M. , in the chambers of the Board of County Commissioners of Weld County at Greeley, Colorado, for the purpose of hearing the petition of A. Gordon Brenckle, 615 East 24th Street, Greeley, Colorado, requesting a change of zone from "E" Estate District to "M-H" Mobile Home District, and WHEREAS, the petitioner was present and represented by his attorney, Thomas A. Richardson, and WHEREAS, there was no one present in opposition to the change of zone, and WHEREAS, the Board of County Commissioners heard all the testimony and statements from those present, and WHEREAS, the Board of County Commissioners has studied the recommendations of the Weld County Planning Commission as submitted, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS, that the petition of A. Gordon Brenckle, 615 East 24th Street, Greeley, Colorado, for change of zone from "E" Estate District to "M-II" Mobile Home District, said area being more particularly described as follows: The Southeast Quarter of the Northwest Quarter (SE 'NW,r'-) of Section 16, Township 5 North, Range 65 West of the 6th P. M, , Weld County, Colorado, containing 40 acres, more or less, is hereby granted under the conditions following: 1.. Any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. All applicable subdivision regulations, zoning regulations and mobile home and mobile home park regulations shall be followed and complied with to the satisfaction of the Board of County Commissioners of Weld County, Colorado. 3. ENVIRONMENTAL CONSULTANTS home living is rapidly becoming an accepted way of life in -the United States, for an increasing segment of its urban and suburban dwellers. This trend ,.ill continue in the foreseeable.future because of the explosive urban growth, our more mobile population., mounting land costs, improvement costs and building costs. These and other factors all point to more intensive utilization of land and lower cost housing for urban living. The mobile home dweller today has a narrow choice in most urban areas between the stereotyped mobile home parks with their small lots which can- , f not acco--odate today's double wides or modular homes, which are rapidly coming on the market, their lack of facilities and amenities, and just the lack of good environment. A new form of mobile home park is now beginning to emerge which is sometimes called the cluster development. Its major departure from conven- tional mobile home parks is in the close attention to open space, good design and a better environment. A developer of such a project is con- cerned with building for long term values and renter acceptance in a period of rapid obsolescence and changing market demands. To more define the cluster development we can say it tends to be larger, with several hundred units. Because it has more land, it has a better land use plan with more open space and often with lower densities per acre. It has a greater variety of lot sizes which provides a wider range of accommodations, thus it has a broad rental range. _Size is important in creating a gcod environment, ideally, there should be enough land so that the land :lan ner, architect and landscape • architect can create a distinctive and attractive atmosphere and enviro n- Y;.ent. Creating a good environment is one of the most valuable amenities of the new type mobile home parks. EAST TERRACE PARK wellzsap4:net ldensity development util- medium ;zing advanced mobile home park design concepts to create a better environ- ment for mobile home dwellers. This forty acre tract has used a greater freedom in design which in turn gives a development a character, refresh- ingly different from the stereotyped mobile home park. In East Terrace Park, the character is created by developing landscaped common open space areas, and allowing street widths to vary. In East Terrace Park there is a more efficient utilization of the individual building sues through the placement of each mobile home, car- -ports and garden courts. With this concept, the whole site is designed as a living environment and each site is designed in relation to the others around it. This concept also allows all space to he used effectively in- stead of wasting it. The common open space areas serve several purposes. They provide screening between residences, as well as an attractive backdrop for rear yard courts and patios, and they provide a location for pedestrian circu- lation within the mobile home park, thus eliminating the need for most conventional sidewalks along streets. ice common open space also ties the j area together with uniform, well kept, landscaped areas that serve a limited recreational space. _Common area improvements will censia_ entirely of landscaping. Common area landscaping will include the planting of trees, sodding, and toe development of shrub and rock type landscape groupings at entries and other appropriate areas. Common area improvements will also consist of recreational spaces such as ball fields, basketball courts, tennis courts and tot lots. This initial landscaping, in addition to provisions for necessary watering facilities, will be done by the developer and will be accomplished as placement of mobile homes in the area permits. When mobile homes adjacent to a certain section of common open space are completed, -that section will be landscaped. Parkways and other street landscaping will be accomplished as streets are completed sufficiently to insure pro- tection to the landscaping. Every owner within East Terrace Park has the right and easement of enjoyment to the common open space areas subject to various rights and regulations of the