On June 27, 2023, the Air Pollution Control Division will begin a 30 -day public notice period for
Crestone Peak Resources Operating, LLC - Liquids Handling Hub. A copy of this public notice is
enclosed.
Thank you for assisting the Division by posting a copy of this notice in your office. A public copy of
this notice is required by Colorado Air Quality Control Commission regulations. The notice must be
available for public inspection for a period of thirty (30) days from the beginning of the public notice
period. Please reference the public notice for instructions on submitting comments.

NOTICE is hereby given that an Operating Permit application has been submitted to the Colorado Air
Pollution Control Division, 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530, for the following
source of air pollution:

Crestone Peak Resources Operating, LLC has applied for an Operating Permit for the Liquids Handling Hub in
Weld County, CO. This facility is an oil and gas liquids handling facility. This is the initial issuance of the
operating permit. This initial issuance incorporates modifications to the produced water storage vessels,
condensate truck loadout and off -spec storage vessels. Routine or predictable emissions are also being
permitted. The modifications requested result in a decrease in NOx emissions of 1.6 tons/year, an increase
in VOC emissions of 7.1 tons/year and an increase in CO emissions of 0.7 tons/year. A copy of the
application, including supplemental information, the Division's analysis, and a draft of Operating Permit
20OPWE416 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-
notices. The Division has made a preliminary determination of approval of the application. Based on the
information submitted by the applicant, the Division has prepared the draft operating permit for approval.
Any interested person may contact the division atcdphe_apcd_title_v@state.co.us to obtain additional
information. Any interested person may submit written comments to the Division concerning 1) the
sufficiency of the preliminary analysis, 2) whether the permit application should be approved or denied, 3)
the ability of the proposed activity to comply with applicable requirements, 4) the air quality impacts of,
alternatives to, and control technology required on the source or modification, and 5) any other appropriate
air quality considerations. Any interested person may submit a written request to the Division for a public
comment hearing before the Colorado Air Quality Control Commission (Commission) to receive comments
regarding the concerns listed above as well as the sufficiency of the preliminary analysis and whether the
Division should approve or deny the permit application. If requested, the hearing will be held before the
Commission within 60 days of its receipt of the request for a hearing unless a longer time period is agreed
upon by the Division and the applicant. The hearing request must: 1) identify the individual or group
requesting the hearing, 2) state his or her address and phone number, and 3) state the reason(s) for the
request, the manner in which the person is affected by the proceedings, and an explanation of why the
person's interests are not already adequately represented. The Division will receive and consider the written
public comments and requests for any hearing for thirty calendar days after the date of this Notice.
