HomeMy WebLinkAbout20230554.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, MARCH 1, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 1, 2023, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of February 15, 2023, as printed. Commissioner Ross seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. ▪ CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. • PROCLAMATIONS: 1) UNIVERSITY BULLDOGS DAY, CLASS 3A POMS STATE CHAMPIONSHIP - MARCH 1, 2023: Chair Freeman read the proclamation for the record. Taylor Clark, Team Captain, gave an overview of their season, and stated it took dedication and perseverance to win State this year after placing second last year. The remaining team members introduced themselves for the record. Regina Shepard, Coach, thanked the Board for inviting the team to return and be recognized for their State championship. In turn, each of the Commissioners extended their congratulations to the team for their accomplishments and applauded their outstanding leadership skills and hard work. (Clerk's Note: The group gathered for a photo opportunity.) 4/5 Minutes, Wednesday, March 1, 2023 Page 1 2023-0554 BC0016 • WARRANTS: 1) GENERAL WARRANTS - FEBRUARY 28, 2023: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner James seconded, and upon a roll call vote of four (4) to one (1), the motion carried, with Commissioner Saine opposed. • BIDS: 1) APPROVE BID #62300065, CISCO NETWORK SWITCHES — DEPARTMENT OF INFORMATION TECHNOLOGY: Aleksei Churyk, Department of Information Technology, stated two (2) bids were received, and staff recommends selecting the lowest bidder who met specifications, Zivaro, Inc., for a total amount of $100,538.56. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. • 2) APPROVE BID #B2300052, FIRE ALARM UPGRADE - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated this bid is for upgrading six (6) Weld County properties, and the lowest bidder did not meet specifications due to not including pricing for all locations. Therefore, staff recommends selecting the second lowest bidder who met specifications, Ottem Electronics, Inc., for a total amount of $205,032.00. Commissioner Ross moved to approve said bid, per the staff recommendation. The motion was seconded by Commissioner Buck, and it carried unanimously. El 3) APPROVE BID #62300059, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT BUILDING SECOND FLOOR PAINTING - FACILITIES DEPARTMENT: Ms. Peters stated staff recommends selecting the sole bidder who met specifications, Painting NoCo, LLC, for a total amount of $49,560.00. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 4) PRESENT BID #B2300003, WALK BEHIND COMPACTOR VIBRATORY TRENCH ROLLER - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated three (3) bids were received and staff will make a recommendation on March 15, 2023. El 5) PRESENT BID #B2300004, ARTICULATING WHEEL LOADER - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated six (6) bids were received and staff will make a recommendation on March 15, 2023. 6) PRESENT BID #62300005, 20 -TON SINGLE DRUM VIBRATORY ROLLER - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated four (4) bids were received and staff will make a recommendation on March 15, 2023. • 7) PRESENT BID #62300006, 29 -TON PNEUMATIC TIRE ROLLER COMPACTOR - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated four (4) bids were received and staff will make a recommendation on March 15, 2023. El 8) PRESENT BID #B2300007, MOTORGRADERS (QTY 5) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated three (3) bids were received and staff will make a recommendation on March 15, 2023. Ell 9) PRESENT BID #B2300008, 80 -FOOT FOLDING CONVEYOR - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated three (3) bids were received and staff will make a recommendation on March 15, 2023. Minutes, Wednesday, March 1, 2023 Page 2 2023-0554 BC0016 • 10) PRESENT BID #62300009, ROAD BROOM SWEEPER - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated one (1) bid was received and staff will make a recommendation on March 15, 2023. • 11) PRESENT BID #62300010, ARTICULATING WHEEL LOADER - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated six (6) bids were received and staff will make a recommendation on March 15, 2023. El 12) PRESENT