A regular meeting was held by the Board of County Commissioners of Weld
County, Colorado at 10:00 o'clock A. M., with the following present:

AGREEMENT WITH THE UNION PACIFIC
RAILROAD C. D. No. 48559-2-E (48559-2)
NEAR WILDCAT, COLORADO:
WHEREAS, the Union Pacific Railroad Company has tendered to Weld
County, Colorado, an agreement renewing for a period of one year commencing
November 20, 1971, the term of contract dated November 20, 1967, granting to
the County the right to excavate and remove approximately 40,000 cubic yards
of earth from the right-of-way of the Railroad Company's Dent Branch, near
Wildcat, Colorado, said agreement being identified as Union Pacific Railroad
Company's C. D. No. 48559-2-E (48559-2 and Audit No. 111212); and
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
has said proposed agreement before it and has given it careful review and
consideration; and
WHEREAS, it is considered that the best interests of said County
of Weld, State of Colorado, will be subserved by the acceptance of said
agreement.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
of Weld County, Colorado, that the terms of the agreement submitted by the
Union Pacific Railroad Company as aforementioned be and the same hereby are
accepted in behalf of the County; and
BE IT FURTHER RESOLVED, that the Chairman of the Board hereby is
authorized, empowered and directed to execute said agreement, a copy of which '
is hereby attached and made a part of this resolution.
The above and foregoing resolution was, on motion duly made and

WHEREAS, a public hearing was held on March 13, 1972 in the
chambers of the Board of County Commissioners, Weld County,
Colorado, for the purpose of hearing the petition of Arnold B. Gurtler,
Jr. , 3245 S. Steele, Denver, Colorado 80210, requesting approval of
site for a controlled game bird farm and dog kennel operation on the
following described property, to-wit:

RESOLUTION

RE: PETITION TO OPEN A PORTION OF COUNTY ROAD NO. 12.
WHEREAS, a petition has been received in the office of the Board
of County Commissioners, Weld County, Colorado, requesting that a
portion of County Road No. 12 be opened to serve the necessities of the
public, more specifically that portion of the County Road No. 12 extended
west over and across the north line of Section 7, Township 1 North,
Range 66 West of the 6th P. M. , approaching on to Highway 85 and
approximately one-half mile south of the intersection of U. S. 85 and
State Highway No. 52 at Fort Lupton, Colorado, and
WHEREAS, the Colorado State Highway Department opposes the
opening of said roadway, per letter of March 3, 1972, attached hereto
and made a part hereof by reference, and
WHEREAS, the Board, after investigation of the facts and circum-
stances of the petition for opening of said road, and upon good cause shown,
believes it not to be in the best interests of the County to open said portion
of County Road No. 12.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that the petition to open a portion
of County Road No. 12 extended west and approaching on to U. S. 85 here-
inabove described, be, and it hereby is denied.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 22nd day of March, A. D. ,
1972,

WHEREAS, a hearing was held on March 13, 1972 in the chambers •
of the Board of County Commissioners of Weld County, Colorado, for the '
purpose .of hearing the petition of A. T. Werner and Elaine Werner,
requesting permission to locate a dairy
Route 1, Box 97, Gill, Colorado, qu g P ,
farm operation on the following described property, to-wit:
Part of the Southwest Quarter (SW4) of Section 6,
Townskip 6 North, Range 64 West of the 6th P. M., and
considering the West line of said Section 6 to bear North
00°00'00" East and all other bearings contained herein 4
relative thereto: Beginning at the Southwest Corner t
(SW Cor) of said Section 6, thence North 00°00'00" East x
along the West line of Section 6, 1, 441. 88 feet to the s
True Point of Beginning of Parcel 2; thence North 00°
00'00" East along the West line of Section 6, 1, 199. 61
feet to the West Quarter Corner (W4Cor) of Section 6;
thence North 89°00'56" East along the North line of
the Southwest Quarter (SW4), 544. 53 feet; thence South
01o34'55" West, 955. 64 feet; thence South 30°41'16" East, '
222. 02 feet; thence South 84°29'24" West, 634. 49 feet
to the True Point of Beginning, containing 14, 566 acres,
more or less, and
WHEREAS, the petitioners were present, and
WHEREAS, there was no opposition to the location of this dairy 1
farm operation on the above-described premises, and
WHEREAS, the said requested dairy farm operation is located =: '
in an agricultural zone as set forth by the Weld County Zoning Resolution,
and
WHEREAS, according to Section 3. 3(c) of the Zoning Resolution
of Weld County, said dairy operation or any expansion thereof may be
authorized upon the approval of the Board of County Commissioners of
Weld County, and

