I am submitting this letter to relate my objection to the proposed licensing of Mel's Dog House, a kennel
adjacent to my property.
My husband and I purchased our land and built a house in 1983. We are part of an agricultural
subdivision housing three "J 9 acre parcels. We left Longmont to escape city life. Our only neighbors who
run an agricultural business from their home have been here long before we purchased our property.

The card I received from Weld County Planning Services is considering giving permission to have 45 dogs
on the property belonging to Shannon Kemp. Ms. Kemp lives in a quiet neighborhood away from her
kennel and will not have to listen to the barking dogs and as the summer months ensues smell the
excrement from them. Weld County Zoning states no more than eight dogs/cats on a property of 10
acres or more are allowed. By changing the Zoning, one person and her financial goals will impact our
neighborhood. Additionally, I fear the kennel will devalue the resale of my home.
Please ask yourselves if you would be comfortable having a kennel set up next to your homes. Ask
yourselves if you would be pleased to have your next door neighbor rezone his/her home to be able to
bring an unwanted business next to you.

Dear County Planner Kim Ogle, and Weld County Commissioners,
March 6, 2023
I am writing to express my absolute concern with the proposed plan to allow a 45 -dog kennel next door to my
home. I will be succinct about my questions and objections:
1. The current facility on the property is not conducive to that many animals in the existing space.
There are no restroom facilities in the current barn. With the extraordinary addition of 45 dogs, the
required staff to manage that many animals and the owners coming and going at any given time
would not have access to hygiene facilities.
2. What is the plan to keep that high number of dogs from contaminating the irrigation water? Unlike
traditional agricultural animals, like cows and chickens, dogs carry giardia and parasites that can
easily be transferred to humans in irrigation water. The Property is also close to Union Reservoir.
3. When my neighbor first moved in, her personal dogs got out of the fence. They were in my backyard.
At that time, I learned that she has eight personally owned dogs. Would those dogs count toward
the total number of 45 dogs on the property?
4. The neighbor repaired and improved her fence. However, what further steps are planned to mitigate
the additional dogs from getting out and harassing livestock? We have horses, dairy cows, chickens,
and goats nearby in any given direction. What are the plans for noise mitigation?
5. The building marked as a "shop" on the plans is directly next door to me and, in the past, was used to
keep hay dry. It has only two walls, a dirt floor, and no power, and it is more of a shelter than a
usable building.
6. There are a significant number of fatalities on highway 66 near the County Road 3 intersection.
drive 3 miles out of my way to avoid pulling onto the highway near my home. Increasing traffic at
that intersection would be negligent to residents' safety.
7. Finally, no one wants to live near the noise and stink of a 45 -dog facility. Most kennels are in
Commercial Developments. Allowing 45 dogs would ruin the neighborhood's resale value. 45 dogs
would make living in my house, where I have lived for 20+ years, unbearable.
While I generally stick to my own business, this decision deeply affects me and my property value. 45 dogs
are far beyond the current facility's capacity, and 45 dogs are beyond a reasonable ask for the neighborhood
to oblige. I request that the permit be amended to 20 or fewer dogs or rejected outright.

The last day to post the sign is February 24, 2023, the sign shall be posted adjacent to and visible
from a publicly maintained road right-of-way. In the event the property being considered for a
special review is not adjacent to a publicly maintained road right-of-way, the department of planning
services shall post one sign in the most prominent place on the property and post a second sign at
the point at which the driveway (access drive) intersects a publicly maintained road right-of-way.
Given that this case was continued due to lack of Mineral Notice, Planning Services replanted the
sign at the property adjacent to and visible from a publicly maintained road right-of-way.
I, Kim Ogle, hereby certify under penalties of perjury that the sign was posted on the property at
least ten days before the Planning Commissioners hearing and the Board of Commissioners
hearing for:

RE: Case # USR23-0004
We are submitting this letter to express our sincere objection to the proposed licensing of Mel's Dog
House for boarding and/or doggie day care for up to 45 dogs. This operation would be run by a renter of
the property. The owner, Shannon Kemp or SSJ Farms LLC doesn't live at the property that she is asking
us to agree to a business at said property. The disrupting our nice country QUIET living neighborhood
will be forever changed and we did not expect this added stress and aggravation when we purchased this
property for a quiet life in our home in the country. She has never lived on this property. While she will
be living in her quiet neighborhood, she is asking Weld County to grant her the right to allow someone
else who rents the house to run a 45 -dog daycare and kennel. This would not affect her life at all, that is
selfish. This is not wanted by the surrounding neighbors. Is it common practice to ask us to live with
something the owner of the property isn't living with? What right does she have to force us to live with
her renter's business idea that she will not live with alongside us?
Jason and I have major concerns when someone does not live on the property, yet the renter is planning
to run such an intrusive business. The owner petitioned the county for approval to run the 45 dog
kennel, boarding, and doggie daycare. At any given time, we have traffic in and out of the facility now
with several dogs already on site and now have constant barking in the air so we no longer sit outside on
our patio, constant road traffic more than the road can handle and the dust will be horrible as well with
that much traffic. The new zoning for a dog day care that is already proven to be a nuisance is not
something we want to see granted. The property was purchased by Shannon M Kemp 5/2022 then
quickly put into an LLC of SSJ Farms 6/2022 so the "renters" in the home now can put a dog daycare on
the 10 acres. 45 dogs. Mel's dog house is not licensed by PACFA and that is a concern. The planned 45
dogs aren't necessarily following requirements of Colorado State Laws in running a doggie daycare.
Physical Facility Standards are a concern that may not be met or are currently not being met.
There must always be 1 human supervisor for every 15 dogs. 31-45 dogs will require 3 human
supervisors, and this still does not guarantee dogs escape and my safety or my dog's safety.
Is there liability insurance kenneling 45 dogs? They are a non-member of PACFA?
Would any of you all like to live next to this type of facility given the choice? Gross!