developer. last Terrace Park is a forty acre development with 6.2 units per gross acre and about 8 units per net acre, with a total of 250 units or develop- ment. All streets within the park will be of a hard surface and will be curbed and guttered. The paved surface of such streets will be of adequate width to accommodate anticipated traffic within the park. All access and collector streets with parallel parking on both sides, 36 feet minimum width. All other service streets with no parking on either side, 30 feet minimum width. All streets within the park are only of the service nature and not dedicated, but are also open to all emergency and service vehicles. All service access roads and walkways will be lighted for the safe movement of vehicles and pedestrians at night. Al_ utilities within the park will be installed underground. . The entire ground surface within the park will be graded and equipped in such a manner as to provide diversion of water away from buildings, patios and mobile home stands. Each mobile home stand will be equipped with anchors embedded in concrete or asphaltic concrete to secure the mobile home from overturning or sliding. The mobile home stand will have access to a paved street, driveway or parking area .and will be surfaced wit: concrete, asphalt, gravel, crushed rock or other like material. Mach mobile home site or lot :•rw;l have two off-street parking spaces which will also be surfaced with one of the above materials. There will be an office and recreation building within the park. It will provide office area for East Terrace Park developers and an area for group meetings or large parties. It will also provide emergency toilet facilities. We are not providing commercial laundry facilities because we.feel it distracts from the major use of the park and that all new mobile homes have these facilities within -the unit. If not, this facility should be carried on in -a commerci-al area off the site. East Terrace Park is divided into groupings. One grouping of families with children and the other for families without children. -The grouping , r for children consists of Lots 99 through 152 and Lots 1-95 -through 249. The grouping for adults only consists of Lots 1 -through 98 and Lots 153 through 194. F All the facilities which we have provided along with open space, low density, better use of the land, all point to a better environment and a better mobile home park. Exhibits Exhibit No. 1 consists of the approved preliminary map for East Terrace Park, mobile home park, on which is shown the proposed street and lot layout. Large arrows indicate the direction of flows across the lot. Short arrows indicate the direction of flow of the storm water within these street sections. Exhibit No. 2 shows the surrounding areas, in relation to the mobile home park on an aerial photograph. General drainage pattern is shown by arrows. Drainage Plan As shown on Exhibit No. 1, in the Northeast 10 acres of the property, there is an existing depression which varies from 0 feet on the South side to approxi- mately 4 foot of depth on the North property line. It is proposed that this area be filled so that all lots and streets will conform to the overall drainage plan as shown. With the filling of this area there will be no areas within the Park, which will be subject to inundation. All storm water within the area will be carried overland and in the street system and no storm sewers will be required to collect and transport the water. The area directly South of the proposed East Terrace Park, mobile hoee park, contributes 102 cubic feet per second of storm water runoff that will cross 24th Street at the Southwest Corner of the property and flow in a Northerly direction along the entire West boundary of the property. At the Northwest Corner of East Terrace Park, there will be a quantity of 176 cubic feet per second of storm water runoff. This amount is an accumulation of water from the Park and the adjacent area from the South and the West. The general drainage pattern at the Northeast Corner of the Park will cause the water to flow in a Northerly direction toward 20th Street. The gradient to 20th Street is approximately .2% slope. At the present time, any storm water that collects at the Northwest Corner will spread out over the general area, due to its flatness and flow as sheet flow along the natural drainage way. As the terrain in the direction of natural flow is very flat, subsequent development in the area between the propoocd mobile home park and 20th Street may require a storm sewer conduit to be constructed to carry storm drainage to the Cache La Poudre River. If this storm sewer system has to be constructed in the future, it can be accomplished from the storm drainage fees that will be collected during the development of the total drainage area. Conclusion It is our conclusion that the development of the 40 acre mobile home park will not be affected by the adjacent areas, nor will greatly affect the Brea to the North along the natural drainage, if the following recommendations are completed. The existing low area be graded to provide that all storm water will run overland and no areas within the development will be subject to inundation. 2 . The area along the west boundary be graded and improved to carry the storm water from the area to the South to the northwest Corner of the property. 3. Proposed 22nd Street be rough graded, as much as possible, to provide a path for storm water to run westerly along the North property line. 4. Minimum street gradients be provided within the mobile home park to carry the storm water. 5 .