WHEREAS, the Board of County Commissioners heard all the t
testimony and statements of those present; has studied the request of
the petitioners and studied the recommendations of the Weld County
Planning Commission, and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County ,
Commissioners, that the application of A. T. Werner and Elaine Werner,
Route 1, Box 97, Gill, Colorado, to locate a dairy farm operation on the
premises indicated above be, and it hereby is granted under the conditions
following:
1. That any water and sanitation facilities to be installed shall
be approved by the State Health Department.

2. That said dairy operation shall not exceed 100 milk cows at
any one time. i

3. That petitioner shall proceed with due diligence to effect said
dairy operation and that he shall have up to one year from date hereof
to begin construction of said operation.
4. Subject to a lagoon being constructed to prevent pollution.

5. That all applicable subdivision and zoning regulations shall
be followed and complied with in accordance with the Zoning Resolutions
of Weld County, Colorado.

RESOLUTION
WHEREAS, a petition has been received in the office of the Board
of County Commissioners, Weld County, Colorado, requesting that the
sanitary landfill designated by Certificate No. 13, and known as the Mead
o
Dump be closed; said landfill (Mead Dump) being located in the Southwest
Quarter (SW ) of Section Twenty-seven (27), Township Four (4) North,
Range Sixty-eight (68) West of the Sixth P. M. , Weld County, Colorado,
and
WHEREAS, the Board, after investigation of the facts and circum-
stances of the petition to close said sanitary landfill (Mead Dump), and
upon good cause shown, believes it to be in the best interest of the County
to close said Mead Dump, designated by Certificate No. 13.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that pursuant to authority of
law, the Board as the Weld County licensing authority, hereby orders that
the Certificate of License of Designation No. 13 for waste disposal site
be, and the same hereby is revoked; that said Certificate of License No. 13
be returned for cancellation; and that all dumping at the hereinabove
described location be terminated forthwith.

RESOLUTION
RE: LEASE AGREEMENT BETWEEN WELD COUNTY AND RONALD
M. KELSEY PROVIDING SPACE FOR THE WELD COUNTY
DEPARTMENT OF PUBLIC WELFARE.
WHEREAS, it has been brought to the attention of the Board
of County Commissioners, Weld County, Colorado, that additional space
is necessary for the Weld County Department of Public Welfare, and
WHEREAS, Ronald M. Kelsey has submitted a Lease Agreement
providing for the necessary space for the Weld County Department of
Public Welfare, and
WHEREAS, the Board of County Commissioners, Weld County,
Colorado, believes it to be in the best interest of the County to enter
into such Lease Agreement on the basis recited therein,
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that the Lease Agreement .
submitted by Ronald M. Kelsey providing space for the Weld County
Department of Public Welfare, copy of which is attached hereto and
made a part hereof by reference, be, and it hereby is approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby
is authorized to execute said Lease Agreement as submitted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 29th day of March,
A. D. , 1972.

WITNESSETH: ,
That in consideration of the payment of the rent as hereinafter
provided and the keeping and performance of each of the covenants and
agreements of the said second parties hereinafter set forth, said first
party has and does hereby lease unto the said second parties the following
described premises situate in the County of Weld, State of Colorado,
to-wit: I
The main floor of a frame store building located
at 228 - 11th Avenue, Greeley, Colorado,

TO HAVE AND TO HOLD the said premises, at and for a

rental of $500. 00 per month, for a term of one (1) year beginning April 1,
1972 and ending April 1, 1973 and to continue from year to year thereafter
unless sooner terminated by either party giving at least thirty (30) days
written notice to the other party of its intention to so terminate.
For and in consideration of the leasing of said premises as ,
aforesaid, second parties do covenant and agree as follows, to-wit: to
pay the rent for said premises as hereinabove provided promptly when
due and payable; to order no repairs at the expense of the first party
without notice; and, at the expiration of this lease, to surrender and
deliver up said premises, including all heating, appliances, plumbing,
sewer connection, wiring and glass, in as good order and condition as
when the same were entered upon, loss by fire excepted; to sublet no i

part of said premises, nor assign this lease or any interest herein, t •
without the written consent of the first party first being obtained; to
use said premises for no purposes prohibited by the laws of the United
States, the State of Colorado, or the Ordinances of the City of Greeley,
County of Weld, now in force or hereafter enacted, and for no improper
or questionable purpose whatsoever; to occupy the same as an office.

