RE: APPROVE APPOINTMENT OF CERTIFYING OFFICIAL FOR ENVIRONMENTAL
REVIEWS OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDED PROJECTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, in accordance with the requirements of the U.S. Department of Housing and
Urban Development, the Weld County Community Development Block Grant (CDBG) Program
must provide environmental reviews of projects funded with CDBG funds, and
WHEREAS, the Weld County Board of Commissioners deems it advisable to appoint
Elizabeth Relford, Community Development Block Grant Program Manager, as the Certifying
Official for Weld County, with Ryan Rose, Chief Information Officer and Director of Finance
Administration, as the Alternate Certifying Official, both authorized to execute a Request for
Release of Funds and Certification, along with the legal capacity to carry out the responsibilities
of the National Environmental Policy Act (NEPA) on projects funded with CDBG funds.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Elizabeth Relford, be, and hereby is, appointed as the Certifying Official,
and that Ryan Rose be, and hereby is, appointed as the Alternate Certifying Official, both with the
authority to execute a Request for Release of Funds and Certification, along with the legal
capacity to carry out the responsibilities of the National Environmental Policy Act (NEPA).
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 1st day of March, A.D., 2023.

PASS -AROUND TITLE: Certifying Official for CDBG Environmental Reviews

PERSON REQUESTING: Elizabeth Relford
Brief description of the problem/issue:
The Weld CDBG program must provide environmental reviews of projects funded with CDBG funds. The
Certifying Official is the person authorized to execute a Request for Release of Funds and Certification and
has the legal capacity to carry out the responsibilities of NEPA (National Environmental Policy Act) on projects
funded with Weld CDBG funds.
On July 12, 2021, the Commissioners appointed Don Sandoval as the Certifying Official. With his retirement
and my appointment, I am requesting the Board replace him with me as the Certifying Officer for the CDBG
Program. Ryan Rose will remain as the alternate Certifying Official.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1. Adopt a new resolution appointing Elizabeth Relford as the Certifying Official for CDBG Environmental
Reviews.
2. Adopt a different county employee.
Recommendation:
On the next available BOCC agenda, approve a resolution appointing Elizabeth Relford as the CDBG Program
Certifying Official for Environmental Reviews.