BID #B2300011, TOWABLE PORTABLE AIR COMPRESSOR - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Peters stated three (3) bids were received and staff will make a recommendation on March 15, 2023. • 13) PRESENT BID #B2300071, DIGITAL SIGN PRINTER, PLOTTER AND LAMINATOR - DEPARTMENTS OF PUBLIC WORKS: Ms. Peters stated five (5) bids were received and staff will make a recommendation on March 15, 2023. Ei 14) PRESENT BID #B2300072, 2023 TREE TRIMMING AND TREE REMOVAL MAINTENANCE CONTRACT - DEPARTMENTS OF PUBLIC WORKS: Ms. Peters stated two (2) bids were received and staff will make a recommendation on March 15, 2023. In response to Commissioner Buck, David Springer, Director of Fleet Services, agreed that it is good to see some new vendors submitting bids, and stated large equipment has not encountered the same supply chain challenges as passenger vehicles. • NEW BUSINESS: 1) CONSIDER CONTRACT ID #6681 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN — PAMELA BARDEN: Tami Grant, Deputy Director of the Department of Human Services, stated this is a new certified provisional kinship foster care home located in Eaton, Colorado. Commissioner Buck moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried unanimously. El 2) CONSIDER CONTRACT ID #6693 CONTRACT AMENDMENT #3 TO SERVE AS SINGLE ENTRY POINT AGENCY FOR LONG-TERM CARE SERVICES AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Ms. Grant stated this amendment clarifies contract requirements related to the Colorado Single Assessment and Person -Centered Support Plan, data entry requirements for the new Care and Case Management System, and Public Health Emergency Contracts. Commissioner Buck moved to approve said amendment and authorize the Chair to sign and submit electronically. Seconded by Commissioner Ross, the motion carried unanimously. • 3) CONSIDER TEMPORARY CLOSURE OF CR 42 BETWEEN CRS 17 AND 19: Kevin Hettinger, Department of Public Works, stated this closure is at the request of the Central Weld County Water District, to begin on March 6, 2023, and go through March 31, 2023, for repair of a 20 -inch water main due to damage incurred during the installation of fiber optic lines. He further stated the detour route is paved. Commissioner Buck moved to approve said temporary closure. The motion was seconded by Commissioner Ross, and it carried unanimously. Minutes, Wednesday, March 1, 2023 Page 3 2023-0554 BC0016 ▪ 4) CONSIDER TEMPORARY CLOSURE OF CR 40 BETWEEN CRS 39 AND 41: Mr. Hettinger stated this closure is at the request of the Central Weld County Water District, to begin on March 6, 2023, and go through March 10, 2023, for the installation of a new residential water line. He further stated the detour route is gravel, and water will be used for dust control. Commissioner Ross moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. El 5) CONSIDER APPOINTMENT OF CERTIFYING OFFICIAL FOR ENVIRONMENTAL REVIEW: Elizabeth Relford, CDBG Program Manager, stated the US Department of Housing and Urban Development (HUD) requires the appointment of a manager for the allocation of funding. She stated Don Sandoval, was appointed in this roll on July 12, 2021, but has since retired; therefore, she has been fulfilling that role and recommends that she be appointed, and to retain Ryan Rose, Director of Finance Administration, as the alternate. Commissioner Ross moved to approve said appointment. The motion was seconded by Commissioner Buck, and it carried unanimously. • 6) CONSIDER CONTRACT ID #6705 EXHIBIT K OF COLORADO OPIOIDS SETTLEMENT MEMORANDUM OF UNDERSTANDING (FIVE [5] SETTLEMENT PARTICIPATION FORMS) AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Bruce Barker, County Attorney, recalled approval of a Memorandum of Understanding with the State of Colorado for an allocation of funds from a Colorado Opioids settlement in December 2021, followed by approval of two (2) settlements in early 2022. He further stated, since then, there have been five (5) more settlements, reflected in the attached Exhibit K. Commissioner James moved to approve said Exhibit K and authorize the Chair to sign electronically. The motion was seconded by Commissioner Ross, and it carried unanimously. El PUBLIC COMMENT: There was no public comment. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