Second parties further covenant and agree that if the rent
above agreed upon or any part thereof, shall be in default, or in case
of a breach of any of the covenants or agreements herein, the said first
party may declare this lease terminated, and after the expiration of
three (3) days of the date of the service of a written notice to that effect,
be entitled to the possession of said premises without further notice or
demand; and further that in case the first party shall become entitled
to possession of said premises either by expiration of this lease or by
any termination of said term as herein provided for, and the second
parties shall refuse to surrender and deliver up the possession of said
premises, after the service of said notice as aforesaid, then and in
that event the said first party may, without further notice or demand,
enter into said premises, or any part thereof, and take possession
thereof, and repossess the same as of the first party's former estate, •
and expel, remove, and put out of possession the second parties, using
such help, assistance and force in so doing as may be needful and proper,
without being liable for prosecution or damages therefore, and without
prejudice to any remedy allowed by law, available in such cases.
First party agrees to keep the building, including the premises
leased, insured at his own expense; and further agrees to pay one-half
(1/2) the costs of all utilities.
First party further agrees to pay the full costs for all remodeling
as may be required by parties of the second part.
Second parties shall furnish the first party with a certificate
evidencing that they have in force adequate insurance covering personal
liability and guarantee to hold first party harmless from any and all
damages that might arise as a result of said occupancy by second parties.
If said premises be destroyed by fire or other casualty, this
lease shall immediately terminate. In case of partial destruction or
damage, so as to render the premises untenantable, any party hereto
may terminate the lease by giving written notice to the other parties
within fifteen (15) days of the occurrence of such event.
Second parties hereby declare that in entering into this lease
they relied solely upon the statements contained in this lease and fully
understand that no agent or representative of first party has authority
to in any manner change, add to or detract from the terms of this lease.
Further, that all the covenants and agreements in this lease
contained shall be binding upon and apply to the heirs, assigns and
legal representatives of said parties or any person claiming by, through
or under any of them or their agents or attorneys.

RESOLUTION
RE: IN THE MATTER OF ALTERING STATE SENATORIAL DISTRICTS,
STATE REPRESENTATIVE DISTRICTS and ELECTION PRECINCT
BOUNDARIES IN WELD COUNTY, COLORADO.
WHEREAS, due to the establishment of enumeration districts in
Weld County as a result of the 1970 Federal census, and
WHEREAS, certain new territory having been annexed to the City
of Greeley, and
WHEREAS, in order that Weld County complies with the law in
every respect, it is desirable and necessary that the Board of County
Commissioners, Weld County, Colorado, now consider, determine and
establish new state senatorial districts, state representative districts,
and new precinct boundaries within the county, all as shown on Exhibits
A, B and C attached hereto and made a part hereof.
NOW, THEREFORE, BE IT RESOLVED, that the new boundaries
of the state senatorial districts, the state representative districts and
the precinct boundaries within Weld County shall be as shown on Exhibit
A, map of the City of Greeley, and as Shown on Exhibit B, map of Weld
County, except the City of Greeley, and as shown on Exhibit C, four sheets
noting thereon the breakdown of said state senatorial districts, state
•representative districts and the various precincts within the City of Greeley
and Weld County, all as shown on the aforementioned Exhibits A, 13 and C
attached hereto and made a part hereof by reference.

