The purpose of these funds and the established goal for JAG 2023 is to support implementation of sustainable programs or to provide resources that prevent or reduce or address crime, delinquency, recidivism, or improve outcomes for those affected by crime, using innovative, multidisciplinary, evidence based, promising or best practices. The State anticipates that approximately $3.2million will be available for the 2023 JAG subgrant application. The Sheriffs Office would like to submit an application for the following equipment 1. 6x stationary license plate readers (LPR) to cover high crime areas in Weld County and counteract vehicle theft. The purchase total includes: camera, wireless modem, mounting, ethernet cable, operation center license, engineering day field support. Cameras are covered with a five-year warranty. The price is based on a quote which is subject to change. Estimated cost total $99,858 or $16,643 per LPR No additional cost, except SIM cards in the amount of $2900 total, would arise for the first 5 years. After five years we can elect to pay $1,000 warranty per camera. Cost was compared to a LPR leasing agreement, which turned out to be lower in cost for the first year but added a yearly service agreement to the WCSO budget that calculated higher than the purchase option. What options exist for the Board? Be clear and succinct. The purpose of this request is to seek funding for six stationary License Plate Readers (LPRs). Weld County covers a total of 4,017 square miles and is a "hub" for stolen vehicles due to two interstates and eleven highways that serve Weld County. Strategically deployed LPRs, in high -crime and high traffic areas, are an innovative, multidisciplinary, evidence -based practice to recover stolen vehicles. The LPRS are critical to the citizens of Weld County, Colorado in general and the Weld County Sheriffs Office, because they can provide data to identify stolen vehicles and allow deputies to respond to victims of crime. Colorado is the nationwide leader in auto theft since 2020 and has been second in the nation for property crimes the past two years. Between the years 2019 and 2022, vehicle theft rose 111.6 % (Institute, 2022). During 2022, more than 45,000 auto thefts occurred in Colorado. (Doane, 2023). These devices will help apprehend auto theft suspects. 7. Problem Statement: Refer to the JAG Application Instructions to see the additional questions that need to be addressed. Stolen vehicles result in victim's lost work time, financial hardship, and crime weary communities. In September 2022, Governor Jared Polls wrote to the Colorado Commission on Criminal and Juvenile Justice seeking increased penalties for persons convicted of auto theft. The Weld County Sheriffs Office is proactively addressing the search and recovery of stolen motor vehicles by utilizing mobile LPRs. The agency currently has three mobile LPRs that are deployed throughout the county. The Weld County Sheriffs Office Patrol unit is requesting six stationary cameras, which are solar powered, LTE enabled, and store data on cloud servers. The plan is to strategically place these LPRs in areas with high crime rate to assist in addressing the issue of stolen vehicles and secondary associated crime(s) inherent with these incidents. Criminals steal vehicles, and drive them through local communities, often to facilitate other crimes. The proposed LPRs are "linked" into the statewide system of other similar devices. Stolen vehicles can then be tracked backwards through the software, showing from when/where the vehicles were taken, or where they come to rest This allows law enforcement to hold suspects accountable and return vehicles/property to victims As diverse as Colorado is, that same diversity is represented in the Weld County Sheriffs Office The deputies that compose the Sheriffs Office come from and live in the communities of Weld There are deputies that have worked other industries in Weld, send their children to school in Weld, or have retired and stayed in Weld They see and feel the impact of auto theft and associated crimes in their neighborhoods This project will enable local law enforcement agencies to collaborate through data sharing and assist in identifying criminals The system provides real time alerts, which means deputies can spent more time clearing cases and it decreases his/her time searching These LPRs provide details to support cases They support the goal to build safer communities because they unite civilians and law enforcement in solving crimes efficiently Total vehicle theft statewide has increased by 94% from 2019 to 2022 and almost tnpled from 2019 to 2022 in Weld County, increasing from 700 in 2019 to 1940 in 2022 This translates to more than 5 thefts per day in Weld County alone Stationary LPRs will provide a good investigation approach in high crime areas The funding application is based on a vendor quote dated February 2023 Pnces are subject to change The Weld County Sheriffs Office (WCSO) is applying for this grant funding because the agency has seen a reduction in revenue due to Covid and fewer citation revenue Just like much of the country, Weld saw an economic downturn through the pandemic and feels the impact of inflation by rising cost across all divisions WCSO was not able to fund a mobile LPR unit within their 2023 operational budget The agency is searching for other available funds to cover the cost of these stationary LPRs, which are needed to solve crimes effectively and efficiently WCSO will pay for the yearly air card service at $4,320 per year and additional permit and installation cost for the stationary LPRs 8 Implementation Plan (Limit 6500 characters) What do you plan to dov What are the steps in your process? The outcome for the implementation of six additional stationary LPRs is estimated to be a 5% increase in stolen vehicle recovery. The percent is based on implementing all six cameras. The LPRs will enable WCSO to identify stolen vehicles and create new leads. Predicting how many stolen cars the agency will identify by using the new LPRs is difficult, because stationary cameras are not currently used and therefore all additional identifications will result in a beneficial outcome. WCSO is going to collect the count per month and will report quarterly on the number of vehicles that are being identified with the newly implemented LPRs. The timeframe to evaluate the goal will start on the implementation date, when the LPRs are ready to use, and end with the last reporting quarter of the grant.
