9) bids were received and staff will make a recommendation on April 10, 2023. PLANNING: 1) FIRST READING OF CODE ORDINANCE #2023-03, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING OF THE WELD COUNTY CODE (MISCELLANEOUS ZONING): Jim Flesher, Department of Planning Services, stated there was a work session held to discuss the proposed changes to Chapter 23 of the Weld County Code, which include eliminating of the building coverage limitations for the Agricultural and Estate zone districts. He further explained currently there is a limit on building coverage, which is only applied to accessory buildings, not the principal dwelling, concerning lots less than ten (10) acres. Mr. Flesher explained the Code allows owners to exceed that limit if there is a Use by Special Review (USR) Permit; however, that process is not the best method for aesthetics. No public comment was offered concerning this matter. Commissioner James moved to approve Code Ordinance #2023-03 on First Reading. The motion was seconded by Commissioner Ross, and it carried unanimously. PUBLIC COMMENT: No public comment was offered. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2023-03 was approved on First Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