RE: AGREEMENT BETWEEN THE WELD COUNTY MUNICIPAL
AIRPORT BOARD, AS AGENT OF THE COUNTY OF WELD AND
CITY OF GREELEY, AND THE MOUNTAIN STATES TEI,EPIIONE
AND TELEGRAPH COMPANY FOR A RIGHT-OF-WAY EASEMENT.
WHEREAS, the County of Weld, State of Colorado, has been
requested to grant to the Mountain States Telephone and Telegraph Company,
a Colorado corporation, a permanent right-of-way easement, and
WIIEREAS, the Mountain States Telephone and Telegraph Company
has, in consideration for said easement, agreed to pay the sum of Two
Hundred Fifty Dollars ($250. 00) to the Weld County Municipal Airport Board
as agent for the City of Greeley and the County of Weld, and
WHEREAS, the Board believes it to be in the best interest of the
County to grant such a right-of-way easement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners, Weld County, Colorado, that said agreement with the
Mountain States Telephone and Telegraph Company providing for such right
of way easement, copy of which is attached hereto and made a part hereof
by reference, be, and it hereby is approved.
BE IT FURTHER RESOLVED that the Board be, and it hereby is
authorized to execute the said right-of-way easement agreement as sub-
mitted and to make the same effective forthwith.

RE: APPOINTMENT OF MEMBERS FROM WELD COUNTY TO

REGIONAL PLANNING COMMISSION.
WHEREAS, pursuant to rules and regulations adopted by the
Larimer-Weld Regional Planning Commission, there has been created
an executive committee of said Regional Planning Commission, and
WHEREAS, in accordance with directive from the Regional Planning
Commission and the Board being sufficiently advised;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that the following from Weld

1. Engineering Services: Subdivider shall furnish, at itc own expense all
engineering services in connection with the design and constru ' :on of t

and made a part thereof.
1.1 Said engineering services shall be performed by a Registered
Professional Engineer and Land Surveyor in the State of Colorado and
shall conform to the standards and criteria for public_ works as established

surveys, designs, plans and profiles, estimates , construction
Supervision, and furnishing necessary material to the County.
1.3 Subdivider shall furnish drawings and estimates to the county
for approval prior to the letting of any construct ' on contract
Before acceptance of the installed improvements , Subdivider shall
furnish one set of reproducible "as-built" drawing: and a final
statement of construction cost to the county.
2. Rights-of-Way and Easements: Before commencing the construction of any

improvements herein agreed upon, Subdivider shall acquire, at its own expense , good
and sufficient rights-of-way and easements on all lands and facilities traverse
by the proposed improvements. All such rights-of-way and easements shall be i
conveyed to the county and the documents of conveyance shall be furnished to the
County for recording.
3. Construction: Subdivider shall furnish and install, at its own expense,
the subdivision improvements described and detailed on Exhibit "A" , attached
hereto and made a part hereof.
3.1 Said construction shall be in strict conformance to the •
drawings approved by the County and the specifications adopted by
the County for public works projects. Whenever a subdivision is
proposed within three miles of an incorporated community located
in the County or located in any adjacent county, the subdivider
shall be required to install improvements in accordance with the
requirements and standards that would exist if the plat were,
developed within the corporate limits of that community. If the
incorporated community has not adopted such requirements and standards
at the time a subdivision is proposed, the requirements and
standards of the County shall be adhered to. If both the
incorporated community and the County have requirements and standards,
those requirements and standards that are more restrictive shall apply.
3.2 Subdivider shall employ, at its own expense, a qualified testing
company, previously approved by the County, to perform all testing cif
materials or construction that is required by the County; and shall
furnish copies of test results to the County.
3.3 At all times during said construction, the County shall have
the right to test and inspect or to require testing and inspection of
material and work at Subdivider's expense. Any material or work not
conforming to the approved plans and specifications shall be removed
and replaced to the satisfaction of the County at Subdivider's expense. •
3.4 The Subdivider shall furnish proof that proper arrangements have /
been made for the installation of sanitary sewer, gas, electric, and
telephone services. `

3. 5 Said subdivision improvements shall be completed according to the
terms of this agreement within the "Time for Completion" appearing in
said Exhibit "A" , which time shall commence upon the date of this
agreement. The Board of County Commissioners, at its option may grant
extension of time of completion upon application by Subdivider.
4. Release of Liability: Subdivider shall indemnify and save harmless the
County from any and all suits, actions, or claims of every nature and description
caused by, arising from, or on account of said construction, and pay any and all
judgments rendered against the County on account of any such suit, action, or
claim, together with all reasonable expenses and attorney's fees, incurred by
County in defending such suit, action, or claim. All contractors and other
employees engaged in construction of the improvements shall maintain adequate
workmen's compensation insurance and public liability insurance coverage. And
shall operate in strict accordance with "Occupational Safety and Health Ac_t ," and/or
any regulations imposed by the Industrial Commission of the State of Colorado.
5. Acceptance: Upon completion of said construction according to the terms
of this Agreement, the improvements shall be accepted by the County Commissioner
after written approval is received by it from its duly authorized inspecting
agent. Upon such acceptance of subdivision, all assignable improvements shall
automatically become public facilities and the property of the County.

