RE: ANNUAL MEETING AND 2024 BUDGET HEARING - SOUTHWESTERN WELD
COUNTY LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 20,2023,at 9:00 a.m.,with the following present:
Commissioner Mike Freeman,Chair
Commissioner Perry L.Buck,Pro-Tem
Commissioner Scott K.James
Commissioner Kevin D.Ross
Commissioner Lori Saine
Also present:
Clerk to the Board,Esther E.Gesick
County Attorney,Bruce Barker
Director of Finance and Administration,Ryan Rose
Chief Financial Officer,Cheryl Pattelli
Budget Manager,Jennifer Oftelie
The following business was transacted:
El I hereby certify that pursuant to a notice dated December 6,2023,and duly published
December 8,2023,in the Greeley Tribune,the Annual Meeting of the Southwestern Weld County
Law Enforcement District Authority Board was conducted,and a public hearing was conducted to
consider the proposed 2024 Budget for the Southwestern Weld County Law Enforcement
Authority(LEA)District.Jennifer Oftelie,Budget Manager,stated this special district is comprised
of one small parcel which is surrounded by annexed properties.She explained staff has attempted
to disband the district;however,it requires an election,and the property owner resides out of
state,which makes this difficult to accomplish.She requested approval of a budget in the amount
of$0.00,and a total assessed value of$0.00.
MI No public testimony was offered concerning this matter.
Commissioner Buck moved to approve the Resolution to Adopt the Budget,in the amount
of$0.00.The motion was seconded by Commissioner Ross,and it carried unanimously.
Ei Ms.Oftelie requested approval to appropriate the funds for expenditure,in the amount of
$0.00.Commissioner Ross moved to approve the Resolution to Appropriate Sums of Money.The
motion was seconded by Commissioner Saine,and it carried unanimously.
El Ms.Oftelie requested approval to set the mill levy at 7.000 mills,for a total assessed value
of$10.00,which will collect$0.21.Commissioner James moved to approve the Resolution to Set
the Mill Levy.The motion was seconded by Commissioner Ross,and it carried unanimously.

Ms.Oftelie indicated an Intergovernmental is no longer needed because there will be no
funds or need for law enforcement services.
There being no further discussion,the hearing was completed at 10:48 a.m.
This Certification was approved on the 3rd day of January,2024,by the newly nominated and
approved Board of Commissioners for 2024.
