Investment Review Bob reviewed a Monitor Report that was prepared by Alera for the quarter ending 6930/23.As of 9/30/23 the 401(k)Plan and 457 Plan had assets of$15,921,042 and$8,317,165, respectively.There are two funds on the Watch List. Bob reviewed the criteria used to monitor the investments,the Holdings Summary,the Investment Performance,and Watch List Summary sections of the report. The Principal Diversified International SP fund is on the watch list for one quarter.It failed the 1-year return criterion for three of the last four quarters,the 3-year return criterion for one quarter,the 3-year return and Sharpe Ratio criteria for one quarter and the 5-year return criterion for the last four quarters. Brad indicated that year to date this fund is performing above the 1-year return criterion.The Committee agreed that no action is required this quarter. The Principal Small Cap SP fund is on the watch list for one quarter.It failed the 1-year return, 3-year return,5-year return and Sharpe ratio criteria for one quarter. The Committee agreed that no action is required this quarter. a,3— a� Bob briefly reviewed the performance of the remaining funds in the menu,noting where some funds underperformed this quarter. There was a brief discussion about the Principal U.S.Property fund and that there are currently restrictions on distributions from the fund.Cheryl asked if notification is provided when people sign up for the fund about potential restrictions on distributions.Andrew indicated that a note does appear when people attempt to sign up for the fund. Plan Benchmarking reports Brad reviewed a Fee Benchmarking report prepared by Alera. The recordkeeping,investment and advisory fees are all below benchmarks. Principal Review Andrew reviewed the RPES report prepared for the reports including summarizing: • Plan assets • Participation rate • Average Deferral Rate • Retirement Wellness score Cheryl thinks the participation rate is low and Jill asked how others are reaching out to encourage participation. Andrew mentioned that Principal has some success with targeted communications. Andrew mentioned that the number of participants logging on to the App has increased but only 1 individual has utilized Milestones. Andrew mentioned that the plans had the Retire Secure program and that it can add the Target My Retirement program. A meeting will be scheduled in December to discuss adding Target My Retirement.