5.1 If desired by the County, portions of the improvements may be
placed in service when completed, but such use and operation shall
not constitute an acceptance of said portions.
5.2 The County may, at its option, issue building permits for
construction on lots for which the subdivision improvements detailed
herein have been started but not completed, and may continue to issue
building permits so long as the progress of work on the subdivision
improvements throughout the development is satisfactory to the County;
and all terms of this agreement have been faithfully kept by Subdivider.
6. Maintenance: During a period of one year from and after the final
acceptance of the subdivision improvements, the Subdivider shall, at its own
• expense, make all needed repairs or replacements due to defective materials or
workmanship which, in the opinion of the County, shall become necessary.r If,
within ten days the Subdivider's receipt of written notice from the County
requesting such repairs or replacements, the Subdivider shall not have' undertaken

with due diligence to make the same, the County may make such repairs or
replacements at the Subdivider's expense. In the case of any emergency, such
written notice may be waived.
• 7. Subdivider shall furnish to the Board of County Commissioners as a

Bank letter of credit, or 3) "Sub Division Bond" issued by surety company

SEERY'S MARKET, AULT, COLORADO
The application of James R. Seery and Marlene A. Seery, d/b/a
Seery's Market, located at 301 1st Street, Ault, Colorado, for retail
3. 2 fermented malt beverage license came on for hearing April 19,
1972 at 2:00 P. M. , and the Board of County Commissioners of the
County of Weld, having heard the testimony and evidence adduced upon
said hearing, and having considered the testimony, evidence and
petitioners filed with said Board, and having carefully weighed the same,
now makes the following findings:
1. The evidence discloses that the applicants are the owners of
said premises sought to be licensed within the meaning of the statutes.
2. That no question was raised nor objection offered as to the
applicants concerning the standing, character or motives of said appli-
cants.
3. The applicants have proven a prima facie case as to the
reasonable requirements of the neighborhood.
4. That no person was present in opposition to the granting of the
license.
5. The desires and needs of the inhabitants of the immediate
neighborhood, as well as the needs of the general public and customers
of the applicants are not fulfilled, inasmuch as there presently is no
other beer outlet of a similar nature, for consumption off the premises,
in the area designated as the neighborhood.

owners of the hereinabove zoned land, be, and it hereby is granted.
• BE IT FURTHER RESOLVED, that the present zoning of "MH-UD"
Iiirextended to June 1, 1973 on condition that the present owners of the
land proceed with due diligence to obtain the necessary sewer and water
for the area and to comply with the condition pertaining to building of the
necessary roads; otherwise, the Board may, for good cause shown, on its
_ own motion, revert the area to its original zoning.

RE: AGREEMENT BETWEEN WELD COUNTY AND THE DIVISION OF
CRIMINAL JUSTICE OF THE LAW ENFORCEMENT ASSOCIATION
ACT.
WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need to establish a Weld
County Youth Service Bureau as a resource in arranging a variety of
counseling and aid services for community based youth problem pre-
vention programs, and
WHEREAS, the Division of Criminal Justice has submitted a pro-
posed agreement accompanied with proposed program of youth services
relative to youth problems in Weld County, and
WHEREAS, the Board believes it to be in the best interests of the
County to enter into such an agreement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that said agreement with the
Division of Criminal Justice providing for such youth problem services
in Weld County, copy attached hereto and made a part hereof by reference,
be, and it hereby is approved.
BE IT FURTHER RESOLVED that the Board be, and it hereby is
authorized to execute the agreement as submitted to make the same
effective forthwith.

