Home My WebLink About20233599.tiff HEARING CERTIFICATION DOCKET NO.2023-99.A RE: 2024 FINAL BUDGET A public hearing was conducted on December 11,2023,at 9:00 a.m.,with the following present: Commissioner Mike Freeman,Chair Commissioner Perry L.Buck,Pro-Tem Commissioner Scott K.James Commissioner Kevin D.Ross Commissioner Lori Saine Also present: Deputy Clerk to the Board,Houstan Aragon County Attorney,Bruce Barker Director of Finance and Administration,Ryan Rose Chief Financial Officer,Cheryl Pattelli Budget Manager,Jennifer Oftelie The following business was transacted: I hereby certify that pursuant to a notice dated November 27,2023,and duly published November 29,2023,in the Greeley Tribune,a public hearing was conducted to consider the 2024 Final Budget for Weld County.Jennifer Oftelie,Budget Manager,made this a matter of record and explained there are some unique timing considerations, as a result of the passage of Proposition HH and subsequent legislation.She stated there are a lot of departmental positions requested as part of the 2024 Budget,thus the Finance team wanted to ensure review and approval as early as possible to allow time for the job postings.She reviewed the summary of changes made since the Proposed Budget,specifically the proposed expenditures for a total amount of$491,273,900 as reflected in Exhibit"A"to the Adoption Resolution.She further stated the total revenues are anticipated in the amount of$529,304,533 and any excess will be placed in the capital fund in anticipation of the facilities master plan. Chair Freeman opened the hearing for public input;however,no comments were offered. Commissioner Ross moved to approve the Resolution to Summarize Expenditures and Revenues for Each Fund and to Adopt the 2024 Budget as submitted.The motion was seconded by Commissioner Buck,and upon a roll call vote,the motion carried four(4)to one(1),with Commissioner Saine opposed. Ms.Oftelie explained the purpose of Emergency Ordinance#260 is to establish the 2024 Annual Budget Appropriation, in the amount of$491,273,900, within the established time constraints of determining the final assessed value and when the mill levy must be approved, which does not afford the standard three-reading ordinance process. No public testimony was offered concerning this matter. cc:FI CRRIcP(so) 2023-3599 ©1/2q/2t-i F10079 HEARING CERTIFICATION-2024 FINAL BUDGET PAGE 2 Commissioner Ross moved to approve Emergency Ordinance#260,In the Matter of the Annual Appropriation for Weld County,Colorado,for Fiscal Year 2024.The motion was seconded by Commissioner James,and upon a roll call vote,the motion carried four(4)to one(1),with Commissioner Saine opposed.(Clerk's Note:Emergency Ordinance#260 was previously read into the record by audio.) Ms. Oftelie commended the departments for a team effort during a challenging year. Commissioner Ross further recognized the Finance staff for an excellent job while running multiple, concurrent budgets in anticipation of state initiatives. Chair Freeman concurred. Commissioner Saine commented,although she is in disagreement with some of the aspects of the budget,she recognized the year-long effort of staff to compile the budget.
