WEDNESDAY, MAY 17, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, May 17, 2023, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Scott K. James
Commissioner Kevin D. Ross
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
el MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County
Commissioners meeting of May 3, 2023, as printed. Commissioner Buck seconded the motion, and it
carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearings conducted on May 3, 2023, as follows: 1) USR23-0005 — Kenneth Harring, do CBEP Solar 6,
LLC. Commissioner Ross seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Chair Freeman opened up for public comment concerning: 1) Partial
Vacation, VAC23-0019, of Two -Lot Recorded Exemption, RECX17-0020, for Removal of Lot D —
Bean Farm, LLC, do Todd and Kristen Bean; 2) Partial Vacation, VAC23-0022, of Two -Lot Recorded
Exemption, RECX15-0009, for Removal of Lot B — Michael Coan; 3) Partial Vacation, VAC23-0023, of
Two -Lot Recorded Exemption, RECX19-0109, for Removal of Lot B — Michael Coan; and 4) Partial
Vacation, VAC23-0024, of Two -Lot Recorded Exemption, RECX16-0012, for Removal of Lot B —
Michael Coan; however, there was no public testimony concerning these matters. Commissioner Ross
moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion and it
carried unanimously.

El WARRANTS:
1) GENERAL WARRANTS - MAY 16, 2023: Commissioner James moved to approve the General
Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously.
▪ BIDS:
1) APPROVE BID #62300101, DELL EMC MAINTENANCE AND SUPPORT — DEPARTMENT OF
INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology,
stated six (6) bids were received and staff recommends selecting the lowest bidder who met
specifications, Lewan Technology, for a total amount of $471,621.00, budgeted as part of the operational
expenses and maintenance for fiscal year 2023. Commissioner Ross moved to approve said bid. The
motion was seconded by Commissioner Buck, and it carried unanimously.
IR 2) PRESENT BID #62300111, CLERK AND RECORDER'S OFFICE BACKUP GENERATOR -
FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated five (5) bids were received
and staff will make a recommendation on June 5, 2023.
• NEW BUSINESS:
1) CONSIDER CONTRACT ID #6934 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
TONY AND SIMONE CARLONI: Jamie Ulrich, Director of the Department of Human Services, stated this
contract is for a new foster care home located in Severance, Colorado. Commissioner Buck moved to
approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner
James, and it carried unanimously.
• 2) CONSIDER CONTRACT ID #6943 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
ARNOLD AND DEBORAH CLARK: Ms. Ulrich stated this contract is for a new foster care home located
in Dacono, Colorado. Commissioner Saine moved to approve said contract and authorize the Chair to
sign. The motion was seconded by Commissioner Buck, and it carried unanimously.
• 3) CONSIDER CONTRACT ID #6944 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
JAYDEN MENDEZ AND ANNETTE SANCHEZ-FLORES: Ms. Ulrich stated this contract is for a new
provisional kinship foster care home located in Greeley, Colorado. Commissioner Saine moved to
approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Buck,
and it carried unanimously.
• 4) CONSIDER CONTRACT ID #6948 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
ELIZABETH AUSTIN: Ms. Ulrich stated this contract is for a new foster care home located in Milliken,
Colorado. Commissioner Ross moved to approve said contract and authorize the Chair to sign. The
motion was seconded by Commissioner Buck, and it carried unanimously.
• 5) CONSIDER CONTRACT ID #6946 AGREEMENT FOR PROFESSIONAL SERVICES FOR
EDUCATIONAL, RELIEF, AND THERAPEUTIC SERVICES AND AUTHORIZE CHAIR TO SIGN -
FOSTER SOURCE: Ms. Ulrich stated this is a great partnership the County has with Foster Source that
allows support for foster families in Weld County. Commissioner Saine moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously.

• 6) CONSIDER CONTRACT ID #6950 AGREEMENT FOR PROFESSIONAL SERVICES FOR
FOSTER PARENT TRAINING AND CO -FACILITATOR SERVICES, AND AUTHORIZE CHAIR TO
SIGN - NICHOLE SNOW: Ms. Ulrich stated Ms. Snow is a current foster parent who helps provide
training to current and potential foster families looking to become certified. Commissioner James moved
to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner
Buck, and it carried unanimously.
Ej 7) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR RANCH RODEO AND
BRONC RIDING AT 2023 WELD COUNTY FAIR AND AUTHORIZE CHAIR TO SIGN - SELLE RODEO
PRODUCTIONS, LLC: Hannah Swanbom, Director of CSU Extension Services of Weld County, stated
this agreement allows for ranch rodeo services at the 2023 Weld County Fair. Commissioner Saine
moved to approve said agreement and authorize the Chair to sign. Commissioner Ross seconded the
motion, and it carried unanimously.
• 8) CONSIDER EMERGENCY TEMPORARY CLOSURES OF VARIOUS ROADS DUE TO 2023
STORM EVENT: Amy Mutchie, Department of Public Works, stated there have been multiple closures
throughout the County beginning May 9, 2023, due to damage caused by the recent storm event. She
stated there are ten (10) closures listed, and as of yesterday evening, two (2) of these closures have
already reopened, with plans of two (2) more reopened by end of day today. Ms. Mutchie explained
publications and social media outlets have been updated for the current status of the remaining closures.
Commissioner James moved to approve said temporary closures on an emergency basis. The motion
was seconded by Commissioner Ross, and it carried unanimously.
• PUBLIC COMMENT:
1) Steve Teets, Greeley Resident, offered his comments to the Board.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:12 a.m.