Colorado, for the purpose of hearing the petition of Gary Bragdon, .

locate a cattle and sheep feeding operation on the following described
property, to-wit:

North, Range 67 West of the 6th P. M. , Weld County,
Colorado commencing at the quarter corner on the
North side of Section 24, and extending thence S.
00° 19' W. 2640 feet to the center of said Section;
thence N. 89° 28' E. 1268. 5 feet; thence N. 29°
27' W. 228. 5 feet; thence N. 23° 33' E. 235. 5

WHEREAS, there was some opposition to the request of
petitioner for the location of said cattle and sheep feeding operation, and
WHEREAS, the said requested cattle and sheep feeding operation
is located in an agricultural zone as set forth by the Weld County Zoning
Resolution, and
WHEREAS, according to Section 3. 3(3)(c) of the Zoning Resolution
of Weld County, said cattle and sheep feeding operation may be authorized
upon the approval of the Board of County Commissioners of Weld County,
and
WHEREAS, the Board of County Commissioners heard all the
testimony and statements of those present; has studied the request of the
petitioner and studied the recommendations of the Weld County Planning
Commission, and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, that the application of Gary Bragdon, for location of a
cattle and sheep feeding operation on the premises indicated above be, and
it hereby is granted under the conditions following:
1. That any water and sanitation facilities to be installed shall
be approved by the State Health Department.
2. That petitioner shall proceed with due diligence to effect
said cattle and sheep feeding operation and that he shall have up to one (1)
year from date hereof to begin construction of same.
3. That when said cattle and sheep feeding operation is completed,
same shall not contain more than 2, 500 head of cattle at any one time and
not more than 15, 000 sheep at any one time.
4. That petitioner shall construct a sealed retention pond and
drain ditch to prevent pollution; also, that petitioner shall take all
necessary precautions not to pollute ditches and canals of adjacent
landowners and shall enter into an agreement providing therefor.
5. All applicable subdivision regulations and zoning regulations
shall be followed and complied with in accordance with the Zoning
Resolutions of Weld County, Colorado.

RE: AGREEMENT BETWEEN WELD COUNTY AND THE GREELEY
NATIONAL BANK.
WHEREAS, it has been determined that the present system of
maintaining a County 4-H file and the printing of reports is in the need
of revision and change, .and
WHEREAS, the Greeley National Bank of Greeley, Colorado,
is engaged in the commercial activity of computer data processing, and
WHEREAS, the Greeley National Bank has submitted an agree-
ment to perform services for the County in the form of maintenance
of a 4-H file and the printing of reports, and
WIIEREAS, the Board of County Commissioners, Weld County,
' Colorado, believes it to be in the best interests of the County to enter
into such an agreement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that the agreement submitted
by the Greeley National Bank providing services for the County in the
form of maintenance of a 4-H file and the printing of reports, copy of
which is attached hereto and made a part hereof by reference be, and
it hereby is approved. .

AGREEMENT
THIS AGREEMENT, Made and entered into this 3rd
day of May , 1972, by and between THE GREELEY NATIONAL
BANK hereinafter referred to as GNB, and WELD COUNTY , COLORADO ,
COOPERATIVE EXTENSION SERVICE, hereinafter referred to as County
W
WITNESSETH, THAT:
WHEREAS, GNB is engaged in the commercial activity
of computer data processing and proposes to perform services for the
County in the form of maintenance of a 4-H file and the printing of reports ,
all as is more specifically set forth in Exhibit A, attached hereto and by
reference made a part hereof, and
WHEREAS, County desires to employ the services of GNB
for such purposes ,
NOW, THEREFORE, in consideration of the mutual promises and covenants of the parties as are hereinafter contained and for the
further considerations hereinafter stated, it is understood and agreed _
as follows :
1. GNB herby agrees to perform the services as are set
forth in detail in Exhibit A, and for the costs therein specified, for a
period of one year, commencing April 1, 1972.
2. The County employs GNB for the services to be
performed as set forth in Exhibit A and County agrees to pay GNB the
costs as are therein specified.

3. It is mutually understood and agreed that this agree- ;
ment shall automatically renew itself from year to year, subject to the
condition that such automatic renewal shall be rendered void by either
party giving written notice of its intention not to renew the agreement
for an additional year, no later than the first day of January hereafter.
In the event GNB should determine that any renewal of this agreement.
shall be subject to modification in costs charged by GNB for services
rendered, it shall be obliged to furnish such notice in writing on or
before the first day of each month of January hereafter, and if such
charges are not acceptable to the County, said County may advise
GNB in writing of its intention not to renew this agreement, even
though such notice is received by GNB later than January first.

license by the Chairman of the Board, attested by the County Clerk and Recorder
of Weld County, good for one year from the date of issue unless revoked, according
to law, provided, however, that said license shall be issued upon the express
condition and agreement that the place where licensee is authorized to sell beer
under said license will be conducted in strict conformity to all laws of the

WHEREAS, it has come to the attention of the Board of County
Commissioners, Weld County, Colorado, that the budgeting and
accounting procedures for the Weld County Department of Public
Welfare need to be improved, and
WHEREAS, there has been submitted to the Board, Form
BA-7009, which sets out the recommended manner of budgeting
and accounting procedures to be employed by the Welfare Department,
and
WHEREAS, the Board believes it to be in the best interests
of Weld County to adopt such budgeting and accounting procedures
for the Welfare Department in accordance with said Form BA-7009
attached hereto and made a part hereof,
NOW, THEREFORE, BE IT RESOLVED, by the Board of
County Commissioners, Weld County, Colorado, that until further
order of the Board, Form BA-7009, as submitted, relative to
budgeting and accounting procedures for the Weld County Depart-
ment of Public Welfare, per copy attached hereto and made a

RESOLUTION
WHEREAS, the First Evangelical Free Church, 1301 15th Street,
Greeley, Colorado, by Bill Meier, has requested permission to stage a
walk marathon over and across certain county roads in Weld County,
Colorado, and
WHEREAS, said Church has submitted a map, identified as
Exhibit A, showing thereon the proposed route of travel within the county,
and
WHEREAS, pursuant to law, the Board of County Commissioners
of Weld County, Colorado, has been vested with the responsibility for
regulating, warning and guiding traffic on county roads in Weld County,
Colorado, and
WHEREAS, the Board recognizes the danger that the travelling
public and other people may be subjected to during the period of time
that such marathon is in progress, and
WIIEREAS, the Board is of the opinion that it would be in the
best interests of the County and the general public to close certain
sections of such county roads during this period of time,
NOW, THEREFORE, BE IT RESOLVED, that the request of the
First Evangelical Free Church, Greeley, Colorado, to hold a walk
marathon, all as shown on the aforementioned map, copy attached hereto
and made a part hereof by reference, be, and it hereby is granted under
the conditions following:
1. That the permit to stage said walk marathon be on Saturday,
May 13, 1972, between the hours of 8:15 a, m, and 3:00 p. m.
2. That permittee shall provide adequate personnelto control the
walk marathon and to take all necessary precautions co close certain
sections of roads during this period of time,
3. That permittee, as principal, and all of its agents assume the
risk of staging said walk marathon and shall hold Weld County blameless
for any damages that might arise from such marathon.
4. That all County and State traffic regulations shall be complied
with.
5. That in case of any unforeseen emergency, the Board may,
with or without notice, suspend this permit until such time as the emergency
situation has passed.
The above and foregoing Resolution was, on motion duly made and

approval of the Board of County Commissioners of Weld County, and
WHEREAS, the Board of County Commissioners heard all the
testimony and statements of those present; has studied the request of
the petitioners and studied the recommendations of the Weld County
Planning Commission, and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners, that the application of Raymond P. Biros and Wayne E.
Biros, 4817 Julian Street, Denver, Colorado, to locate a dog kennel
operation on the premises indicated above be, and it hereby is granted
under the conditions following:
1. That any water and sanitation facilities to be installed shall
be approved by the State Health Department.
2• That said dog kennel operation shall not contain more than
one hundred twenty five dogs at any one time.
3. That petitioners shall proceed with due diligence to effect
said dog kennel operation and that he shall have up to one year from
date hereof to begin construction of said dog kennel operation.
4. That petitioners shall provide adequate and proper fencing and
that said fence shall be at least 100 feet from County Road No. 12•
5• That all applicable subdivision and zoning regulations shall be
followed and complied with in accordance with the Zoning Resolutions of
Weld County, Colorado.
